AMENDMENT OF MR, SMITH, OF NORTH CARO- 
 
 LINA. 
 
 1 That the President be authorized to call upon the 
 
 % i .several States for their respective quotas of a force, in 
 
 3 the aggregate not exceeding three hundred thousand 
 
 4 men, in addition to those already in the field, to serve 
 
 5 for three years or the war, whereof so many shall be 
 
 6 placed in the regiments of the States from which they 
 
 7 are taken, as are necessary to fill such regiments to the 
 
 8 full number prescribed by the act of April 10, 1862, and 
 
 9 the residue of the quota shall be received in bodies or- 
 
 1 ganized by authority of the States : Provided, however, 
 
 11 That the quota to be furnished by each State shall not 
 
 12 exceed the difference between the whole number of per- 
 
 13 sons therein, between the ages of eighteen and forty- 
 
 14 hve years, liable, under the laws thereof, to military 
 
 15 service, and not exempt, to be estimated according to 
 
 16 the returns of the last census, and the number which 
 
17 such Slate has already furnished by volunteering, con- 
 
 18 scription. or otherwise, to the Confederate Government 
 
 19 for the term of three years or*the war.
