 OH Chief, will control the cotton of the JStatc in all couuties South of, 
 and including Anderson county, under the authority conferred by the 
 JJopartnient Commander, and in accordance with the rules laid down 
 for it.s jijuidance as set forth in the published programme. 
 
 The balance of the State is divided into two di.stricts, and a compe- 
 tent ofiicer assigned to eacli, with directions to purchase for account of 
 the Government, to Buch an extent as planters desire to sell. 
 
 Captain W. W, Jiarrett is charged with the management of the busi- 
 ness of this Bureau in the counties of Hnrison, Wood, Kaufman, 
 Dnllas, Van Zaiidt, Henderson, Navairo, Smith, Rusk, Panoja, Shelby. 
 Nacogdoches, San Augustine, iSabiue and Cherokee. The District of 
 . Capt. X. A. BiROE is composed of the counties of Marion, Davi*-, 
 I Bowie, Red River, Lamar, Fannin, Grayson, Hunt, Collin, Hopkins, 
 yiMtus, Cook, Denton and Upshur. Both officers are accredited as thy 
 \only agents of the Government authorized to purchase cotton in tho8f 
 S^ections. 
 
 \ They are instructed to pinchaso in accordance with the teims fixed 
 ny the Treasury Department, and to report the crops c^ thftse Avho 
 <l(teline to sell, and the quantity of cotton held by each. 
 
 Authority is given them to appoint one sub-agent in each county, to 
 transact the business and look after the property on the spot, selecting 
 from their acquaintance a comjietent business man v/ho has tin; confi- 
 dence of the comn)ii;.';;y. 
 
 Mr. Lauvk having resigned Mr. J. T. Bklk.vap Avill continue his 
 purchases in northern Louisiana under the authority they have hith- 
 erto acted. 
 
 David Block will buy cotton for account of the Government in 
 Arkansas, under the instructions furnished him by Hon. C. G. Mem- 
 
 MINGER. 
 
 Reports will be made to this office at the end of each month.
