The Congress of tlie Confederate States of America di) Z tnact, That it shall be the duty of the Secretary of War to 3 appoint or assign, in each Congressional District, an agent, not 4 liable to military duty in the field^ who shall, under the direction 5 of the post quartermaster, receive, takes proof in support of, 6 and examine all claima in the said district growing out of prop- 7 erty heretofore taken or informally and unwarrantably impressed S for the use of the Government or the army, and report the facts D of each case to the proper bureau for such action thereon as may iO be just and proper in the premises. 1 Sec. 2.
