NAME OF THE COMPANY, This Company shall be known by the name of the Walhalla Riflemen, and be officered as required by law. RULE 2. UNIFORM OF THE COMPANY. The uniform of the Company shall consist of a grey coat the end of the skirts six inches from the knee, single breasted and with black cuffs, black collar, black Epaulettes, black pocketstripes, one row of buttons \ the collar, cuffs, sleeves and pocketstripes and the whole trimmed with red cord, the cuffs to have two buttons each and the skirts to have three buttons .each. RULE 3. ELECTING OFICERS AND ADMITTING MEMBERS. Commissioned officers, Sergeants, Corporals, Secretary and Treasurer shall be elected by ballot. Persons apply- ing for admission to the corps may be elected by bollot or viva voce. They shall be allowed three months to equip themselves, after which time they shall be liable to fine as a defaulter of non-performance of duty in the Corps. RULE 4. DUTY OP THE ORDERLY SERGEANT . It shall be the duty of the first sergeant to keep a correct roll of the Company and, to call the same at the close of every parade ; and also to make returns to the court martial of all absentees from parades. RULE 5. DUTY OF THE CORPORALS. The members of the company shall be divided into four squads. One squad shall be assigned to each of the Corporals, to be summoned by them respectively whenever required by the commanding officer. And should any corporal be absent or sick, the first corpo- ral shall have rower to assign his squad to either of the other corporals, and for each and every omission of such duty, the corporal refusing or neglecting, shall be fined in the sum herein after specified. (See Rule 29.) RULE 6. COMPANY PARADES. The number of parades shall be on the first Monday of November, December, January, February, the fourth of Jtily and the first Friday in October. Besides the commanding officer shall have power to order out the company on such other extra occasions, as he may deem proper for parade or evening drill. Absentees shall be fined as herein after specified, (See Kule 29.) FORMATION OF THE COMPANY. The company shall be formed within half an hour after the time expressed in the summons, and it shall be the duty of the orderly sergeant, to report all such members, as may appear after that time, to the com- manding officer, and if they cannot give a sufficient excuse, they shall be fined. (See Rule 29.) RULE 8. TIMES OF MEETING. For the transaction of business there shall be regu- lar meetings on the third Monday of July, October, January and April each year of which notice shall be publicly advertised by the Secretary. The com- manding officer shall have power to call meetings of the company, as often as he may deem expedient ; he shall also call a meeting whenever requested so to do, in writing signed by fifteen members Should the commanding officer refuse or ncglet to call a meeting, when requested as before stated, those fifteen members may then call a meeting, and if at that meeting a quo- rum be present, they may proceed to business, as herein after specified. (See Rule 9 and 10.) RULE. 9. A quorum shall consist of not less than thirteen members. A less number shall not have power t£> proceed to business. i RULE. 10. DUTY OF THE COMMANDING OFFICER AT MEETINGS. RULE 14. DUTY OF THE TREASURER. It shall be the duty of the Treasurer, to receive all monies that may become due, and to pay all the bills that shall be passed by the company, and countersigned by the commanding officer. He shall keep the securi- ties for money lent, and all titles of property belong- ing to the Company ; he shall enter a regular account of his receipts and disbursements; he shall lay a statement of his transactions before the company, whenever deemed necessary, which statement shall be referred to a committee, whose duty it shall be to in- vestigate the same, and to report accordingly. He shall notify those members, three months in arrears, within t wo weeks by a written notice of the past, and should such members then refuse or neglect to pay the amount at, or before the next regular meeting, (unless sick, or absent from the State,) and no member pre- sent should be willing to become responsible for the amount due, he shall cease to be considered a member of the company any longer. And should the Treas urer neglect to notify him within the time specified, he shall be held accountable for the arrears due. For the faithful discharge of his duty, he shall give a bond, payable to " the officers and members of the Wal- hallaRiflemen," in the penalty of five hundred Allars- which bond shall be deposited with the Secretary. DUTY OF THE CLERK. It shall be the duty of the clerk, to receive the or- ders from the commanding officer for parade or drill to fill up the summons, and extend them to the corpo- rals at least 62 hours previous to any parade or drill Should the clerk refuse, or neglect any of the above duties, he shall be liable to such fines as specified in RULE 29. RULE 16. THE ANIVERS ARY--DUTY OF COMMITTEE ON CHARITY The anniversary of the corps shall be on the first Friday in October each year. At the anniversary of the company, a committee of charity, of five members shall be appointed to serve for one year. This com- mittee shall keep a journal of their proceedings, which they shall submit to the company at every annual meeting, or sooner if required, a statement of the monies by them, on whom, and in what manner be- stowed, which shall be referred to a committee for examination. When pecuniary relief shall be applied for on behalf of any person, the application shall b e referred to the committee of charity, which shall in- quire into the situation of the person, by or for whom application is made, and report to the company at the next regular meeting. To enable them to do which there shall alwaj-s be a sum, not exceeding one hun- dred and fifty ($150) dollars, reserved in the hands of the Treasurer, subject to the draft of the commit- tee of charity \ which draft must be signed by a ma- jority of the committee, and not exceed, at one time, two dollars and fifty cents, ($2,50.) RULE 17. DUTY OF THE COMMITTEE OF ARRANGEMENTS. The committee of arrangement shall consist of three members, who, together with the stewards, shall pro- vide all entertainments that may be ordered, and procure all liquors, and other articles, that may be required for the celebration of the anniversary. IIULE 18. All vacancies which may occur among the corporals shall be filled by successive promotion of the next in grade, unless such officers shall consent to be superse- ded. In the event of the office of Secretary and Treasurer becoming vacant, it shall be filled for the remainder of the term by appointment from the chair. RULE 19. IMPERFECT UNIFORM. The commanding officer ahall have power to refuse admittance into tile line, any nou-comraissioned officer or private, who shall appear on parade with an uii- eleauly, or imperfect uniform or equipment, and ho. shall be fined for non-attendance. [See Rule 29 ] RULE 20. REPORTS OF COMMITTEES. RULE 21- Letters of resignation [all arrears being paid] may be accepted bj* acclamation, or otherwise, by a majori- ty of the votes present* RULE 22. HONORARY MEMBERS. Any member having held a commission in this corps twelve months, who shall resign, not being lia- ble to military duty, may be elected an honorary member, provided two thirds of the votes present are in his favor. Any non commissioned officer, private, who has been a member three years, and is not sub- ject by law to perform military duty, may be elected in like manner. Such members shall not be subject to any arrears, nor entitled to a vote. Any person not a member of this corps, may be elected an honor- ary member by receiving the unanimous vote. RULE 23. FUNERALS. At the death of any member, whose interment may take place in the District, the commanding officer, for the time being, shall order the Company to attend the funeral of the deceased, if agreeable to his friends; in which case, a detachment shall be furnishad with am- munition, to perform military duties at the grave. — Members absent shall be fined as specified in Rule 29. RULE 24. Should his estate not be able to defray the expenses, the company fund shall be bound for it, pro- viding the burial does not exceed five dollars ($5 j) he will then be buried with a drum and fife. RULE 25. MJMBERS MAT BE EXPELLED. Any member, who shall, from intemperance, or, Other causes, render himself discreditable to the corps, may be expelled by the votes of the majority of the members present at the next company meeting. RULE 26. FINES FOR DISORDERLY CONDUCT. Peaceable, orderly, and inoffensive behavior shall be maintained at all company meetings ; to effect this, no member shall speak more than twice on the same sub- ject, without permission from the chair. The mover of a resolution may, however, oftener reply. Any member out of order, or acting beneath the dignity of a gentleman, shall, for the first time, be called to or- der by the chair ; for the second offence, he shall be subject to a fine of half a dollar : and for the third offence, he shall be expelled from the room for that meeting. RULE 27. DUES OF MEMBERS.
