Whereas the undersigned has succeeded in capturing and destrc;
ing a portion of the enemy's fleet and in driving the remainder 01
of Galveston Harbor and beyond the neighboring waters, and tb
blockade has been thus raised, he therefore hereby proclaims to a>
concerned, that the Harbor of Galveston is open for trade with a1
friendly nations, and their merchants are invited to resume theirusi
commercial intercourse with this Port.
Done at Galveston, this, the Fourth day of January, Eighteen Hiu
dred and Sixty-Three.
