To the Senate and House of Representatives : I herewith transmit a communication from the Postmaster General submitting an estimate of the sum required for the compensation of certain officers and employees of the Postoffice Department from July 1st to October 1 2th, 1863. Memminger, Secretary of Treasury : Sir : I have the honor to submit the following estimate of the sums required for the compensation of the Postmaster General, Chiefs of bureaux, cleiks, messengers and laborers, from the 1st July to 12th October, 1863, inclusive, at the rates fixed by the act, approved 13th October, 1862, " to increase the pay of certain officers and employees in the Executive and Legislative Departments."
