Rules, Information and Premium List DEPARTMENT OF LIVE STOCK. Special Rules and Premium List will be Issued July 1, 1895, for Poultry and Pet Stock Exhibition. Cotton States and International Exposition, 189^. 1. The Exhibition of Live Stock will open October lGth, 1895, and close December 10th, 1895, and will comprise the following divisions: sions : A.— Horses, Ponies, Jacks, Jennets, and Mules. B.—Cattle, Sheep, Swine, and Goats. (J.—Poultry and Pet Stock. 2. The dates for exhibits of the various divisions are as follows: Division A, October 16th to October 29th, 1895, inclusive. Division B, November 6th to November 19th, 1895, inclusive. Di vision C, November 27th to December 10th, 1895, inclusive 3. Entries will close in the several divisions of Live Stock Department. as follows: Division A, October 15th, 1895. Division B, November 5th, 1895. Division C, November 26th, 1895. 4. Exhibitors will be restricted to two entries in each section, i. e., two 1-year old, two 2-years old, etc. 5. All animals must be on the grounds of the Exposition not later than the opening date mentioned in Rule 2 of the division to which they belong, and must remain on the grounds until the closing date for the exhibit in such division, unless special permission is granted by the Chief of the Department for their removal prior to such date. 6. For the convenience of exhibitors, arrangements will be made to receive animals in each division five(5)da\s before the opening; date of such division. 2 7. Ages of animals offered for entry must be computed to the following dates: Horses, October 16tb, 1895. Cattle, November 6th, 1895. Sheep, November 6th, 1895. Swine, November 6th, 1895. Croats, November 6th, 1895. Poultry, etc. See Special Rules. 8. Exhibitors must in each case file an application showing that they have owned the animal offered for entry for a period of at least sixty days prior to the date of opening of Exposition fcr the class to which it belongs, giving the name, age, sex, and description of the animal, and must furnish, in accordance with the rules governing entries in the division to which the animal belongs, a copy of the certificate of registration issued by the association in whose registry such ani¬ mal is registered, or evidence satisfactory to the Chief of the De¬ partment that the animal offered for entry is a representative of a recognized breed for which there is no established record, and in Division C such evidence and information as required therein. 9. All animals from foreign countries will be subject to the quarantine regulations of the United States Department of Agriculture. 10. Evidence satisfactory to the Chief of the Department of Live Stock must be submitted: (a) That stallions five years old or over have sired a live foal within two years immediately preceding October 16th, 1895; that mares five years old or over have produced a live foal within two years immediately preceding October 16th, 1895. (b) That bulls four years old or over have sired a live calf within two years immediately preceding November 6th, 1895; that cows four years old-or over have produced a live calf within two years immediately preceding November 6th, 1895. (c) That rams three years old or over have sired a live lamb with¬ in two years immediately preceding November 6th, 1895; that ewes three years old or over have produced a live lamb within two years immediately preceding November 6th, 1895. (d) That boars two years old or over have sired live pigs within two years immediately preceding November 6th, 1895 ; that sows two years old or over have produced live pigs within two years immediately preceding November 6th, 1895. 11. Should anjr exhibitor misrepresent any material fact required, or attempt to perpetrate a fraud upon the Cotton States and Interna¬ tional Exposition he will thereby forfeit all rights as an exhibitor, and the animal or animals entered by him will bo excluded from the grounds. 3 12. In addition to the exhibits provided for in Rule 1, the Chief of the Department of Live Stock is authorized to admit for exhibition, but not for competition or award, animals which, in his opinion, possess sufficient merit, interest or utility to entitle them to admis¬ sion to an international exhibition. 13. The Chief of the Department of Live Stock is authorized, with consent of Committee on Live Stock, to create classes in addition to those enumerated in the Premium List when, in his judgment the interest of the Exposition will be advanced thereby. Animals entered in such additional classes Avill have the right to compete lor such premiums as the Chief of the Department of Live Stock may designate at the time such classes are formed. 14. The Cotton States and International Exposition being open to the world, it is important that in the exhibit provided for by Rule 1 only the best animals of the kind be exhibited. For this reason the Chief of the Department of Live Stock has authority, if, in his opinion, anj- animal offered for admission is not a typical rep¬ resentative of its kind, to exclude the same from the grounds of the Exposition. In case only one entry is made in any lot the Chief of the Department of Live Stock may direct that no pre¬ mium be granted unless the juries expressly declare it worthy. 15. The Chief of the Department of Live Stock is authorized to order the removal of vicious or fractious animals from the grounds. 16. Exhibitors will be required to furnish necessary attendants, who shall be subject to the Rules and Regulations governing employees of the Live Stock Department and the General Rules of the Exposition. In case of failure on the part of any attendant to obey said Rules and Regulations the exhibitor agrees to discharge him upon the request of the Chief of the Department. 17. The Cotton States and International Exposition will provide accom¬ modations for such exhibits of Live Stock as may be accepted by this Department. All stalls and pens will be regularly numbered. Cor¬ responding numbers on labels will be furnished exhibitors, and no animal will be allowed to pass from its stall or pen without having its proper number attached. Stalls will be charged for as follows : Open stalls, $3; box stalls, $5; pens, $3. 18. Exhibitors will be required to keep the stalls occupied by their exhibits and the grounds adjacent thereto thoroughly clean, in accordance with the stable and grounds regulations to be hereafter issued by the chief of the Department of Live Stock. Failure to comply with these regulations will subject the exhibit to peremp¬ tory removal from the Exposition grounds. 19. The Director-General will appoint a veterinary surgeon and such as¬ sistants as may be necessary. The veterinary surgeon shall cause 4 animals to be examined before admission to the grounds, as a safe¬ guard against infectious or contagious diseases, and shall make- daily inspection of the grounds, stables, stalls and pens and make daily report in writing to the chief of the Department of Live¬ stock of the condition in which said grounds, stables, stalls and pens are kept. In case of sickness of any animal, the same shall be removed when ordered by the chief of department, to a sepa¬ rate inclosure, where the exhibitor may either direct the treatment of the animal himself or employ the veterinary surgeon appointed for the Department of Live Stock, for whose services and other- necessary expenses incurred a reasonable charge will be made by the Cotton States and International Exposition. The right is reserved to the chief of the department to order the peremptory removal from the grounds of any animal to which this rule- applies. 20. Ample supply of water will be provided for distribution at conven¬ ient locations upon the grounds. 21. Forage, grain and bedding will be furnished at market prices, at depots conveniently located within the grounds. 22. Animals will be exhibited for award in the stock ring provided for- the purpose, subject to such special regulations as the Chief of the Department of Live Stock may deem necessary. 23. In awarding premiums in Divisions A and B juries of award will' judge all animals taking part in each section, placing them in the order of relative superiority; beginning with the first, they will number all such animals consecutively, and report to the Chief of" the Department the number given each animal in such competi¬ tion, and also the regular number assigned to such animal on the- register of the Live Stock Department. Premiums will be paid in accordance with the numbering so returned by the jury. In the event of expulsion or disqualification of an animal after such numbering, its rating will be expunged from the record and the- subsequent numbers of competing animals will be correspondingly advanced. 24. In case of doubt by a jury, acting under authority of the Cotton States and International Exposition as to fact required by the rules- of the Live Stock Department in connection with fhe entry of an animal for competition, satisfactory proof in writing must be- furnished by the exhibitor within a specified time (to be named by said jury) unless the doubt exists as to the age of an animal, in which case an examination shall be made by the veterinary surgeon, and should his report be that the age has not been correctly stated or should the evidence submitted by an exhibitor in answer to the inquiry of the jury be unsatisfactory, the said animal shall be- barred from competing in the Live Stock Department. 5 '"2b. No appeal from the decision of any jury, acting under authority of the Cotton States and International Exposition, will be entertained; awards so made will be final. 26. Protests must be made in writing, and filed with the Chief of the Department of Live Stock before the close of the period assigned for the exhibit, in the division to which the animal protested be¬ longs. 27. Numbers alone will be used to designate stock on the Exposition grounds prior to the award of premiums. '28. No animals will be admitted from districts of the United States or other countries from which the shipment of such animals, on ac¬ count of infectious or contagious diseases, is prohibited by the reg¬ ulations of the United States Department of Agriculture, or the regulations of the State of Georgia, in force during the period of the Exposition. '29. In the event of death of any animal entered for competition, or of such injury as to disqualify the same for exhibition, the Chief of the Department of Live Stock may authorize the substitution of an¬ other animal, by such exhibitor, provided that such substitute was in all respects eligible at the date of the filing of the original ap¬ plication. 30. The Cotton States and International Exposition will not be respon¬ sible for any injury to, or for the death of, any animal, from any cause whatever. 31. An official catalogue will be issued by the Cotton States and Interna¬ tional Exposition. 32. In addition to the foregoing rules, exhibitors in each division will be subject to the special rules and regulations governing such divisions found herein, or hereafter made public. 33.
