 1 Tfie Congress of the Confi derate States of America do enact, Thut 
 
 2 the collection of the tax in kind be, and is hereby, suspended in 
 ? ;ill counties and districts, in which it is shown, to theHatisfactioTi 
 
 4 of the Secretary of War, that the productions of said countie--^ 
 
 5 or districts are inadequate for the support of the population*
