[By Mr. Henry, from Committee on Military Affairs.] ^]Sr A.CT To amend An Act entitled "An Act to increase the efficiency of the army by employing free negroes and slaves in certain capaci- ties," approved February 17th, 1864. 1 Section 1. The Congress of the Confederate ^' •' •- of America 2 do enact. That the first section of said act be so amended as 3 to increase the compensation given to the free negroes and 4 other free persons of color named in said section to eighteen 5 dollars per month. * 1 Sec 2. That the second section of said act be so r.mended 2 as to authorize the Secretary of War to cmpoly, for all the 3 purposes named in tic first section of said act, forty thousand 4 slavi.';^, instead of twcm^^, thousand, as therein provi>Ied. 1 Sec. 3. That the third section of said act be so amended 2 as to authorize the Secretary of War to impress forty thoa- 3 sand slaves in case he f-hall be unable to procure their ser- 4 vices or hire as therein provided. 1 Sfx. 4. That the fourth section of said act be amended by V 2 2 adJing thereto, that after free negroes are impressed, in S making impressments of slaves, those not engaged in agri- 4 culture, manufacturing, and mechanical pursuits, shall be first 5 impressed, and in case there shall then be any deficiency, 6 further impressments of slaves shall be made by taking them 7 from those persons who have fifteen or more able-bodied field 8 hands between sixteen and fifty years of age.
