SENATE, February 14, 1865.—Ordered to be printed, A.ME2STD ME1STT Proposed by Mi*. Henry to the Bill (S. 173) to receive volunteer troops for the war. Strike out all after the enacting clause and insert: 1 That all persons except those who are now in service in the army 2 of the Confederate States, and those who are absent froni duty 3 with or without leave, are hereby authorized to form themselves 4 into volunteer organizations of infantry companies, elect their 5 company officers and tender their services to the President as 6 volunteer troops for the war. Provided, That no person shall 7 be exempt from the Operation of the conscript laws, who does S not within days after the passage of this Act, report 9 himself to a conscript officer for enrollment in some volunteer 10 company hereby authorized to be raised. And provided further, 11 That no company shall be exempt from the operation of the 12 conscript laws which shall not within sixty days after the pas- 33 sage of this Aet, east of the Mississippi, and one hundred and 14 twenty days west of said river, complete its organization and 15 tender its services to the President of the Confederate States as 16 volunteer troops for the war. 1 Sec. 2. That such volunteer organizations shall conform to 2 existing laws, and when tendered to the President of the Con- 3 federate States, shall be organized into battalions, regiments 4 and brigades, and shall be subject to all the laws and regulations & which govern the army of the Confederate States. 1 Sec. 4. That this Act shall be in force from and after its 2 passage.
