 No Conscripts will be dotailtd in any Staff Dtpartment, unless the 
 application of the officer applying be accompanied by 
 
 1st. A list of the able-bodied men removed and whoie places are 
 to be supplied from the Invalid or Reserve Corps ; or 
 
 1st. A statement of the increase of business which has rtndered 
 an additional force necessary. 
 
 2nd. A certificate that the services of the man are absolutely 
 necessary for the good of the service, and the duties set forth cannot be 
 otherwise performed,
