That it is expedient to reduce the rate of interest on any 3 bonds that may hereafter be issued by this Government to six per 4 cent, per annum. 1 2. To endeavor, as far as practicable, to reduce the ruts of 2 interest on bonds heretofore issued, by giving in exchange for 3 them, with the consent of the holders, bonds bearing interest at 4 the above rate, the payment whereof shall be guarantied by the 5 State Governments in such proportions as may be deemed e.qui- 6 table, and to adopt measures for obtaining such guaranty. 1 3. To provide that a certain amount of the Treasury notes 2 hereafter to be issued, shall not only be receivable in payment of 3 public duties, but shall also be a legal tender of payment of all 4 debts due by persons residing within the Confederate States to 5 persons residing therein or which are payable therein, with a I i 6 pledge on the part of the Government that the amount of such 7 notes in circulation shall never, at anj one time, exceed the 8 amount originally fixed by laNv, and that they shall continue to •9 be a legal tender until paid.
