 Sir — I have the honor to submit the following estimate of 
 the amount required for the compensation of the clerks, 
 messenger and laborers provided for by "An Act for the 
 increase of the permanent clerical force of the Postoffice 
 Department," approved January 23, 1862, for the quarter 
 ending March 31st, 1862, and to request that the same be 
 laid before Congress, viz. : 
 
 For 5 clerks, at $1,200 per annum, - - $1,083 35 
 
 " 5 " " 1,000 " - - 902 75 
 
 " 1 messenger, 500 " - - 90 28 
 
 " 2 laborers, at 1 50 per day, - - - 195 00
