C., was unanimonsly fehosen as the place, and the time fixed for Thursday before the 3d Sabbath in September (15th day) 1870, at 12 o'clock M. The second order was then taken up, when written reports on the state of religion were read. The committee on Religious Exercises reported in part. Presbytery took a recess of five minutes to meet in the Session-house. After recess, Presbytery met and resumed business. Rev. James McQueen appeared in Presbytery and ren¬ dered a satisfactory reason for tardiness. The following committee was appointed to revise the ques¬ tions sent down by the Presbytery to Church Sessions, and to report thereon at our next meeting: Rev. Messrs. H. G. Hill, Neill McKay, D.D., and J. H. Coble, with Ruling-El- deyDr. Alexander McDugald. ROLL OF ELDERS AND DEACONS. The Stated Clerk was directed to publish in an appendix to the Minutes the names and post office address of the Ru¬ ling-Elders and Deacons within our bounds, and that he be requested to correspond with such Church Sessions as have not sent up the names of Ruling-Elders and Deacons and urge them to do so immediately. EDUCATION. The committee on Education submitted their report, which was accepted and then re-committed with instructions to fill the blanks. SUSTENTATION. The committee on Sustentation presented their report, which was accepted, and pending a motion to adopt, Pres¬ bytery had a recess of five minutes to meet in the Church. After recess, Presbytery met, when the report was further discussed and amended and adopted, and is as follows, viz: The Presbyterial committee of Sustentation would report as follows: 1st. As to Ministerial Support. There are now in the Presbytery of Fayette- 8 ville 16 Ministers who labor regularly. Eight of these had promised them by their Churches, or actually received last year, the minimum salary fixed by the Assembly, $750, or more than that amount. The remaining eight received or had promised them salaries ranging from $350 to $700. Five of these brethren are either not wholly engaged in the ministry, or have other means of support, or are preaching to Churches that do not claim to be paying salaries propor¬ tioned to their ability. The other three, according to the by-laws regulating appropriations by the Assembly's Committee, would have been entitled to such supplements as would have raised their salaries to the minimum of $750, provided these Churches had made application, and the funds collected for Sustentation in the Presbytery had been adequate to secure this result. Your committee, in making recommen¬ dations for appropriations by the Assembly's Committee, determined not to ask for a larger amount than would probably be contributed to the general treasury for Sustentation by the Churches of the Presbytery. Judging from the statistics published for the year ending April 1st, 1869, they supposed they would not be justified in asking for more than $400 to aid our feeble Churches during the present year. 2d. As to funds collected and appropriations asked. For the year ending April 1st, 1870, the Churches of the Presbytery contributed for Sustentation and disabled Ministers $527 42. The following appropriations for the present year have been recommended and granted by the Assembly's Committee: For Rev. James McQueen, Mount Pisgah and St. Andrew's Churches, $100 " Rev. N. T. Bowden, Harmony Church, 80 " Rev. Andrew McMillan, Mount Carmel Church, 80 " Rockingham Mission field, 140 The amount asked for and granted, $400 Appropriations asked for and granted from fund for disabled ministers: For Rev. Hector McAlister, $40 " Miss Susan Hogshead, 50 " Miss Willie Ann Hogshead and Watson Hogshead, 60 " Mrs. James McNeill, 50 Granted from general fund, $600 Deficiency counterbalanced over appropriations, $72 58. The semi-annual instalments of the appropriations made to sustain ministers are in the hands of the chairman for payment. The amounts granted disabled ministers, widows and orphans have been already paid, except that appropriated to Miss Susan Hogshead, which, through a mistake, failed to reach her and was remitted to the Assembly's Committee. Your committee recommend the following supplies for vacant Churches until the Fall meeting of Presbytery, or until they obtain ministers: Buffalo Church—Rev. M. McQueen, one Sabbath and sacrament. Tirza—Rev. N. McKay, D.D., one Sabbath. Mark's Creek—Rev. A. McMillan, one Sabbath. 9 Mizpeh—Rev. A. McMillan, one Sabbath. Laurinburgh—Rev. A. McQueen, one Sabbath and sacrament. Laurel Hill—Rev. H. McLean and Rev. M. M. McNair, one Sabbath eacn. Mount Tabor—Rev. J. H. Coble, one Sabbath and sacrament. Bethlehem—Rev. J. M. Sherwood, one Sabbath and sacrament. For the purpose of advancing the cause of Sustentation within our bounds, your eommittee wpuld also recommend fof adoption by the Presbytery the fol¬ lowing resolutions: 1st. Resolved, That hereafter the pastoral relation shall not be constituted in this Presbytery unless the salary specified in the call bear some fair propor¬ tion to the time required and to the ability of the Church calling. 2d. Resolved, That every Church employing a Stated Supply shall forward ■to Presbytery, for permission to do so, an annual application, stating the name of the minister, the time required, the salary promised, and whether the amount equals the ability of the Church. 3d. Resolved, That when it appears that a Church has not paid, or provided satisfactorily for the payment of, the salary promised its Pastor or Stated Sup¬ ply, the delinquent Church shall be cited to come by its Commissioner before Presbytery, at its next regular meeting, to show that its obligations have been met, or the cause of its failure in their discharge. 4th. Resolved, That our Ministers and Elders be enjoined to urge in their respective Churches, where none such exist, the adoption of some weekly or monthly system of contribution to all our Church enterprises, that shall be cal¬ culated to reach every Church member, and to enforce the duty of every one thus worshipping God with his substance. 5th. Resolved, That the Supplies appointed for vacant Churches, and Evan¬ gelists laboring in missionary fields, be directed to urge the congregations to which they preach to take up regular contributions for the Assembly's Com¬ mittees. 6th. Resolved, That in accordance with the recommendation of the Assem¬ bly's Committee of Sustentation, the ministerial members of the Presbyterial Committee of Sustentation be directed to visit the Churches expecting aid from the general fund, for the purpose of stimulating their liberality in supporting their Ministers and sustaining the cause of Sustentation, and that Presbytery will meet any expense? incurred in discharging this duty. Respectfully submitted. H. G. HILL, Chairman. A printed circular, in reference to tlie subject-matter em¬ braced in the foregoing resolutions, from the Committee of Sustentation at Columbia, S. C., was read and referred to the Presbyterial committee on that subject. Leave of absence, after this evening, was granted to Jas. S. McBryde and Neill McDonald. A committee was appointed, consisting of Rev. Messrs, 2 10 J. M. Sherwood and Hector McLean, to whom were referred the papers and credentials of Rev. Joseph Evans, a foreign Minister who desires to he received into our Presbytery. The following Ruling-Elders appeared and gave satisfac¬ tory reasons for tardiness, viz: John Elliot, China Grove, and James P. Hodges, Sardis. It was made the first order of the day'for to-morrow morn¬ ing to hear the report of the committee on the Hew Book of Church Order. The following Sessional Records were approved, viz: Mt. Pisgah, Bethel, Lumber Bridge, Lumberton, McPherson's, Galatia, Mark's Creek, Philadelphus, Union, St. Paul's, Antioch, Smyrna, Sandy Grove, Salem, Bethesda, Bluff, Fayetteville, China Grove and Cypress. The following Records were approved with exceptions, viz: Big Rockfish and Centre. The Treasurer of Presbytery {pro tern.) was ordered to pay the Stated Clerk for stationery, &c. $10. Presbytery then adjourned to meet in this place at half after nine o'clock A. M. to-morrow. Closed with prayer. Saturday Morning, April 9th, 1870. Presbytery met according to adjournment and was opened with prayer. The Minutes of yesterday were read and approved. The committee On Religious Exercises made a final report and were discharged. The Agent on Foreign Missions, Rev. M. McQueen, sub¬ mitted his report, which was accepted and adopted, and is as follows, viz: REPORT ON FOREIGN MISSIONS, APRIL 1870. We would record our profound gratitude to the Great Head of the Church for His continued smiles upon our feeble efforts to evangelize the world. Under His favor the work has continued to advance, and our missionary force has in¬ creased until now it consists of seventeen, regularly ordained missionaries and one licentiate, five female assistant missionaries and eight native helpers; making in all thirty-one laborers in the field. Thus God has conferred a great honor and imposed corresponding obligations upon our small and youthful branch of His Church, and we trust that He will supply the grace of giving equal to the demands. 11 Since the last meeting of Presbytery there have been no statistical reports published; hence your Agent has to regret the want of statistics, which add so much interest to such reports. It was estimated by the Assembly's Committee that $30,000 would be required for the outfit and support of our missionaries the current year. Thirty-seven and a half cents from each of our 80,0CO members will raise this amount. The proportional part of Fayetteville Presbytery, consisting of three thousand and four hundred members, is $1275, one-fourth of which it has never raised in one year. From this it is painfully evident that our Presbytery is far behind in its contributions to this cause. And if all the Presbyteries were as remiss in their duty to the heathen as ours, the missionaries would be driven home, or left to perish where they are. The recent departure of a zealous member of this body, so well and so favor¬ ably known to our Churches, to labor among the Indians, we hope will inspire new interest among our Churches and call forth the prayers and sympathies of our people, and will prompt more liberal contributions than have hitherto been made to the cause of Foreign Missions by our Presbytery. Respectfully submitted. M. McQUEEN, Agent. PUBLICATION. The Agent on Publication, Rev. D. Fairley, presented his report on that subject, which was accepted and adopted, and is as follows, viz: During the past year twenty-seven out of the forty-four Churches under your jurisdiction have contributed to the cause of Publication. The aggregate amount contributed is $235 19. Nearly one-half of the Churches in your bounds have done nothing for this important branch of Christian operation. Since my last report, one year ago, $126 worth of the books on hand have been sold. The Central Committee still has an account of more than $100 against the Presbytery—an account of nearly three years standing. Twice has the Synod directed our attention to it through the reports of its Agent of Pub¬ lication. Resolutions were passed last Spring at Laurel Hill, and had they been com¬ plied with this debt would have been cancelled and our people put in possession of a considerable amount of reading matter. But only two Churches have obeyed the injunction of Presbytery. Your Agent would suggest, that whereas the Central Committee is greatly in need of the capital thus lying idle in our hands; and whereas there exists a lamentable destitution of religious literature in many of our congregations, (there not being more than one out of every three supplied with any sort of a library, and, in many sections, there being but f£w mail facilities;) and whereas the poor, who constitute no inconsiderable part of every congregation, are indi_ vidually unable to supply themselves with religious reading: Therefore Resolved, 1st. That every congregation take steps to supply itself with a suitable library, beginning with the books of the Committer now in our posses¬ sion. 12 Resolved, 2d. That each congregation take up annnal collections for the re- ' plenishing of its library. Resolved, 3d. That each Church Session be required to report the result of their efforts in this matter at our next Pall sessions. Respectfully submitted. DAVID FAIRLEY, Corresponding member of Pub. The committee to prepare a Narrative to the General As¬ sembly presented the following paper, which was accepted, adopted, and a copy ordered to be forwarded to that body:^ The committee on the Narrative to the General Assembly report as follows, viz: Of the forty-four Churches under our care thirty-one have sent up reports for the year ending April 1st, 1870. From these reports it appears that twenty- seven Churches supported all the Assembly's Committees; thirty contributed to the cause of Sustentation; thirty-one to Foreign Missions; twenty-nine to Edu¬ cation, and t'wenty-seven to Publication. Twenty-eight of our Churches report Sabbath-Schools, some of them more than one within their bounds, but only a small number have purchased Sabbath- School libraries from the Committee of Publication; and twenty take the Chil¬ dren's Friend. With regard to Ministerial support, the salaries of our Ministers range from $365 to $1500. Eight of our Ministers receive less than the minimum required by the Assembly. The average is seven hundred and fifty-nine dollars—($759.) Witharegard to the state of religion, twenty-eight of our Churches report additions in such numbers as encourage us to believe that God is owning and blessing the preaching of His word within our bounds. Respectfully submitted. j. h. coble, a. McMillan, Committee. The committee to whom the Minutes of Synod had been referred reported that they find nothing in said Minutes re¬ quiring the action of this body. This report was accepted and the committee discharged. The first order of the day, viz: the report of the commit¬ tee on the "Book of Church Order," was taken up, when the report, specifying fifteen exceptions to said Book, was read by the Chairman, Rev. H. G. Hill. After some discussion, the following substitute was offered and adopted, viz: The Presbytery of Fayetteville respectfully respond to the overture from the General Assembly respecting "The Book of Church Order"—that they adhere 13 to their original position, that the time has not yet come when it would be ex¬ pedient to make fundamental alterations in the organic law of the Church, and if it were expedient now to revise and amend, Presbytery could not adopt the report of the "Special Committee" without numerous and radical alterations of, the same. REV. JOSEPH EVANS. The committee appointed to review and examine the testimonials, &c. of the* ' Rev. Joseph Evans, who proposes to connect himself with this Presbytery, re¬ port: Mr. Evans placed in our hands various papers testifying to his literary and theological training, and his standing and character as a Minister of the Gospel. In these papers we find full and satisfactory evidence that Mr. Evans has the degrees of Bachelor and Master of Arts from the University of Queen's College, Kingston, Canada; that he also completed a full course of study in Divinity in the same institution, and that he is now a Minister of the Presbyterian Church of Canada in connection with the Church of Scotland, Presbytery of Quebec, in ' good and regular standing. A certificate of this last fact is presented, coming from the Rev. John Cook, D.D., Moderator of the Presbytery of Quebec, dated Dec. 16th, 1869, while letters from tlje Rev. John Jenkins, D.t)., Pastor of St. Paul's Church, Montreal, and a letter from the Elders and Trustees of the Church of Sherbrosh, in the Province of Quebec, where Mr. Evans had been laboring for five years before coming to our State in search of health and work for the Master, bear honorable testimony to his character and success as a Minister of the word. Your committee therefore recommend that, in compliance with the require¬ ments of the General Assembly in case of foreign Ministers applying for mem¬ bership in any of our Presbyteries, (see. Digest, pp. 238—246, First Edition, and pp. 258—259, Revised Edition,) this Presbytery proceed to examine Mr. Evans upon his experimental acquaintance with religion, his knowledge of Theology, Church History and Church Government. If these examinations shall be satisfactory, he shall then adopt our Standards of Doctrine and Discipline and promise subjection, to the Presbytery in the Lord, and the Stated Clerk of this Presbytery is hereby ordered to forward this action to the next meeting of the Synod of North Carolina, with the accompa¬ nying documents, with a view to the full reception of Mr. Evans as a member of this Presbytery, with the approbation of the Synod. In the meantime this Presbytery commends Mr. Evans to the courtesy and kindness of our Churches in his labors in the Lord. Respectfully submitted. J. M. SHERWOOD. This report was accepted and adopted, and the examina¬ tion of Mr. Evans made the order of the day for 4 o'clock this afternoon. The Sessional Records of Longstreet, Laurinlburgh and Ben-Salem were approved. The Snstentation Committee, to whom was referred the 14 Circular addressed to tlie Presbyteries by the Sustentation Committee at Columbia, S. C., submitted their report, which was accepted, amended and adopted, and is as follows, viz: 1st. Resolved, That the third recommendation of this Circular has been em¬ bodied in the adopted report of the Presbyterial Committee of Sustentation at » the present session. 2d. They recommend the adoption of the following resolutions contained in the Circular: > 1st. That all Churches within our bounds, that have not already made their contributions to the cause of Sustentation, be urged to do so as soon as conveni¬ ent and practicable, and on as liberal a scale as possible. 2d. That Churches that have already made their annual collections be kindly and affectionately urged to take another supplemental collection that shall amount to twenty-five per cent, upon that already made. 3d. That in making recommendations for appropriations, the Presbyteria 1 Committee of Sustentation should give the laboring Ministers who are most needy the preference, but that no laboring Minister should be excluded from deriving aid from the central treasury upon the grounds that he has some pri¬ vate means of support, if the Churches to which he ministers cannot sustain him, and apply for aid on his behalf. Respectfully submitted. H. Q. HILL, Chairman. Presbytery took a recess of half an hour. After recess Presbytery met, when leave of absence was granted to D. Gr. Mclnnis, N. McNair, William McNair and Duncan Bethnne. The committee on Education again presented their report, which was adopted and is as follows, viz: The committee on Education would respectfully report to Presbytery, that there are now eight candidates for the Ministry under your care: Laughlin W- Currie, who is now prosecuting his studies at Union Theological Seminary, Va.; David S. McAlister, James Albert Smith, Alexander Murphy McKinnon and Kenneth McDonald, at Davidson College; Angus McDonald, at Col. Bing¬ ham's School, and Daniel McRae, under the instruction of Rev. J. H. Coble. In a recent communication Colin A. Cameron informs us that he has taken charge of a School in Marion County, S. C., and designs at the same time to pursue his studies privately. The amount received for this cause, as reported by Churches at this present meeting, is $339 97, and the disbursements of the appropriations previously granted, which were reported to you at your last meeting, are, up to the 22d of February last, about $700. Each of those at Davidson College received $150, and our candidate at Union Theological Seminary about $100. We deeply regret, to be compelled to report to you that the disbursements 15 from the general fund at Richmond greatly exceed the contributions received there from our Churches. Indeed, from a communication, dated February 9th, 1870, received from our Secretary, Dr. E. T. Baird, we learn that $5 from Eu- phronia, and $96 32 from Fayetteville, were the only contributions from our Presbytery which were received into the treasury at Richmond, Va., since Feb¬ ruary 1st, 1869. And now should it not be a question of grave and serious inquiry with us, Shall a Presbytery, with the number of Churches and communicants which we have, continue to be a beneficiary on the general fund? The fact that we are so now should urge "us to endeavor to realize fully the magnitude and importance of this work, and lead all our Churches to increased, earnest and importunate prayer, and increased liberality in our contributions- for this cause. We have received reports of the deportment and scholarship of all our can¬ didates at Davidson College, which are satisfactory to your committee. And our other candidates, who are regularly engaged in their studies, are pursuing them with diligence and are making commendable progress. Respectfully submitted. HECTOR McLEAN, Ch'n. A committee was appointed to organize a Church in the town of Rockingham, if the way be clear, consisting of Rev. Messrs. N". McKay, D.D., K. M. Mclntyre and A. McMil¬ lan, with Ruling-Elders M. Bethune and T. Covington. The committee to whom had been referred the report on the Standing Rules of Presbytery, submitted at our Fall sessions, reported, recommending their indefinite postpone¬ ment, which was accepted and the committee discharged. Presbytery proceeded to the appointment of Commission¬ ers to the General Assembly in May next, when Rev. J. M. Sherwood was chosen principal, and Rev. J. P. McPherson alternate; and Mr. Alexander Kelly, Ruling-Elder, princi¬ pal, and Gen. A. D. McLean, Ruling-Elder, alternate. The Stated Clerk presented the account for printing and mailing the Minutes of our last Fall's sessions, amounting to $60 60, which the Treasurer pro tern, was ordered to pay. Rev. A. N. Ferguson requested Presbytery to dissolve the pastoral relation existing between himself and Ben-Salem Church, and said Church concurring in this request, it was granted, and Rev. M. McQueen appointed to preach at said Church and declare it vacant. The Stated Clerk was ordered to publish in the "IS". C. Presbyterian'' an abstract of our present Minutes, and also to publish 400 copies of the same in pamphlet form. 16 The Treasurer of Presbytery, Mr. A. McLean, through the Stated Clerk, submitted, a statement of moneys in his hands, and he was requested to submit his account to the auditing committee, with the proper vouchers—an abstract of which is to appear in the Appendix to the Minutes. Mr. McLean, through the Stated Clerk, likewise expressed to Presbytery his thanks for the confidence reposed in him for so many years; but that owing to a change of business, and possibly a change of residence, he would be unable to serve the Presbytery longer in this capacity. Whereupon the following action was taken: Resolved, That the hearty thanks of Presbytery are due and are hereby tendered to Mr. McLean for his long, faithful and gratuitous services as Treasu¬ rer of this body; and that he be requested to pay to his successor in office any funds that may be in his hands. Presbytery then proceeded to the election of a Treasurer for one year, when Mr. C. A. McMillan, of Fayetteville, 1ST. C., was unanimously chosen to fill this office, and the Sta¬ ted Clerk was directed to notify Mr. McMillan of this action. It was further Resolved, That hereafter the Treasurer of Presbytery be allowed a salary of fifty dollars per annum. REPORT ON SYSTEMATIC BENEVOLENCE. The committee on Systematic Benevolence would respectfully report to the General Assembly, that the grace of giving is manifestly increasing among the Churches of the Presbytery of Fayetteville. During the year closing April 1st, 1870, as reported by the Treasurer pro tern., 30 Churches have contributed to Sustentation, $47 25 81 " " " " Foreign Missions, 35 60 29 " " " " Education, 64 35 27 " " " " Publication, 75 92 The above amounts were paid to the Treasurer pro tern, at the preseht meet¬ ing. What amounts have been paid to the regular Treasurer, or transmitted directly to the Central Committees at Richmond and Columbia, we are not pre¬ pared to state. The Chairman of the Committee of Sustentation reports as collected for that object $527 42 That of Education, 339 97 The Agent of Publication, 235 19 Respectfully submitted. J. P. McPHERSON, Chairman. The Sessional Records of Buffalo Church were approved with one exception. 17 A committee, consisting of Rev. Messrs. J. M. Sherwood and H. G. Hill, and Neill McDonald, Ruling-Elder, was appointed to organize a Church, if the way shall "be clear, at a point in the neighborhood of Col. William Alderman's residence. Leave of absence was granted to Mr. Daniel B. Currie. The Lumberton Church asked and* obtained permission to secure the services of Mr. A. McFadyen, a licentiate of the Presbytery of Wilmington, one-fourth of his time, at a salary of $200 per annum. It appearing that the traveling expenses of Rev. David Fairley, as Commissioner to the General Assembly in May last, exceeded the amount paid to him by $8, whereupon the Treasurer was ordered to pay him that amount out of the Presbyterial fund. Rev. Messrs. J., M. Sherwood and D. D.< McBryde were appointed a committee to inquire as to the payment of the expenses of Trustees when attending the meetings of the Board of Trustees of Davidson College, and to report next FaU. It was enjoined on the Sessions of the Churches to require of the delegates appointed to attend Presbytery to render an excuse to the Session for non-attendance, and it shall appear on the Sessional Records. Presbytery took a recess of five minutes to meet in the Church. After recess Presbytery met and took up the order of the day, viz: the examination of the REV. JOSEPH EVANS. He was examined on his experimental acquaintance with religion, his knowledge of Theology, Church History and Church Government; which examinations were unanimous¬ ly sustained. Mr. Evans then adopted our Standards of Doctrine and Discipline and promised subjection to the Presbytery in the Lord. The Treasurer pro tern, submitted his report, which was accepted, and he was ordered to pay the account for print" 18 ing our last Minutes and tlie account of the Stated Clerk for stationery and postage, and also his salary now due, $50. The balance of the funds in his hands he was authorized to retain until Mr. C. A. McMillan, the Treasurer elect, ac¬ cepts, and then pay over the same to him. The Treasurer of Presbytery was ordered to pay to each of the Commissioners to the General Assembly the sum of fifty dollars, and also twenty-five dollars to the Stated Clerk of the General Assembly, through Rev. J. M. Sherwood. VOTE OF TIIAjSTKS. Resolved unanimously, That the thanks of this Presbytery are due and are hereby tendered to the good people of McPherson Church and vicinity for their kind and generous hospitality in entertaining the members of Presbytery, and also to the officers of the Fayetteville and Western Railroad for courtesies ex¬ tended to the members. The Stated Clerk read the statistical report to the General Assembly, which was approved and a copj^ ordered to be forwarded to that body. It is as follows, viz: The Presbytery of Fayetteville would respectfully report to the General As¬ sembly that, at present, they consist of 18 Ministers and have under their care 44 Churches and 8 candidates for the Ministry; that on the 5th day of January, 1870, they dissolved the pastoral relation between Rev.
