BILL To amend the Act entitled "An Act to organize forces to serve du- ring the war," approved Feb. 17, 1864. 1 7 he Congress of the Confederate States of America do enact, 2 That whenever any company officer in the junior reserves may, 3 in the experience of the general commanding leservesof the 4 State, prove incompetent, the said general shall have the right * 5 to suspend said officers and assign any officer of the invalid corps, 6 or any supernumerary officers of the line of like rai|k, to duty 7 in the place of the officers so suspended. Provided, That any 8 officer who may feel himself aggrieved by his suspension, shall have the right of appeal to the Secretary of War from the order 10 of suspension, who may revoke or affirm the said order.
