To the Senate of the ConfederaXe States i In response to yoiir resolution of the 19th ultimo, I herewith transmit a communiGation from tlie Secretary of War, which conveys the information desired, relative to "the number of persons in each State exempted for military senice by reason of being claimed as State officers," and to "the number of exemptions and details for express, telegraphic and rail road companies, &c.," and explains the causes of delay in replying to previous resolutions on those subjects. To the Pmidmt of the Confederate States: Sir: I have received the following resolution of the Senate, referred by your Excellency to this Department: . " Resolved, That the President of the Confederate States be re- quested to communicate to the Senate the information asked for in the resolution of the Senate, adopted on the 17th day of November last, as to the number of persons in each State exempted from mili- tary service by reason of being claimed as State officers, and also the further information in response to the resolutions of the Senate of the 9th day of November last, as to the number of exemptions and details for express, telegraphic and rail road companies, &c., which the Chief of the Bureau of Conscription stated in his letter communicated t^N the Senate in partial response to said resolutions, was then l)^£ng procured." In response, I have the honor to transmit herewith, a report from the Acting Superintendent of Conscription, giving the itiforraatiofj called for by the Senate, and stating the reasons wliicli have caused, the delay in replying to the resolutions. Seddox, Secretary of War: Sir: 111 obedience to your orders to furnish the information called for bv the following resolution of the Senate of the Confede- rate States of the 19th instant— " Resolved, That the President of the Confederate States be requested to communicate to the Senate the information asked for in the resolution of the Senate, adoi)ted on the 17th day of November last, as to the number of persons in each State exempted from military service by reason of being claimed as State officers, and also the further information in response to the resolutions of the Senate of the 0th day of November last, as to the number of exemptions and details for express, telegraphic and rail road companies, &c., which the Chief of the Bureau of Conscription stated in his letter conniiunicated to the Senate, in partial response to said resolutions, was then being procured" — I have the honor to invite your attention to the papers respectively marked A, B, C, 1), E and F, herewith enclosed: The paper marked A shows the number exempted as State officers. That marked B gives the number detailed with the express com- panv. That marked C shows the number detailed for the telegraph com[»any. That marked I) furnishes all the information in the possession of the Bureau, relative to the lail roads. That marked E gives the number exempted as mail contractors, and that marked F, the number exempted and detailed as agri- culturists. Those detailed as agriculturists have been so detailed since the publication of General Orders, No. 77, A. & I. G. 0. (last series), being ascertained by medical boards to be unfit for service in the field. The results given in the statements herewith enclosed are taken from the latest monthly consolidated reports of the commandants of conscripts for the several States, and special reports made by them. It is believed that these repoits are as accurate as can be made, as the attention of the officers of conscription has been called to the requirements of Congress, foi' exact information as a necessary basis for legislation. Every effort has been made by the Bureau to secure reliable information. It is found, however, that the want of intelli- gence on the part of enrolling officers in many instances partially defeats this object, and induces the commandants to forward reports, which special inspection proves to be inaccurate. The information called for would have been furnished at an earlier day ; but owing to the suspension of all mail facilities by the campaign of the enemy in the South, the reports required by the Bureau were greatly delayed.
