 RESOLXJTIOISrS 
 
 In relation the seizure of the Confederate war-steamer Florida by 
 
 the United States steam-sloop Wachusett, in the bay of Bahia, 
 
 Brazil. 
 
 1 1 . Resolved, That the seizure of the Confederate war-steamer 
 
 8 Florida by the United States stca m-sloop Wachusett, in the 
 
 5 bay of Bahia, on the 7th of October last, was a flagrant outrage 
 
 4 upon the territorial sovereignty of Brazil — violative of the rights 
 
 6 of this Government in neutral waters, in disregard of the law of 
 6 nations, and therefore a wrong done to every civilized maratime 
 T power. 
 
 1 2. Resolved, That it was the duty of Brazil, undA" the law of 
 
 2 nations, to protect the property of the Confederate States whilst 
 
 5 within its territory, against the hostile acts of every power ; 
 
 4 and having failed to give such protection, that that Government 
 
 5 is bound to enforce the restitution, in statu quo of the steamer 
 
 6 Florida, by authorities of the United, to the authorities of the 
 
 7 Confederate States, in the bay of Bahia, where it was unlawfully 
 
 8 captured.

 1 3. Resolved, That the President of the Confederate States be 
 
 2 requested to have communicated, to all our commissioners abroad, 
 
 3 a full statement of the illegal seizure and capture of the Florida, 
 
 4 together with the opinions of this Government on the outrage ; 
 
 5 and that said commissioners be instructed to bring the same to 
 
 6 the attention of the Governments of Europe in which they re- 
 
 7 spectively reside.
