TYLER, WISE, ALLEGKE i, SMITH. 1SG2. § i LOUISIANA SOLDIER'S RELIEF ASSOCIATION, IN VIRGINIA. i This Association was organized in the city of Richmond, Va., August 23rd, 1861. Its object and mode of adminis- tration are thus set forth in its Constitution : ARTICLE III.— OBJECTS. The grand object of this Association is to relieve the suf- ferings and urgent necessities of the Louisiana Volunteers in Virginia, -which may be found not sufficiently provided for under the rules of the War Department of the Confederate States Government. For the purpose of most effectually carrying out this grand object, there shall be established in the city of Richmond, first, a central office of communication bet-ween the citizens of Louisiana and the volunteers in the field ; second, a depot for the reception and distribution of contributions ; third, a comfortable and -well-equipped Hospital for the treatment of the sick and wounded soldiers ; also, hospitals at other places, if found necessary and within the compass of the Association. ARTICLE IV.— OFFICERS. There shall be an Executive Committee of four persons, who shall have entire control and direction of all the affairs of the Association, one of whom shall always be in Virginia, with power to represent the Committee. This Committee shall have power to select and discharge all the officers and attendants required, to engage and equip one or more hos- pitals and depots, and to do anything within the compass of their means they may deem necessary to carry out the ob- jects of this Association. They shall receive and apply any contributions of money or other things intended for the Louisiana Volunteers. They shall inform themselves of the position and sanitary condition of all the Louisiana Volunteers ; keep a record of those lost in battle or by disease ; receive and forward their letters, and look after their wants generally. This Committee shall publish from time to time such re- ports or statements of their transactions as they may deem advisable, either for the information of the contributors or the benefit of the volunteers. The undersigned, members of the Executive Committee, in Richmond, in accordance with the requirements of the Con- stitution, publish the Report of the Chief Surgeon of the Hos- pital, with statements from the War Department, showing the number and names of Louisiana Volunteers that have been killed in battle, that have died from disease, and that have been honorably discharged from service within the State of Virginia. The Louisiana Volunteers in Virginia are remote from home, exposed to a rigorous climate, in front of the enemy, and from the nature of their service, often inaccessible to the visits of friends. These circumstances induced the establishment of the Louisiana Hospital, and constitute a strong appeal in behalf of its support. Louisianians who may be in Richmond, and gentlemen of the Medical Profession, are invited to visit the Institution. JOHN PERKINS, Jr. Dr. F. FORMENTO, Jr. SURGEON'S REPORT. Richmond, January 1st, 1862. To the Executive Committee : The Louisiana Hospital of Richmond, established through the patriotic efforts of citizens of the State of Louisiana, is most favorably located about one mile from the city. The large and commodious buildings of the Baptist College have been converted to its use and its extensive grounds afford to convalescents ample facility for exercise. On the prem- ises, there is a well of excellent water. The buildings are perfectly ventilated, and the wards well distributed. The Hospital, with the addition of the out-houses, can accommo- date with comfort, three hundred patients, not including the accommodation provided for officers in a separate Hospi- tal building. The main building consists of three stories and the base- ment. The basement contains two dining rooms, one for the full diet, the other for the half-diet patients. Those on sick- diet take their meals in their wards. In addition to these, there is a linen-room well furnished with every kind of cloth- ing; a bath-room, lately fixed up, where simple and medicinal baths arc given daily ; an equipment-room, where arms and equipments of patients entering the Hospital are deposited ; coal-rooms, and furnace-rooms to heat the buildings in very cold days. The first story contains the Surgical Wards, where all sur- gical cases, and generally the graver cases of disease are treated ; the Pharmacy in charge of an able and accomplished Apothecary, by whom all officinal preparations are made ; the Surgeon's room, in which the Surgeon on duty sleeps at night ; the Secretary's and Clerk's office, for the registry of the names of patients, and transaction of the general busi- ness of the Hospital. ft The second and third stories contain Wards devoted to the treatment of ordinary cases of disease. Situated in a separ- ate building, and removed at a considerable distance from the main building, is the Ward for Contagions and Eruptive Diseases. We have the nucleus of a Library and have established a Ilcading-room in the Hospital, and editors throughout the country have been invited to send their papers, directed t.> the Louisiana Hospital. The Surgeoa-in-Chief has the general supervision of the medical treatment in all the Wards of the Hospital, having besides under his immediate control, the Surgical, the Erup- tive diseases and the Officers' Wards. The Wards of the se- cond and third stories and those of the convalescents in the newly erected building, are in charge of the Assistant-Sur- geons — the Surgeon-in- Chief acting as Consulting Physi- cian. The fare of the Hospital has been highly commended by all who have had an opportunity of examining it. The very sick patients have every delicacy that can be supplied, such as wines, jellies, &c. All the washing is done on the prem- ises. A guard of sentinels is posted night and day around the Hospital, and the patients are not allowed to go beyond its enclosure, without a written permit from the attending Phy- sic ian. At all hours of the day there are on duty at the Hospital, one of the Assistant-Surgeons and two of the Re- sident Students. The services of the latter, I have found very useful. Their duties are the practice of Minor Surge- ry, the writing of prescriptions for the Visiting Physicians, the compounding of medicines, and the direction of the nurses. We have in the Hospital eight Sisters of Charity, who with characteristic devotion, prosecute with unremitting zeal, their work of mercy. The number of servants is amply sufficient to meet all the demands of the Hospital. From the Government, the Hospital draws commutation for soldiers' rations at the rate of twenty-two cents a day for each private soldier and pay for the nurses and fuel. For the officers no commutation of rations is allowed by the Government. By contract the Hospital buys beef at eight and a third cents per pound, mutton at ten cents, bread at four cents a loaf, and milk, of which a large quantity is required by the pa- tients, at forty cents a gallon. Chickens, eggs and vegeta- bles are purchased daily at market prices. Other necessa- ries for the sick are purchased as wanted, or supplied by our generous and noble-hcartcd citizens of Louisiana. Since the establishment of the Institution there have been a large number of patients treated. During the last three months not less than 824 patients were admitted. Of this number, 477 have returned to duty in health; 1 17 have been discharged from the service for inability, and 47 have died. The accommodations of the Hospital not being found equal to the wants of our volunteers, the necessity has been felt of further enlarging the Establishment by the erection of a large building for convalescents. Once a week, or oftener, I visit the other Hospitals of the city, seeking the sick of Louisiana, and have them removed as accommodation admits. To facilitate the removal of the sick, I would suggest the necessity of a Hospital ambulance. The dead of the Hospital are buried in the beautiful grounds of Hollywood Cemetery, where a square has been se-r cured and set apart for the special use of the Louisiana Hos- pital — enabling us to identify the resting place of each one of our dead. I would recommend to our friends in Louisiana to forward us the following articles, which we stand most in need of, viz : Brandy, whisky, wine, coffee, tea, oranges and lemons ; these last ought to be carefully wrapped in paper, as of the first received, but very few could be used. Also, shoes and warm winter and under clothing, as each patient leaving the Hospital, is furnished with such articles of clothing as he may require. Accompanying this Report, you will find a list of the em- ployees of the Hospital, and also of the* soldiers that were discharged from the service or who have died in the Hos- pital, stating their regiment, company and disease. The Finances of the Hospital are under the especial charge of our Secretary and Treasurer, T. B. Broughton, who keeps a regular 'set of books, open at all times to the inspection of the Committee. Our funds are deposited as received, in the Farmers' Bank of Virginia. Bills due by the Hospital are paid by checks drawn on the Bank' by the Treasurer, and countersigned by the Chief Surgeon. A condensed statement from the Treasurer's books shows,* 8 Total amount of contributions received in money from all sources, up to January 1st, 1862 $5,539 20 (Of the above amount, over $2,50U -was contribu- ted by Louisianians in Richmond, Va., and $1,000 was advanced by the New Orleans Re- lief Committee, and $1,424 20 received through the hand of Dr. E. D. Fenner*) Received from the Government for commutation of soldier's rations, and for hire of nurses 4,67G 04 Total amount $10,215 24 ■ Amount of various Hospital bills paid as' per books, $10,215 24. Amount of claims still outstanding, and due by the -Hos- pital, $7,426 25. This amount of $7,426 25 is to be paid out of collections made by the Rev. R. J. Harp, who was appointed in September, 1801, Finan- cial Agent of the Hospital, to canvass the State of Louisiana, and make collection for its support, and who reports through the col- umns of the New Orleans Delta, of December 5th, 1861, as having received up to that date : Cash contributions $1,182 00 Subscriptions in cotton, (not reduced to cash,). .125 bales, " sugar, " " 341hhds., « white sugar " * 10 bbls., " molasses', " " 585 bbls. Owing to the recent damage to the'various railroad lines, none of the produce subscribed has, as yet, been received in Virginia. I had desired to append to this, the report of Dr. Peachy, Government Inspector of Hospitals, but as it is not yet ready for the press, I give merely an extract from his letter addressed to me after a recent visit to the Hospital : "In your Hospital 1 have discovered nothing that could give rise to any ' recommendation demanded by circumstances and a conformity with the regulations.' Consequently I have reported '//i writing' nothing regarding it; being satisfied with every appointment in it and only wishing that every other Hospital could bave justified the same abstinence from the pen. "Hoping that your Hospital will continue to exhibit a condition as flattering as when, without your knowledge of my coming, I in- spected it, and little doubting that it will, "I am, with great respect, your obedient servant, "St. George Peachy, "Surgeon P. A., C. S. A., and Acting Inspector of Hospitals." * Of the amount of $1,424 20, the sum of $S94 20 was collected by Rev. Hanlin- 6th. 30 It is the intention of the Executive Committee to publish Quarterly Statements, similar to those now given, of the number of Louisiana Volunteers in Virginia, dying -from disease, killed in battle, or honorably discharged from the service. Owing to the imperfect returns heretofore made to the War Department, these statements cannot be relied on as exact, but they are the most perfect in possession of the Government. As it is desired to make them in the future as complete as possible, for the satisfaction of the friends of the volunteers, the Committee would be grateful to the Colonels or Surgeons of the different Louisiana Regi- ments in Virginia, for such information as it may be in their power to communicate. All inquiries of friends at home, regarding any Louisiana volunteer in Virginia, whose location is not known to them, will be promptly answered by the Secretary of the Hospital, and such information will be .communicated as can be ob- tained. In case of the death in the Hospital of any Louisiana volunteer, an inventory is immediately made of his effects, which are held, subject to the call of his legal representa- tives. Such medicines or hospital supplies as are not furnished upon requisition, by the Government, if in store in the Hos- pital, will be forwarded on the application of any Surgeon of a Louisiana regiment. The Committee have it in view, as soon as provided with funds, to establish additional hospitals at Manassa, Williams- burg and other points. 31 Louisiana officers and soldiers, visiting Richmond, will find a Louisiana Depot, at the corner of Franklin and Fif- teenth Streets, two squares below the Exchange Hotel, under the charge of Mr. John H. McKenzie, who will take pleas- ure in rendering them any service, and in giving informa- tion on matters connected with the transmission of packages to and from the army. Contributions to the Louisiana Hospital, if in money, may be sent through the Rev. Mr. Harp and Dr. E. D. Fenner, New Orleans, or forwarded direct to Dr. F. For- mento, Jr., Surgeon of the Hospital, Richmond, Va.; if in clothing, hospital stores, &c, through T. 0. Sully, 58 Gravier street, New Orleans ; if in sugar or molasses, through Messrs. Brander, Chambliss & Co., New Orleans; if in cotton, through Messrs. F. Lane & Co., Memphis, Tenn. In all cases, the articles should be distinctly marked Louisiana Hospital, Richmond, Va., and a letter mailed de- scribing the shipment.
