 To the Senate and House of Representatives : 
 
 I herewith transmit a communication from the Secretary of War, 
 submitting an estimate for an additional appropriation required by 
 the Engineer Bureau for the period ending June 30, 1803. 
 
 I recommend an appropriation of the amount for the purpose
