S. a. ^ IHchiaond, May 5th, 1864. ) The followinir regulations iwo estabiished for carrying into eHect the. 14th section of tfie act of Congress, approved February 17(h. 1864, entitled "An Act to reduce the ciirrency and to authori/.e a new issue of notes and bonds." 1. Warrants on the Treasurer, in favor of disl)ursing officers ^vho are charged with the payment of claims, shall state what portion of the amount thereof shall be payable in certificates ol indobiedness. And the Treasurer shall mark his drafts issued (o^ the satisfaction of such warrants in like manner. 2. The Treasurer, Assistant Treasurers and Ueposiiaries, rt'spectively, on whou) such drafts shall be drawn, fehall place to the credit of the dis- bursing tifficcrs respectively, the amount so payable in certificates, distinct' from amounts which shall be payable in cash, and shall make requisition upon the Uegister gf the Treasuiy, from time to time for the certificates requiii d. Assistant Treasurers and Depositaries, on their requisitions, or by direction of this Department, such certificates as shall from time to time be required (leaving blank the space intended for the name of the payee,) and shall charge the same on the books of his office, to the treasury officers to whom they shall be sent. 4.
