If the State Commissioners of imj .Stntf« fail to announce a schedule, then the Commissaries in that State will charge the cost of the articles, with the cost of transportation added, as near as can be ascertained. 2d. Officers on duty in the field can draw one nition per day, but can- not purchase any thing whatever from the Commissarv' Departmttit. OflScer.s on duty, not in the field, can purchfuse only one ration per d:'.y from the Commissary Department. 3d.
