Inconvenience has arisen from the detention of trains of cars, and in some cases from iheir removal by orders of military officers, from one road to another without the sanction of the Superintendant of the road; Therefore, it is notified to all military officers, serving in, or passing through this Department, that transportation of every kind is furnished and regulated by the officers of the Quartermaster 1 j- Department, under the instructions of the Commanding General of the Depatment, and subordinately of the Commanders of Divisions. II. Officers are strictly forbidden to interfere with these arrange- ments, or to remove cars from any railway, or to take any train beyond or to a different point from that prescribed to the Conductor in his instructions, or to detain any train for shelter for the troops.
