Gen. 2 Bowen's Division, immediately before the capitulation of Vicks- 3 burg -vvas consummated, destroyed a large sum of treasury notes, ■1 belonging to the Government, to prevent said notes from falling 5 into the hands of the public enemy ; and- whereas , The Treasury G Department has no legal iiuthority to give credit for the notes so 7 destroyed ; Therefore 1 .
