 For the relief of Major AV, F. Haines. 
 
 1 Whereas, Major AV. F. Haines, Quartermaster of Maj. Gen. 
 
 2 Bowen's Division, immediately before the capitulation of Vicks- 
 3 burg -vvas consummated, destroyed a large sum of treasury notes, 
 
 ■1 belonging to the Government, to prevent said notes from falling 
 
 5 into the hands of the public enemy ; and- whereas , The Treasury 
 G Department has no legal iiuthority to give credit for the notes so 
 7 destroyed ; Therefore 
 
 1 . Resolved h]j the Congress oj'lhc Confederate. Statea of America, That 
 
 2 the Treasury Department give the said Major W. F. Hines, in 
 
 3 the settlement of his accounts as said (juartermaster, credit for 
 
 4 the amount of treasury notes belonging to the Government, which 
 3 he may show, by satisfactory evidence, to have been destroyed by 
 
 6 him at Vicksbur^, by order of Maj. Gen. J3owen.
