A BILL To suspend the privilege of the writ of Habeas Corpus, in certain casee. 1 Skction 1 . The Congress of tfie Confederate States of America dt 2 enact. That during the present invasion of the Confederate /5 S^tatos, the privilege of the writ of habeas corpus shall be 1 suspended; but such suspension shall apply only to the cases o of persons arrested or detained by order of the President, 6 Secretary of War, or the General officer commanding the 7 trane-Missiseippi military department. It is hereby declared S that the purpose of Congress in the passage of this act is !) to provide more effectually for the public safety, by the re- 10 straint of persons, even when the proof is not complete, and 1 1 when the ordinary process of law is insufficient for the public 1 3 safety, in the following cases, and no other : 13 I. Of treason, misprision of treason, and insurrection. 14 II. Of conspiracies to overthrow the Government, or resist the 15 lawful authority of the Confederate States. 2 16 111, Of conspiracies, preparations and attempts to incite ser- 17 vile insurrection. 18 lY. Of desertions, of harboring deserters, and of attempts to 19 avoid military service. 20 V. Of spies and otlier emissaries of the enemy. 21. YI. Of holding correspondence or intercourse with the enemy, 32 without necessity, and vrithout the permission of tlic Confederate 23 States. 2-t YII. The President shall cause proper officers to investigate 2 the cases of all per:^ ous so arrested or detained, in order that they 3 may be discharged if improperly detained, unless they can be 4 ■ speedily tried in the due course of law. 1 Sr.c. 3.
