[By Mr. Hilton, from tlie Oouiuiittee on Military Aftairs.j To be entitled An act amendatory of an act entitled »* An act to put an end to the exemption from military service of those who have heretofore furnished substitutes," approved January 5, 1864. 1 Seci'Ion 1. The Congress of the Confederate States of America do 2 enact. That the above recited act shall not apply to farmers and '6 planters engaged in the year 1863 in the production of grain and 4 provisions, either by their own manual labor or in superintending 5 the labor of others : Froiided, The exemption herein coutem- 6 plated is granted subject to the following conditions : 7 I. That the person availing himself thereof shall devote him- 8 self, and the labor of which ho has the control or superintendence, 9 exclusively to the production of provisions. lU II. That there shall be paid and contributed from the farm, or, 1 1 if more than one farm, from each of the farms which the person 12 thus exempted owns or superintends, in addition to t^ie tithe rc- IS quired by any tax law, an additional tenth of the pork or bacon 14 produced on said farm or farms, (beginning with the product of 15 laat year,) for the use of the army. 2 16 III. That the person thus exempted will, if so required, sell 17 all his surplus provisions, now on hand or hereafter raise 1, for 18 the use of soldiers' families, at prices not greater than those 19 fixed for the time being bj the commissioners appointed under 20 the impressment act. 21 IV. That the person seeking to avail himself of the benefit of 22 this act shall have furnished a substitute not liable to military 23 duty, who is now in the service, or who has been legally dia- 24 charged therefrom, or who has died therein. 25 V. That the benefit of this act shall not apply to persons on 2U farms or plantations on which there is any other male adult not 27 liable to military duty. 1 Sec. 2. Nothing contained in this act shall be construed as 2 limiting the power of the President, under existing laws, to ex- o empt such persons as he may deem proper, on grounds of equity, 4 justice, or necessity. ■sa'2 ^w7
