REGULATIONS AS TO CERTIFICATES OF INDEBTEOHESS,

 The followinir regulations iwo estabiished for carrying into eHect the. 
 14th section of tfie act of Congress, approved February 17(h. 1864, 
 entitled "An Act to reduce the ciirrency and to authori/.e a new issue 
 of notes and bonds." 
 
 1. Warrants on the Treasurer, in favor of disl)ursing officers ^vho are 
 charged with the payment of claims, shall state what portion of the 
 amount thereof shall be payable in certificates ol indobiedness. And 
 the Treasurer shall mark his drafts issued (o^ the satisfaction of such 
 warrants in like manner. 
 
 2. The Treasurer, Assistant Treasurers and Ueposiiaries, rt'spectively, 
 on whou) such drafts shall be drawn, fehall place to the credit of the dis- 
 bursing tifficcrs respectively, the amount so payable in certificates, 
 distinct' from amounts which shall be payable in cash, and shall make 
 requisition upon the Uegister gf the Treasuiy, from time to time for the 
 certificates requiii d. When a check of a disbursing officer, marked 
 {layable in certificates of indebtedness shall be presented and satisfied it 
 shall be charged to the officer, and at the same time the amount shall be

 The said Treasurer. Assistant Treasurers and Depositaries, shall keep 
 a schedule of the certificates as delivered, and cause I he party receiving 
 them to sign it opposite the descrij)tion, which schedule, when returned 
 to the First Auditor, shall relieve the depository from the cliarge of cer- 
 tiUcates «>n the Register's books.

 3. The Register of the Treasury shall transmit to the Treasurer. 
 Assistant Treasurers and Depositaries, on their requisitions, or by 
 direction of this Department, such certificates as shall from time to time 
 be required (leaving blank the space intended for the name of the payee,) 
 and shall charge the same on the books of his office, to the treasury 
 officers to whom they shall be sent. 
 
 4. When it shall become expedient to issue a new certificate in ex- 
 chainge for an old one. the Treasurer, Assistant Treasurers and Deposi-

 assignee shall dwat-t, taking the receipt ol such last assignee on the cer-

 across the face of the oM certificate, the' word exchanged. Old certifi- 
 cates so received, must h" r'^lurned with the sc^hedule (of certificates

 • 5. Certificates which shall h.ive pisserl from first hands, must have 
 the nari)!' of the assignee inserted before its presentation for y»aynient 
 of lh»' interest. And if presented hv a party, t»ther than the one to 
 whoni the interest is due. it must he accomf)anied by order lron» the 
 owninu party, to pay to the party desiernated. 
 
 a. Inferesl will he paid semi-annually on the* first day of April and 
 the fjrsf day of October in each year, at any paying depository on pre- 
 sentation of the certificaU;.. The interest so paid shall be written or 
 stamped on the back of the certificate, showing- distinctly the time to 
 which the interest is paid and tin; place where paid. 
 
 7. Schctfules in duplicate shall 'be kept, .giving ilescription of cer- 
 tificate by number, date of last payment of interest, amount of certifi- 
 cate, amount of interest and the signature of the party to whom the 
 current interest was paid. Agreeably tu form hereto annexed. Said 
 schedules will .serve as vouchers in the adjustment of accounts for the 
 payment of interest with the accounting ofllcei-.s. One copy of the 
 schedules to be sent to the First .Vuditor and the other to be retained at 
 the dejw)sitorv.
