The Congress of the Confederate States of America do g enact, That the cargoes of all vessels owned or chartered by any 3 of the States of the Confederacy or by the executive authorities 4 thereof, are exempted from the provisions of the several acts 5 entitled*" An act to prohibit the importation of luxuries or of 6 articles not necessaries or of common use," approved the 6th day 7 of February, 1864, and " An act to impose regulations upon the 8 foreign commerce of the Confederate States to provide for the 9 public defence," approved the 6th day of February, 1864. -A. BILL To exempt the interest of the States of the Confederacy in the car- goes of all vessels from existing restrictions upon exports and im- ports. 1 Section 1. The Congress of the Confederate States of America do 2 enact, That the interests of the States of the Confederacy in the 3 cargoes of all vessels are exempted from the provisions of the 4 acts entitled, " An act to prohibit the importation of luxuries or 5 of articles not necessaries or of common use," approved Febru- 6 ary 6th, 1864, and " An act to impose regulations upon the 7 foreign commerce of the Confederate States to provide for the 8 public defence," approved February 6th, 1864.
