[By Mr. Ore.] A BILL To he entitled an act to amend an act entitled an act to increase the Effi- ciency of the Army, by the employment of Free Negroes and Slaves in certain capacities, approved February 17th, 1864, and to repeal an act for the. enlistment of Cooks in the Army, approved April 21et, 1862. Section 1. The Congress of the Confederate States of America 2 do enact, That the act to increase the efficiency of the army, by 3 the employment of free negroes and slaves in certain capacities, 4 approved February seventeenth, eighteen hundred and sixty-four, 5 be so amended that it shall be the duty of the Secretary of War 6 to have employed one hundred thousand slaves, as provided in 7 said act, if so many should be necessary, to work upon fortifica- 8 tions, or in government works, for the production or preparation 9 of material of war, or in military hospitals, or as teamsters, pio- 10 neers, laborers in the Commissary and Quartermaster's Depart- 1 1 ments, and as cooks ; and w^hile engaged in the performance of 12 such duties, said slaves shall receive rations and clothing, and 13 their owners be entitled to compensation at the rate of six dol- 14 lars per month for each slave so employed. 2 Sec. 2. That the cooks to be employed under the first section 2 of this act shall not exceed one for every ten privates, musicians 3 and non-commissioned officers on duty ; and said slaves shall be 4 required to perform all the duties incident to cooks, under such 5 rules and regulations as may be prescribed by the Secretary of 6 War. Sec. 3. That an. act for the enlistment of cooks in the army, 2 approved April twenty-first, eighteen hundred and sixty-two, be 3 and the same is hereby repealed. I dm
