[By Mr. Swan.] J^ BILL To be entitled An Act to provide an export duty on Cotton and To- bacco exported from the Confederate States to the ports or in the ships of any foreign country which has not recognized the inde- pendence of the Confederate States. 1 Section 1 . T/ie Congress of the Confederate States of America do 2 enact. That upon all cotton and tobacco exported from the Con- 3 federate States of America to the ports or in the ships of any 4 foreign country whose government has not formally recognized 5 the independence of the Confederate States, there shall be paid 6 into the treasury of the Confederate States an export duty, to 7 wit : On every pound of ra\t cotton, a duty of forty cents, in 8 addition to the duty now provided by law by the act approved 9 February 28, 1861, entitled an act to "raise money for the 10 support of the government and to provide for the defence of the 11 Confederate States of America." 2 12 On every pound of spun cotton 40 cents. 13 On every pound of tobacco 25 cents. 1 Sec. 2. The duty provided for by this act shall be payable ia 2 treasury notes of the Confederate States, and shall be collected 3 under rules and regulations to be prescribed by the Secretary of 4 the Treasury. 1 Sec. 3.
