A-MEND MENT
Proposed by the Committee on Military Affairs to the Bill (S. 190)
to provide for raising two hundred thousand negro troops-
Strike out the 4th section and insert:
1 That all slaves received into the service under the provisions of
2 this Act shall be valued and paid for according to existing laws,
3 and that said slaves or any of them, upon a faithful performance
4 of their duties, shall be manumitted by general orders from the
5 War Department, if the consent of the State in which the said
6 slaves may be at the time is given for their manumission.
