The Congress of the CoitfederaU States of America do % enact. That the cargoes of all vessels owned or chartered by any S of the States of the Confederacy or by the executive authorities A thereof, are exempted from the provisions of the several acts 5 entitled " An act to prohibit the importation of luxuries or of 6 articles not necessaries or of common use," approved the 6th day 7 of February, 1864, and '• An act to impose regui iUDi':) upon the S foreign commerce of the Confederate States to provide for the 9 public defence," approved the 6th day of February, 1834. A. BILL To exempt the interest of the States of the Confederacy in the car- goes of all vessels from existing restrictions upon exports and im- ports. 1 Section 1 .
