Impressed with a firm belief that the safety of the glorious \ | institutions under which we live, and which have been bequeathed to us, as a sacred and inestimable legacj-, purchased by the blood and toil of the Fathers of the Republic, depends upon a well regulated and strictly disciplined Militia ; that such a militia is especially necessary in the community in which we live, from the peculiar character of our population, which renders it necessary to be always prepared, and ever on the alert to meet a danger ; which may have its being among us, without our knowledge, and may break forth in our most unsuspecting moments : — fully con- £ | vinced, that it is the duty of every citizen to contribute not only ( j to the necessary pecuniary exigencies of his country, when j) I demanded, but to be prepared in times of danger, when the peace, ^ | and welfare, and dignity of that country is threatened, to inter- ( pose his person as a shield and safeguard between her and j dishonor; that, to obtain this laudable and honorable object, a c proper organization, and a strict bond of union and of action is I* required, as well in peace as in war ; and that a corps devoted to the service of field artillery is an honorable, important and i efficient branch of the national or State defence, — affording the best opportunity to render valuable those services which it is our duty and our desire to proffer to our beloved country on all occasions, when the support of her rights or interests may demand them : — We, the Officers, and Non-commissioned Officers, and Privates of the Chatham Artillery, whose names are hereunto subscribed, for the purposes above recited, and with a view to obtain a knowledge of military tactics, and especially of that 4 PREAMBLE. portion more particularly embraced by the title of our association, do hereby solemnly agree to the following "Rules for the Gov- ernment of the Chatham Artillery," and to such others as may hereafter be found expedient and proper for the same purpose passed under the regulations, and in the mode herein prescribed, and which are not contrary to the constitution and laws of this State, or of the United States. And we do hereby pledge our honor, of which our signature is witness, that we will, to the best of our ability and understanding, devote ourselves to the advance- ment of the interests of the corps, to which we have voluntarily attached ourselves, by all honorable means ; and ardently co- operate in the increase of its strength, respectability and disci- pline ; and that we will foster and maintain sentiments of respect and affection, towards each other, as soldiers and citizens, and united as a band of brothers, devote ourselves, when occasion requires it, to the service of our country. AN ACT TO INCORPORATE THE CHATHAM ARTILLERY OF THE CITY OP SAVANNAH. Section 1. Be it enacted by the Senate and Ilonse of Representatives of the State of Georgia, in General Assembly met, and it is hereby enacted by the authority of the same: That the Volunteer Corps of Artillery now existing in the City of Savannah, under the name of the Chatham Artillery, be and the same is hereby incorporated and made a body politic and corporate, by the above name, and that by that name the said corps be and is hereby made capable in law to sue and be sued, plead and be impleaded, to have a common seal, and to hold such property, real and personal, whether obtained by gift or purchase, as may be deemed necessary or convenient for the purposes of said corps, with authority to establish any and further By-Laws for the reflation of said corps which shall not infringe the laws of this State or of the United States. Sec. 2. And be it further enacted by the authority aforesaid: That the officers of said corporation shall be a President and a Secretary; that the commanding officer of the said corps shall be by virtue of his office the President of the said corporation, and that all acts performed by him in behalf of said corps, which he may lawfully perform as President of said corporation, shall be held good and valid in any court of law or equity in this State. Provided, that all contracts in writing shall, in addition to the signature of the President, be countersigned by the Secretary of said corporation. Sec. 3. And be it further enacted by the authority aforesaid : That all laws and parts of laws militating against the provisions of this act, be and the same are hereby repealed. Signed, CHARLES J. AN ACT TO EXEMPT THE OFFICERS AND MEMBERS OF THE ARTILLERY CORPS IN THE CITY OF SAVANNAH, KNOWN AS THE CHATHAM ARTILLERY, FROM THE PERFORMANCE OF JURY AND INQUEST DUTY. Sec. 1. Be it enacted by the Senate and House of Representatives of the State of Georgia, in General Assembly met, and it is hereby enacted by the authority of the same : That from and after the passing of this Act, the Officers and Members of the corps of Artillery in the City of Savannah, known as the Chatham Artillery, shall, whilst belonging to said corps, be exempt and wholly excused from the performance of Jury duty of all kinds whether in the Superior, Inferior, or Justices Courts, as well as in the Court of Common Pleas and Oyer and Terminer for the City of Savannah, and on Coroner's Inquest; and it shall be the duty of the Judges and Justices of said Courts, on the application of any such Officer or Member, to exclude from the jury-boxes of their several Courts, the name of said officer or member, on the certificate of the commanding officer of said corps, that the applicant is a member of said corps, uniformed and doing duty therein ; and every summons requiring such officer or member to serve on any Jury or Inquest, after such application made and allowed, shall be null and void: Provided that said corps shall not exceed fifty men in number. Be it enacted by the Senate and House of representatives of the State of Georgia, in General Assembly met, and it is hereby enacted by the authority of the same: That from and after the passage of this bill, it shall be lawful for the Chatham A rtillery, German Volunteers and DeKalb IUflemen, to receive fifteen Honorary Members, each, who shall pay the sum of twenty dollars annually, into the Treasury of said companies, thereafter, so long as they coutinue Honorary Members thereof, and who shall during such time be exempt from the ordinary Militia duty. Sec. 2. And be it further enacted : That the members of said Chatham Artillery shall, whilst belonging to said company, be exempt and wholly excused from the performance of Jury or Inquest duty, of all kinds, on the certificate of the commanding officer of this company, that the applicant is a member of said company, uniformed and doing duty therein: Provided, that said certificates shall not exceed eighty in number. The Company shall consist of any number of privates not exceeding one hundred, and may be officered by one Captain, four Lieutenants, six Sergeants, six Corporals, and when required, any number of Lance Corporals not exceeding six in number. Sec. 2. There shall be a Secretary, and a Treasurer. There shall also be a Finance Committee, an Armory Committee and a Drill Committee, each to consist of three members. Sec. 3. There shall be attached to the corps, at least one Drummer and one Fifer. KULE SECOND. DUTIES OP COMMISSIONED OFFICERS. Sec. 1. It shall be the duty of the officer commanding, to sign certificates of enrollment of the active members, which shall be prepared by the Secretary in the following form, viz : CJiatham Artillery — Certificate of Enrollment This is to eertify that is a member of the Chatham Artillery, armed and eqnipped as required by its rules, and actually doing duty therein. Registered this .... day of Commanding Chatham Artillery. Secretary. Sec. 2. It shall be the duty of the commissioned officers generally, to superintend and advance the interests of the corps, to instruct and drill the members until acquainted with their duty, and to add to their appearance and efficacy, by a strict enforcement of these rules. 10 RULES FOR THE GOVERNMENT RULE THIRD. DUTIES OF THE FIRST SERGEANT. Sec. 1. As Executive Police Officer of the corps, it shall be his duty to divide the members into summoning detachments, and assign one to each of the non-commissioned officers, whose detachment lists he shall from time to time examine and correct. He shall also, at every quarterly meeting, furnish in writing to each commissioned officer a correct list of each drill detachment, and at all times keep three blank six-pounder cartridges in the magazine prepared for alarm duty. Sec. 2. He shall keep an exact account of the Ordnance, Ammunition, Harness and other materiel belonging to the corps, a written return of which he shall make at its quarterly meetings in January and July of each year. Sec. 3. He shall insert all Regimental, Company, and Detach- ment orders, and proceedings of Courts Martial in a book, to be called the " Orderly Book" and shall therein keep a record of all admissions, promotions, resignations, expulsions and deaths of members. Sec. 4. He shall issue to the summoning officers, all orders received from the officer commanding, stating the time and place of meeting, and shall promulgate in like manner, notice of all stated parades, drills and quarterly meetings. He shall in all cases, require from the summoning officers, at the respective assemblages of the corps, written returns of their having sum- moned their respective detachments, which returns he shall file for future reference. Sec. 5. He shall provide music, horses and drivers for parade; lights, pens, ink and paper for meetings of the company, and as the Armory and the property therein contained, except that portion of the same hereinafter distinctly given in charge to the Armory Committee, will be in his immediate custody; it will be his duty to procure all articles necessary to keep said property in order, for the expense of which, he is to draw his warrant on the Treasurer, which must state m detail, the nature of the service, or articles furnished. Sec. 6. He shall call the roll at all assemblages of the corps, and note all defaulters thereat, and on the expiration of ten days OF THE CHATHAM ARTILLERY. 1 1 after such default, at the expiration of which time no excuse shall be received by the Orderly, he shall, unless excuses admis- sible under these rules are received by him, make written return of such defaulters to the Secretary, to be dealt with as hereinafter provided. It will also be his duty to report in like manner all deficiencies of uniform, arms in bad order, or any violation of these rules that may come under his observation. Sec. 7. Whenever a member has been absent from the city more than six months at any one time, he shall forfeit his certi- ficate, and if a defaulter, at three successive assemblages of the corps, whereby fines are incurred, or when a member's name is reported to him by the Treasurer, as having suffered a charge to stand against said member for thirty da} r s, or in any case where membership is forfeited, or surrendered uuder these rules, he shall strike the name of such member from the roll of the com- pany, and shall immediately give written notice thereof to the Clerks of the Superior, Inferior and City Courts, the Justices Of the Peace, and the commanding officer of the Beat, where said member resides, and also to the Orderly Sergeants of the other Volunteer Corps — and he shall, in like manner, give notice to the same parties of all re-admissions, and report the names of all persons so dealt with at the next succeeding parade or companjr meeting, and submit written returns thereof at each quarterly meeting. Sec. 8. It shall be his duty to give notice in writing to the officer commanding, should he at any time intend being absent from the city more than twelve hours — and previous to leaving, he shall turn over every thing in his department to the next senior non-commissioned officer. Sec. 9. It shall be the duty of the Orderly Sergeant, on the first Monday in January and July of each year, to return to the Clerks of the Superior and Inferior Courts of Chatham County, to the Clerk of the City Court of Savannah, and to the Justices of the Peace of the County of Chatham, correct lists of all members of the corps doing active duty, and entitled to exemptions from Jury duty. 12 RULES FOR THE GOVERNMENT KULE FOURTH. GENERAL DUTIES OF NON-COMMISSIONED OFFICERS. Sec. 1. The non-commissioned officers (other than the first Sergeant,) shall be summoning officers, and the duty of each, severally, shall be personally to summon in writing their respec- tive detachments, or any such part of them as may be required, immediately on receiving the orders of the First Sergeant, or of the Subaltern in charge of a detachment, at such time and place as may be specified in said orders ; of the proper execution of which duty they shall make written returns to the First Sergeant, at or before the time of assemblage named in their orders, designating whether such summons were served on the members personally, or left at their usual places of residence or business ; and should any summoning officer fail to summon any member of his detachment, by which a default shall occur, said summoning officer shall pay the fine incurred ; and should any summoning officer fail to make the return hereinbefore required of him, he shall pay the fine hereinafter specified. Sec. 2. Each of the non-commissioned officers shall be, by the First Sergeant, provided at each quarterly meeting with a full roll of the corps, and of its divisions into detachments, which said roll of the Company, and of its divisions into detachments, it shall be the duty of each non-commissioned officer to have with him at such assemblage of the corps, and in case of default, each non-commissioned officer so in default, to be subject to the pay- ment of the fine hereinafter provided in such cases; and it shall be their duty generally, to assist the First Sergeant in the per- formance of all these duties. Sec. 3. Every member, other than commissioned and non- commissioned officers, shall give notice in writing to the First Sergeant (each one for himself,) should he contemplate being absent from the city more than forty-eight hours ; and during the absence or sickness of any summoning officer, his duties shall be performed by such Lance Corporal as the First Sergeant may designate. In the absence of the First Sergeant, all his duties will devolve on the next senior non-commissioned officer that may be in the city — he being entitled to the same privileges and subject to the same penalties, for the time being. OF THE CHATHAM ARTILLERY. 1?, Sec. 4. Any non-commissioned officer detailed for fatigue, drill, or alarm duty, or any special service, shall return all default- ers thereat, in the manner prescribed in the general duties of the First Sergeant. Sec. 5. Commissioned and non-commissioned officers, purposing an absence from the city of twenty-four hours, or a longer period, shall each one individually, give notice in writing to the Orderly Sergeant, of such anticipated absence, and report themselves ready for duty as soon as practicable after their return. RULE FIFTH. GENERAL DUTIES OF SECRETARY. Sec. 1. It shall be the duty of the Secretary to keep a record of proceedings at all company meetings, in a book prepared for the purpose, to be styled " Minutes.'' Sec 2. lie shall give notice in writing to all new members, of their being admitted, and shall prepare in due form, certificates of enrollment which he shall register when executed, and issue to the members in the order of seniority, without regard to rank. It will be his duty to see that not more than the legal number of certificates are in force at any one time, and that the admission fee of the member is paid before it is granted. Sec. 3. It shall be his duty to take into immediate custody and produce whenever required, after reasonable notice, all the books and papers pertaining to his office, belonging to the corps. He shall keep a fair copy of these rules for the signature of mem- bers, and any printed copies thereof, after furnishing each mem- ber with one copy gratis, shall be in his custody, and he is hereby authorized to furnish extra copies to members at fifty cents each. Skc. 4. It shall be his duty, should lie at any time contemplate being absent from the city more than twenty-four hours, or should he be incapacitated from attending to his duties by reason of sickness, to give written notice thereof to the officer commanding, appointing at the same time some member of the corps to attend to the duties of his office. So soon as returns of defaulters are made by the Orderly Sergeant to the Secretary, it shall be his duty to enter 'die same upon his minute book, and furnish a correct copy of the same to the Treasurer, for collection. 14 RULES FOR THE GOVERNMENT Sec. 5. In consideration of the duties herein enumerated and required of the Secretary, he shall be exempt from fatigue and alarm duty. KULE SIXTH. GENERAL DUTIES OF THE TREASURER. Sec. 1. It shall be the duty of the Treasurer to keep a book, styled "Accounts," in which an account shall be opened, in the name of each member of the Company, under which he shall enter all admission fees and contributions, also all fines, according to the returns made to him, and shall immediately after making sucb entries, demand payment thereof, and when paid, credit the moneys so received. It shall be his duty, whenever a charge against any member remains on his books unpaid for thirty days, to report the same in writing to the First Sergeant He shall also keep a Cash Book, showing the state of the Com- pany's funds. Sec. 2. It shall also be his duty, (should he have sufficient funds in his hands,) to pay on presentation, all warrants of the Finance Committee, signed by the Chairman of that Committee, and also the warrants of the First Sergeant authorized under Section 5th, Rule 3d. Sec. 3. It shall be his duty to take into immediate custody, and to produce whenever required, after reasonable notice, all the books and papers pertaining to his office, belonging to the corps. Sec. 4. He shall make a written Report of the condition of his Department, at every quarterly meeting of the corps, and at the same time, report the names and indebtedness of such persons as may be indebted to the company. Sec. 5. It shall be his duty, should he at any time contem- plate being absent from the city more than forty-eight hours, or should he be incapacitated by reason of sickness, from attending to his duties, to give written notice thereof to the officer com- manding, appointing at the same time some member of the corps to attend to the duties of his office. Sec. 6. The compensation to be allowed to the Treasurer for OF THE CHATHAM ARTILLERY. 15 a proper discharge of the duties herein devolved upon him, shall be ten per cent, for collections and five per cent, for disbursements. EULE SEVENTH. GENERAL DUTIES OF THE FINANCE, ARMORY, AND DRILL COMMITTEES. Sec. 1. The Finance Committee shall be charged with the general supervision and direction of the Treasurer's department. It shall be their duty to examine from time to time his books and accounts, and to make a written report thereon at each quarterly meeting, and certify to the correctness of his accounts. It shall also be the duty of the Finance Committee to examine from time to time the books and accounts of the Armory Committee, and to make a written report thereon at each quarterly meeting of the corps. Sec. 2. All articles for the use of the corps, (except those which the First Sergeant has authority under these rules to purchase,) shall be procured by a requisition in writing being made by the proper officer on the Finance Committee for the articles wanted, which, if approved, the Chairman of said Com- mittee will draw his warrant on the Treasurer, authorizing payment of the same. Sec. 3. The Armory Committee shall have the general care and supervision of the building, (except so much as falls within ij the jurisdiction of the First Sergeant,) and it shall be their duty to keep the same in a suitable condition for use at all times, and to rent the Hall for a fair compensation to all respectable applicants. Sec. 4. It shall be the duty of the Armory Committee to make a written report at the regular quarterly meetings of each year, with a detailed statement of the expenses, income, amount of dividends paid and due, and to whom, and the amount of cash on hand. Sec. 5. The Drill Committee shall consist of one commissioned and two non-commissioned officers, to be appointed by the com- manding officer at each quarterly meeting. It shall be the duty of the said Committee, at least once a week, to drill all recruits, and any members of the corps who may be disposed to attend. Sec. G. It shall be the duty of the Chairman of said Committee, 10 RULES FOR THE GOVERNMENT at the expiration of his term of office, to report to the quarterly meeting the number of drills had during his term of service, the average number of members in attendance upon said drills, and the names of those recruits who have passed the Drill Committee. RULE EIGHTH. THE UNIFORM. Sec. 1. The Uniform of the Company, shall consist of a blue coat, single breasted, standing collar, with a row of ten buttons in front, and ten lace holes on the breast in herring bone form, extending at the top to the seam of the sleeve, and not more than three inches long at the bottom, with a button at the termination of each hole. The collar to be of scarlet, bound round with gold or gilt vellum lace, with two lace holes on each end, and a button at the termination of eac"h hole. The cuffs to be of scarlet, indented within an inch and a half of the bottom, and three lace holes corresponding with the indenta- tion of the cuffs, with a button in the centre of each angle, and a diamond at the extremity of each angle : the skirts to be turned up front and back with scarlet, and a diamond of blue cloth bound round with lace placed, on the bottom of the skirt where the turnbacks meet, and three lace holes on each ; fore part skirt in herring bone form, with a button in the centre of each angle, and a diamond at the extremity of each angle, and two bars of lace in herring bone form on the back skirt ; the top one extending from the hip button to where the turnbacks meet, about two inches below the hip, and the lower one about one inch below, in parallel line with the top one, and extending from the plait to the turnback. All the lace holes on the coat to be of double bar of gold or gilt vellum lace, and the buttons gilt convex, impressed with an eagle. Sec. 2. Blue Pantaloons having a stripe on the outside seams, of scarlet, edged with gold lace two inches wide, with pearl edged army lace for commissioned officers ; one and a half inches, with plain edged six-line army lace for non-commissioned officers; and one inch, with vellum three-line lace for privates, to be worn from the first of October to the first of May, and white pantaloons from the first of May to the first of October. Black Boots and OF THE CHATHAM ARTILLERY. 1 1 Black Stock or Handkerchief, White Gloves, White Standing Collar, and in all cases the coat to be buttoned up full in front. Sec. 3. The Chapeau to be of black silk plush, fur body, turned up both sides, the fan to be not less than six and one-half inches, and the points not less than four and one-half inches, measuring from the head outward, and not less than two inches broad at the points, which are to be finished with gilt bullion tassels, the left side ornamented with cannons crossed and sur- mounted by a spread eagle, both of which to be either brass or gilded. The Plume to be bright scarlet vulture feathers, upright stem and drooping feather, or what is called the fountain plume. Sec. 4. The Sabre worn, shall be the same as for United States Mounted Artillery ; for commissioned officers, gilt scabbard and mountings; non-commissioned officers and privates, black var- nished leather or bronze scabbards, gilt mountings; to be suspended from the belt by two slings of the same material as the belt, with a gilt hook attached to the belt, to suspend the sword ; Waist Belt, of white patent or enamelled leather, one and seven-tenths inches wide ; two leather loops sewed on the belt, with two gilt loops for the slings ; two slings one inch wide, front sling fourteen inches long, rear sling thirty inches ; one gilt stud and one gilt buckle for each sling. Belt plate gilt, circular, one and one-half inches in diameter. It slides on the belt, and is fastened by a brass hook and sliding loop. The plate hooks in a ring 1 95.100 inches exterior diameter, attached to the left side of the belt. Sec. 5. The Epaulette worn by commissioned officers, to conform to that prescribed by the regulations of the United States Army for the same grade of Artillery officers. The Wings worn by the Sergeants shall be scarlet cloth straps, scarlet fringe, two rows gilt bullion, bullion cord, and small cord inside and outside of navy blue, lining dark blue cloth, with a gilt em- broidered star, or blue cloth inside the crescent. Corporal Wings, same as the Sergeant's, with the exception of the star. The Wings worn by privates shall be scarlet cloth strap, scarlet fringe, two rows gilt fringe, bullion cord and small cord inside and outside of navy blue, and lined with dark blue cloth. Sec. 6. The commissioned and non-commissioned officers shall wear crimson silk net sashes, tied at the left side. 3 IS RULES FOR THE GOVERNMENT Sec. 1. Cheverons will distinguish rank, as follows : The Captain shall wear one on each arm, above the elbow. Subalterns, one on each arm, below the elbow. Sergeants will wear one on each arm, above the elbow. Corporals, one on each arm, below the elbow. Cheverons will be of gold cheveron lace for commissioned ? officers, and gold vellum lace for non-commissioned officers. The | ; First Sergeant will be designated by an arc of gold lace connect- c ing the extreme points of the two diverging lines of the cheveron, which will extend to the seams of the sleeve. The angle of the cheverons will point upwards, and the two diverging lines therefrom will have the curve inwards, of a circle, whose diameter is twelve inches. All cheverons will be edged round with ? scarlet. Sec. 8. Ten years' service, shall entitle a member to wear on each arm two bars, and for every five years thereafter, an addi- ) tional bar. Captains, Sergeants, and privates, will wear them s below the elbow ; Subalterns and Corporals above the elbow- ) All members who have served as commissioned officers, andl ) returned to the ranks, shall be distinguished by bars, above the \ I elbows — Captains six ; Subalterns four ; the bars to be of gold ) vellum lace, edged with scarlet, and the angle to point downwards i in all cases. Sec. 9. The Fatigue Uniform of the company, shall consist of a blue cloth frock coat, single breasted, standing collar, with a row of nine buttons in front — the coat to be perfectly plain — with six buttons (three on a side,) on the skirt behind, at equal distances Jrorn the waist to the bottom of the skirt ; three small buttons on ) or at each cuff — the buttons to be gilt convex artillery buttons. S The coats of the commissioned officers, to be distinguished by shoulder-straps, such as are used in the United States Artillery service. Cheverons to be worn by commissioned and non-com- missioned officers. Xo service bars. The Fatigue Cap, shall be the Navy Cap, blue cloth, with a wreath of gold or gilt embroidery in front, with the letters, " C. A. ; ' in the wreath, and the figures, " 1780/' between the points of the wreath, and below the letters, " C. A." Sec. 10. Cap of glazed leather ; white gloves. RULE NINTH. ADMISSION, RESIGNATION AND APPOIN T.UEN I . Sec. 1. Any person desirous of becoming a member of this L-orps, shall, at any assemblage thereof, apply by letter to the | officers and members of the Chatham Artillery, expressive of his | wishes, accompanied by the names of two members, as vouchers ; ; for respectability of character, which letter shall have two read- ings at different assemblages of the corps, and shall not be acted upon until it has received its second reading, when the applicant shall be elected or rejected only by ballot, and four-fifths of the members present, shall be a majority competent to admit such applicant; but no person will be eligible as a member who is not I a resident of the County of Chatham, or who has been expelled from any volunteer corps in said county, other than the Chatham , Artillery, when, if the cause of expulsion was protracted absence from the city, or pecuniary defalcation, the member so expelled, if desirous of again connecting himself witli the corps, must be regularly re-elected, and pay all outstanding clues. And no person shall be re-admitted who has been for any cause whatever twice expelled from the roll of the corps. Each mem- ber so admitted (except re-admissions.) shall sign these rules, and shall be allowed thirty days to uniform and equip himself, during which time he shall be exempt from all dress parades and drills, but will be held liable from the date of admission, to attend all undress assemblages of the corps. Sec. 2. Only such person as shall have performed actual service as a member for ten successive years, may, upon his , application, be placed upon the exempt list, and such member shall be liable for his annual contributions and for the stated parades of each year, while on the exempt list, and in case of default, to be dealt with as an active member. But he shall not be liable for any other parade or penalties, neither shall he be allowed the privilege of Jury exemptions. 20 RULES FOR THE GOVERNMENT Sec. 3. Every person serving ten successive years as an active member, and five years as an exempt member, or serving- fifteen i successive years as an active member, shall be entitled, on written application to the corps, to the privilege of Honorary Membership, ; and be free from all liabilities, duties or penalties of the company ; i and every person having served as a commissioned officer, shall ; be entitled, on written application to the corps, to Honorary i Membership. Members of this corps residing without the limits of the city of Savannah, and in the county of Chatham, shall be | liable only for the four stated parades of the company each 3~ear, and shall not enjoy an exemption from Jury duty unless they I discharge all the duties required of active members Sec. 4. All applications for exemptions under an Act of the Legislature, approved 19th December, 1851, shall be made to the j First Sergeant of this corps, whose duty it shall be to issue certificates signed by the commanding officer, to such applicants, ■ and place their names in the order of admission on the roll of I Twenty dollar members. Xo certificate shall be issued until the the applicants shall have actually paid their subscriptions, such [ certificate to continue in force one year only from the day of payment. All moneys for such exemptions, shall be collected by the Treasurer of the corps, free of commissions, who shall pay the same over to the Chairman of the Finance Committee, to be applied to the extinguishment of the debt due on the Armory building. The Treasurer shall keep an account with each Twenty dollar member on 'his books of account. Xo pay member shall have any military connection with this corps. Sec. 5. All resignations of membership, shall be by letter* addressed in respectful terms, to the officers and members of the corps, accompanied by the certificate of the Treasurer that all \ dues of the applicant are paid, and the certificate of enrollment j of the member; which letter shall be read by the First Sergeant at the first assemblage of the corps after its receipt by him, whereupon the membership of the applicant shall cease. Any member wishing to resign only his office or appointment, may do j so by addressing a respectful letter to the corps, expressive of his j wishes. OF THE CHATHAM ARTILLERY. 21 Sec. G. The Secretary and the Treasurer shall he elected by the corps, and the Finance and Armory Committees appointed by the officer commanding, at the quarterly meeting in January of each year, to serve one year therefrom ; and in case of a vacancy occurring, it shall be filled at the next succeeding parade, or company meeting, by the same authority. The fatigue and alarm detachments shall be detailed by the First Sergeant — the former every three months, and the latter every six months. RULE TENTH. QUALIFICATION AND ELECTION OF OFFICERS. Sec. 1. Xo person shall be eligible to an office in this company who does not actually belong to it at the time, and is not a citizen of the United States, nor shall any officer retain his appointment after he removes his residence beyond the limits of the city of Savannah. On the death, resignation, removal from office or disqualification ; under these rules, of any subaltern or non-commissioned officer of this corps, it shall proceed to supply such vacancy by election, as follows: For the election of a commissioned officer, ten days' notice shall be given to the corps by the officer commanding, for a meeting to fill such vacancy — when two-thirds of the members actually in the city shall be required to be present, a majority of which two-thirds shall elect by ballot. Sec. 2. The vacancy of a non-commissioned officer shall be filled at the next stated parade, or company meeting, after the occurence of such vacancy, or at such period as may be deemed expedient by the officer commanding, when, if one-half of the members in the city be present, a majority shall elect, by ballot, from the non-commissioned officers or lance corporals, unless the . members present, by a vote of three-fourths, give preference to a private. Sec. 3. There may be six Lance Corporals selected from among the privates, and brevetted by a board of commissioned officers, to be convened by the officer commanding, three of whom shall constitute a quorum. It shall be the duty of such Lance Cor- porals to perform the duties of any absent non-commissioned officers, and they shall be obeyed and respected accordingly. 22 RULES FOR THE GOVERNMENT RULE ELEVENTH. MILITARY DUTIES OF THE CORPS. Sec. 1. There shall be four stated parades of the corps, viz : On the 8th of January, the 2 2d of February, the 1st of May and the 4th of July in each year, except when these days fall on Sunday, and then on the succeeding Monday. The want of a summons shall not be received as an excuse for default at the stated parades and quarterly meetings of the corps, but will be no justification to a summoning officer for neglect; his duty being j to summon in all cases. Sec. 2. The officer commanding is hereby authorized to order ' parades and drills at his discretion, in addition to the parades enumerated under the preceding section. Sec. 3. At every funeral parade of the corps, each member ! shall appear in full uniform, with crape round the left arm and side arms mourned. Sec. 4. For the purpose of fatigue duty, the privates of the corps shall be detailed by the First Sergeant into four sections, to each of which shall be attached at least one Sergeant and one Corporal, and be called the 1st, 2d, 3d and 4th sections. The 1st shall serve the first quarter of the year, and the other sections each three months in succession. The subalterns shall by rotation, take the command of these sections every three months, and shall be responsible for the faithful discharge of their duties. It shall be the duty of the officer commanding the Fatigue Detachment, to summon his detachment at the Armory at least twelve hours previous to parade. Tt shall be the duty of the Fatigue Detachment at such time, to see that the requisite number of cartridges are prepared, the limber chests properly supplied with all necessary implements, the guns in complete order, and everything prepared for the approaching parade. It shall be the duty of the officer commanding the Fatigue Detachment to have the guns cleaned within twenty-four hours after each parade, and on the expiration of his term of duty, to turn over to the officer next succeeding, all the materiel belonging to the company, in such order as may be satisfactory to said succeeding officer, and also to give him a written statement of such materiel, a duplicate copy of which he shall also give to the First Sergeant. OF THE CHATHAM ARTILLERY. 2:] Sec. 5. The officer commanding, shall in times of alarm from fire or insurrection, or when deemed by him expedient, fix an alarm post, and give a parole to the company. The Alarm Detachment shall assemble at the Armory at every alarm of fire that may occur in the city of Savannah at any time between sunrise and sunset — members of the said detachment to appear on alarm duty, in Fatigue Undress Coat and Cap, with side-arms. The said detachment shall remain at the Armory until the alarm be over, or until the detachment is dismissed by the officer in command, or by some regimental officer. The Alarm Detachment shall consist of one Sergeant, one Corporal, one Lance Corporal and ten privates. The Alarm Detachment shall be detailed by the Orderly Sergeant, at the quarterly meetings respectively in January and July, to serve respectively for six months. It shall be the duty of the officer in command of the Alarm Detachment, so soon as practicable after the same is detailed, to give notice in writing to each member detailed. In case of the failure of the officer in command to notify his detachment in the manner hereinbefore provided, said officer shall be subject to the fine hereinafter specified. Upon the firing of three guns by the Alarm Detachment, it shall be the duty of the company to assemble at the Armory immediately, in Fatigue Uniform. Sec. 6. The roll shall always be called in fifteen minutes after the appointed hour of meeting, whereupon the Company will be under the command of the senior officer present. Sec. 7. For the improvement in the service of gunnery, on the stated parade on the 8th of January in every year, the Company shall be marched to a military position for the purpose, and being equally divided according to the number of guns, shall fire successively with ball, at a target, aud that member of either gun who shall have pierced the target nearest to the centre of the bull's eye. shall be entitled to such prize as shall be determined on at the quarterly meeting in October previous, and a white plume to be presented by the officer commanding, and to be worn by sucli member as a mark of honorable distinction for the space of one year. Sec. 8. The Subalterns, non-commissioned officers and Lance 24 RULES FOR THE GOVERNMENT Corporals, shall compose a separate detachment, and shall be j drilled by the commanding officer, at least once in every three months. Sec. 9. For the purpose of instruction and carrying more fully into effect Rule 2d, Sec. 2, the privates of the Company shall be divided by the First Sergeant into four detachments, to be known as the 1st, 2d, 3d and 4th, to each of which shall be attached at j least one Sergeant, one Corporal and one Lance Corporal. The Subalterns shall take charge of each detachment, by rotation. Each of these detachments shall be drilled once in every alternate month of the year. The Subalterns in their turn shall appoint the time for holding the drill, and the respective detachment-non-commissioned-officers shall, in accordance there- with, duly give notice of the same to the privates of their detachments. Said drills are to be exclusive of any which may be ordered by the commanding officer of the corps. RULE TWELFTH. STATED PECUNIARY LIABILITIES. Sec. 1. Each person, on becoming a member of this corps, shall pay to the Treasurer an admission fee of Three Dollars ; and there shall also be paid to the same officer, at the quarterly meeting in January of each year, an annual contribution of Seven Dollars by each commissioned officer — of Six Dollars by each non-commissioned officer — of Five Dollars by each private ; and at the same time, and to the same person, each non-commissioned officer and private shall pay One Dollar to defray the expense of the annual prize to be awarded to the successful shot at Target Firing, and no member shall be allowed to fire for the prize without first paying the usual fee. Xo member shall be allowed to contend for the prize unless he appear in uniform. Sec. 2. Xo person shall be considered a member, or be allowed to parade, until he shall have paid to the Treasurer his admission fee, nor shall any member be allowed to parade with the Com- pany, until he shall have passed the Drill Committee, unless by permission of the officer commanding. OF THE CHATHAM ARTILLERY. 25 > I RULE THIRTEENTH. FINES AND PENALTIES FOR VIOLATION CF THESE RULES. Sec. 1. All excuses made to the First Sergeant, where a defaulter claims exemption from fine, must be in writing, and made within ten days from the date when such fine accrued, and none will be valid to clear the member, unless the assigned cause of absence should be sickness, or any bodily hurt — absence from the city, after notice being given to that effect, want of a summons for any assemblage of the corps or a portion thereof, and death or extreme illness in the immediate family of the member. The First Sergeant, before admitting any such excuse, must be satisfied in ] his own mind that the cause assigned did actually exist, and may ! require the certificate of two other members, that they were cogni- zant of the causes set forth in said excuse. When exemption is claimed by reason of want of summons, and it appearing by the return of the summoning officer that the member was duly sum- moned, one-half of the fine shall be paid by the summoning officer and the other half by the defaulting member. If it cannot be made to appear who was in fault, the fine shall be paid in full by the defaulting member. Sec. 2. The following fines and penalties shall in all cases be enforced, except when a member clears himself therefrom under the provisions of these Rules : Absence from every stated Parade $4 00 (i ;1 " i: Company Meeting 4 00 - " an ordered Parade 2 00 i; - a Funeral Parade 4 00 ' ; •' all other assemblages of the corps 2 00 • ; Alarm Post or Court Martial 500 " " Fatigue duty 2 00 < ; ' : Detachment Drills 100 In all the above cases, except alarm duty, if the member reports and puts himself under orders within one half-hour after Roll call, one-half of the fine will be remitted. Any summoning officer failing to make return, $3. Any non-commissioned officer failing to have with him a Roll of the corps at all assemblages of the corps, $3. 4 26 RULES FOR THE GOVERNMENT | , _____ Any officer in command of Alarm Detachment failing to summon ; detachment, for each member not summoned, $3. Absence after once appearing at any assemblage of the corps, or from fatigue or alarm duty, without permission of the officer commanding, shall be Court-martialed. For every deficiency in uniform, or arms in bad order, £1. For any violation of these rules not specially provided for. $1 . Any member appearing at any dress parade or drill, without either the uniform coat, or cap of the corps, shall be fined for entire absence. Xeglecting to give notice of intended absence from the city, $2. Wearing the uniform or any portion thereof, except when on duty, or going to or returning from the same, for each of which one hour will be allowed, $10. Lending uniform or any portion thereof, to be worn by a person not a member of the corps, Court-martial. Sec. 3. In all the above recited cases of fine, the amount stated is that payable by a private, and shall in all cases be increased 50 per cent, against a non-commissioned officer, and 100 per cent, against, a commissioned officer, respectively. Sec. 4. Twenty-five cents per month shall be paid by every 1 active member, as an Armory Fund, to be paid to the Treasurer, at every quarterly meeting, and if not then paid, such defaulting member shall be dealt with as is provided for in Section 9th, Rule 13. And it shall be the duty of the Treasurer to pay over the amount so received (without commissions.) to the Chairman of the Finance Committee, for the purpose of reducing the debt of the Armory building, and when said debt is extinguished, this section to be of no eflect. Sec. 5. Every officer in command of a Fatigue Detachment, who shall fail or neglect to have the guns cleaned within forty- eight hours after each parade of the Company, shall be fined $5. Every officer in command of Fatigue Detachment, failing to perform the duties required in Section 4th, Rule 11th, shall be fined $5. Sec. 6. Should any commissioned officer wilfully neglect, omit or refuse to perform any of the duties prescribed in these rules not specially provided for, he shall be fined ten dollars, and for a ; repetition of the offence, may, by a vote of the commissioned OF THE CHATHAM ARTILLERY. 27 officers, be expelled from the corps ; and any non-commissioned officer failing, omitting, or refusing to perform the duties pre- scribed in these rules, shall be subject to a fine of five dollars, and on a repetition of the offence, may, by a majority of the commissioned and the other non-commissioned officers, bo expelled | from the corps. Sec. 7. In case the Secretary, or Treasurer, or the member or : members having charge of his or their departments should not be j present at any stated Company meeting, said Secretary or Treas- urer, or the member or members acting for him or them, shall be i fined each, eight dollars; and on a repetition of the offence, may, | by a majority of the Finance Committee, be dismissed from office j and expelled from the corps. Xo excuse will be received in this I •■ case, but sudden affliction by sickness, or bodily hurt, or death, j or extreme illness in the immediate family. Sec. 8. Should the Treasurer neglect, omit or refuse to perform the duties prescribed under Rule Gth, he shall be subject to a fine of five dollars, and on a repetition of the offence, may. by a | majority of the Finance Committee, be deprived of his office. Sec. 9. If any member shall be absent from the city of Savannah more than six months at any one time, he shall forfeit his certificate. If any member shall be a defaulter at three successive assemblages of the corps, whereby fines are incurred, or shall suffer any charge against him on the Treasurer's books to remain unpaid for thirty days, he shall be liable to be stricken from the roll of the corps, whereupon his membership shall cease. RULE FOURTEENTH. COURTS MARTIAL. Sec. 1 . Should any commissioned officer of this corps be guilty of i ungentlemaulike or unsoldierly conduct, disgraceful to the uniform, or tending to bring the corps into public contempt, or violate the parol by giving it to a person not a member, or of any breach of discipline or good order in the corps, he shall be answerable to the Company, convened for that purpose, by the officer commanding. Every officer so accused, shall receive notice of the accusation preferred against him, which shall be given in the following manner : A statement of the charges and specifications shall be 2S KULES FOR THE GOVERNMENT made in writing, and signed by five members of the corps; which charge and specifications shall be deposited with the First Sergeant, who shall record the same on the orderly book, and upon being endorsed by the officer commanding, shall serve a copy thereof upon the accused, at least ten days before the meeting of the Company aforesaid, at which meeting the accused shall be bound to answer the charges against him. personally, or in writing: and failure on the part of such officer to plead to the charges against him. as herein provided, to be considered as a confession of default, unless a satisfactory excuse is offered for non-appearanc:, when the meeting shall be adjourned to a suc- ceeding day. Two-thirds of the corps resident, or known to be in the city, must be present at such meeting, and the vote of three-fourths of those present, shall be decisive with regard to the delinquency of the accused, and if convicted, his name shall be stricken from the roll, whereupon his membership shall cease. Sec. 2. Any non-commissioned officer or private guilty of unsoldierly or degrading conduct, disobedience of orders, or any offence specified in the last preceding section, shall be amenable to a Court-martial, which shall consist of one commissioned officer, who shall be the President thereof, two non-commissioned officers and four privates, to be appointed by the officer commanding, and shall attend in full uniform, at such time and place as the President thereof shall appoint. And the Court thus constituted, being put upon their honor by the President, shall have power to fine, censure, cashier, expel or acquit, and such decision shall be final. Xon-commissioned officers and privates, subject to the decision of the tribunal hereby constituted, shall receive notice of the accusation against them in the manner prescribed in the first section of this rule, at least five days before the time of its sitting ; and if the accused shall fail personally to appear when summoned before the Court, he will be considered as acknowledging default, provided he was not absent from town, or sick at the time of the sitting of the Court; and should it be impossible, from any cause, for the accused to make his appearance, a letter to that effect to the officer commanding, shall authorize him to summon an extra Court to take the matter into consideration. It shall be the duty of the presiding officer of said Court to hand over to the First Sergeant, immediately on the adjournment of the OF THE CHATHAM ARTILLERY. 29 Court, a return of its proceedings, to be by him entered on the orderly book. Any member guilty of a contempt of this Court, or of insolent or improper behavior, or who refuses to submit to its verdict properly iaiposed. shall be expelled at the next assem- blage of the corps. RULE FIFTEENTH. 1) B LIBB R A T I V E ME E TINGS. Sec. 1 . There shall be Quarterly Meetings of the corps held on the first Tuesday of January, April. July and October, in every year: to couvene at seven o'clock P. M.. in October and Jauuary, and at eight o'clock P. M., in April and July; but when the fourth of July happens on Tuesday, then the Quarterly Meeting to be held on the following "Wednesday, and the officer commanding may, when he deems it expedient, order extra Deliberative Meet- ' ings of the corps, or by a notice to the Company when at parade or | drill, they may be held instanter. Sec. 2. All meetings of this description shall be held in undress, ' except the latter, and every officer and private shall be on the same footing and possess an equal vote, except the ^resident, who shall vote only in the event of a tie; and nothing in this rule shall prevent the officer commanding from submitting any propo- 1 sition not involving the rights secured to every officer and soldier bv these rules, to the company when under arms, to be determined j by the usual mode of stepping one pace forward. Sec. 3. The following shall be the course of business at all Quarterly or other deliberative meetings : 1st. At a quarter of an hour after the period designated for meetings, the presiding and assisting officers, and all other members shall take their seats. 2d. The Roll shall be called. 3d. The Orderly and Secretary's minutes of last Quarterly, and all other meetings since, and all orders shall be read and disposed of. 4th. Unfinished business. 5th. Business resulting under the rules. Gth. Reports of Standing and other Committees and resulting business. 30 7th. Petitions for membership. 8th. Xew business. Sec. 4. At all deliberative meetings of the corps, the Captain or the senior officer present shall preside, assisted by the next senior officer. RULE SIXTEENTH. RULES OF ORDER. The following shall be the Rules of Order for all deliberative meetings of the Company : 1st. A motion to adjourn shall not be in order until the course of business has been disposed of. 2d. Xo motion shall be open to debate, until it has been re- duced to writing, seconded, and stated by the Chair. 3d. Every member, when he offers a motion or speaks, shall rise and respectfully address the presiding officer. 4th. Members shall confine themselves, while speaking, to tho subject then under discussion, avoiding personalities and indecorous language. 5th. Should any member be called to order while speaking, he shall resume his seat until the question of order shall be decided, when, if the decision be in his favor, he may proceed again. 6th. Should two or more members rise about the same time, the presiding officer shall determine who is entitled to the floor. 7th. No member shall speak oftener than twice on the same subject, except by unanimous consent. 8th. AVhen a blank is to be filled, the question shall be taken on the highest number or longest time proposed, and so down, but in all other cases the consideration of amendments shall begin with the last and end with the first. 9th. A call for the previous question shall always be in order, but must be sanctioned by a majority of the members present? which shall be ascertained thus: the presiding officer should ask, "Are you ready for the main question? " and if a majority present vote in the affirmative, the question shall be immediately taken on the original proposition, with the amendment already adopted. 10th. Before putting a question, except under the provision OF THE CHATHAM ARTILLERY. 31 of Rule 9th, the presiding officer shall ask, "Are you ready for the question?" and if no member rise to speak, the question shall be put. 1 1 th. Except when otherwise provided by the rules, a majority of the votes shall decide all questions. 12th. Should the decision of a question be doubtful, the pre- siding officer may, of his own accord, or on the call of any member, order a division. 13th. On a call of one-third the members present, the yeas and nays shall be ordered and recorded. 14th. Motions for re-consideration must be made and seconded by members who voted with the majority, such motions to be made at the same meeting, with the decision objected to, or at the next regular meeting thereafter, and the vote on the re-con- sideration shall be final. 1 5th. The decision of points of order shall be with the presiding officer, but any member may appeal from such decision, and the question shall then be, "Is the decision of the Chair the judgment of the Company? " which shall be determined without debate. 16th. Members, when speaking of other members, shall desig- nate them by their appropriate rank in the corps. RULE SEVENTEENTH. AMENDMENT. Sec. 1 . Propositions to amend any one or more of these Rules, shall be reduced to writing and signed by a majority of the active members, and presented to the corps at one of its quarterly meetings, but shall not be acted on until the next quarterly meeting, when there shall be at least two-thirds of the members known to be in town present, and a majority of two-thirds of those present shall be necessary to carry the motion. RULE EIGHTEENTH. Sec. 1 . All Rules, By-Laws and Regulations heretofore adopt- ed, militating against these Rules, are hereby repealed, and rendered of no force or effect.
