[By Mr..Brown.] RESOLUTION" Of the Legislature of the State of Mississippi, asking the passage of a law relieving the citizens of certain portions of that State, whose property has hem destroyed by raids of the public enemy, from the payment of the tax in kind. Whereas, on account o'f -raids made by the public enemy through different portions of the State, many citizens are left in a destitute condition, and rendered wholly unable, on account of the destruction and consumption of their property, to pay their taxes in kind, or a commutation tax in lieu thereof: therefore, Resolved by the Legislature of the State of Mississippi, That our Sena- tors be instructed, and our Bepresentatives in Congress be requested, to urge in the next Congress the passage of an act relieving such cit- izens from the payment of their said tax in kind and the commutation money in lieu thereof: Provided, fin all eases of relief the party shall be required to make satisfactory proof before the collector that his property was taken or destroyed, that is subject to the tax in kind, by the public enemy.
