Whenever the Soldier's Ration, prescribed by the Regulations, or portions of it, cannot be obtained, or if so, at prices so exorbitant as to not render the purchase justi- fiable. Commissaries of Subsistence will issue to Troops other approved wholesome articles of food as substitutes and equivalents. The Soldier is entitled to his Rations when it can I"' procured. II. The attention of Commissaries of Subsistence is call- ed to the law authorizing the issue of Rations of Vegetables to the Troops. III. Commanders of Posts and Regiments shall see that the Councils of Administration examine closely into the nature and quality of provisions furnished to the Troops under their Command. IV. Officers of the Medical Department shall give the closest attention to the health and welfare of the Troops, and adopt and put into practice, such hygienic measures as the particular locality of encampments, or the prevalence of epidemic or contagious diseases, may render necessary.
