 Circular Instructions to Depositaries, of the Trea- 
 sury in reference to issue of four per cent, certificates 
 to tax payers^ ^e. 
 
 Depositaries of the Treasury who have issued certifi- 
 oates for four percent, bonds (under. Act ITth February^ 
 1864), to tax payers in sums too large to meet their pay- 
 .ments of taxes, are hereby authorized and instructed^ 
 upon application, to receive back such certificates, -and 
 issue therefor like certificates for smaller sums. 
 
 Such reissue of certificates shall be made only ia multi- 
 ples of one hundred dollars, and shall be limited in 
 number, if possible, to -no certificate for aii amount ap> 
 proximating the tax t > be paid, and another for any bal- 
 ance remaining of the amount of the original certificate-
