 To be, entitled an act to increase the pay of the Non- Commissioned Officers 
 
 and Privates of the Army <f the Confederate States. 
 
 Section 1. The Congress of the Confederate States do enact, 
 
 2 That the pay of the non-commissioned officers and privates en- 
 
 gaged in the military service of the Confederate States be and 
 
 1 the same is hereby increase^ fifty per centum. 
 
 Sec. -'. To meet the increased expenditures of the govern- 
 
 2 ment, incurred by the passage of this act, an additional tax of 
 
 3 ten per centum is hereby levied upon the value of all cotton, 
 
 4 tobacco (manufactured or unmanufactured), naval stores, wines 
 
 5 and spirituous liquors, wool, salt, bacon, wheat, flour, sugar, 
 
 6 molasses, syrup, corn, oats, rice and other agricultural products 
 
 7 held or owned on the first day of July next, and not necessary 
 
 8 for family consumption for the unexpired term of the. year 
 
 9 eighteen hundred and sixty-four, and of the growth and produc- 
 10 tion of any year preceding the year eighteen hundred and sixtv-
