No restrictions will bo placed on tho amount of pay to be given by contractors to detailed men, save that the wages shall conform, as nearly as possib'e, to the wages received by similar classes in the em- ploy of the government. 5th. The extra compensation for piece-work, where such work is to the advantage of the government, shall be regulated in conformity »to the classification of workmen in section one ; the commanding oflScer, with the approval of the chief of the bureau concerned, fixing what shall bo regarded as a full day's work with "uncommon indus- try." Compensation for work turned out over and above the quanti- ties so fixed shall be paid at the rate fixed by the "extra compensa- tion " for full day's work. 6th. This act is to be construed as applying to men detailed "from the field," and does not apply to those attached in any way to an army in the field. The allowance of two dollars a day is optional with the chief of each bureau, and any less sum may be paid according to the nature of oc- cupation and services of the detailed man. It will be paid out of the funds of the bureau employing him, and for the days in which work is actually performed, unless otherwise specialljr ordered by the chief of bureau. Payments to men detailed in the Medical department, except those on duty with purveyors, will be made by the Quartermaster's depart- ment. 7th. Tho clothing and rations issued to all classes of detailed and enrolled men shall bo tho same in kind and quantity as is issued to 97 soldiers in the field, and shall be issued by the proper officer of the War department in such manner and at s;iich intervals as may bo directed by the Secretary of War. Whenever, from any cause, the ration can not bo issued in kind within ten days after it is due, it shall bo promptly commuted at its current value by the Commissary de- partment. 8tb. In like manner, Avhenover the clothing allowed can not, for any cause, bo furnished by the Quartermaster's department, it shall be commuted by said department at the current local value of such cloth- ing, to bu fixed by the Quartermaster-General. 9th. III. .Section 6, paragraph I, General Orders, No. 66 (current series), i.s thus amended : This act is construed to apply only to soldiers detailed from the army, and to conscripts detailed by the Bureau of Conscription, for service in the several departments out of the field. The extra pay is not intended for soldiers detailed for duty in the field. IV. .All men enlisted in the forces for local defence will be held ro- spousiblo in the money value of arms, equipments, etc., belonging to the government, and lost by them. All such men, who are employees of the government, or of contractors under the government, will have the value of lost arms, etc., deducted from their salaries or wages — the amount to be turned over by the paymaster to the ordnance oiEcer, or other ofiicer of the command who may bo accountable for the prop- erty to the treasury. These officers are charged with the execution of this order, will account to the treasury for the money turned over to them under it, and will make quarterly reports of arms, equipments, etc., lost (giving names of parties losing them), to the Chief of the Ordnance bureau at Richmond. v.. Paragraph I, General Orders, No. 6.3 (current series), is thus amended : All detailed men (including those between eighteen and forty-five years of age) will report to and be commanded by the general of re- serves in the states in which they have been assigned or detailed, who will organize them into companies and battalions. It is not anticipated that they will be called out except in emergencies occurring in or near the counties of their residence ; nor will service be exacted of them beyond those counties and counties contiguous thereto; except that companies hereafter formed may be required to perform service in re- pelling raids along a line of railroad running through their respective counties. All exempts are allowed and invited to enroll themselves with such companies, so as to be prepared to aid in defending their homes when menaced by the enemy. VI.. Section 6, paragraph I, General Orders, No. 44 (current series), is amended to read as follows : Cavalry divisions and brigades may each have an assistant adju- tant and inspector-general (not to exceed for divisions the grade of major, and for brigades the grade of captain) in addition to the num- ber allowed infantry divisions and brigades. VII.. The commutation allowed enlisted men under paragraphs III, IV, and VI, General Orders, No. 8 (current series), is fixed at two dollars and fifty cents per diem, to take effect from August 20, 1864. }>9 VIII.. Paragraph FV, General Orders, No. 96 (1863), is amonded to allow sick and wounded men on furlough to draw rations, or commn- tation therefor (at their option), from tha date of their furloughs. IX.. Issues of clothing to soldiers in general hospitals, located at ^osts where an officer of the Quartermaster's department is stationed will bo made by the post quartermaster, or a subordinate officer desig- nated by him. I. .The act of Congress " To provide for the o?taMi,«hmcnt and pay- ment of claims for a certain description of property taken or infor- mally impressed," approved June 14, 18G4, and published in General Orders, No. 54 (current seric!), does not prescribe any rule of decision to the accounting officers of the government, but was designed to se- cure for the claimant .an early method of obtaining proof for his claini. The department, therefore, recommends to the commissioners appoint- ed nnrler the aforesaid act to receive the proof of the claims that may be made for the property designated in the act and' embraced in its objects with which .any claimant may be prepared, although the same may not be, in their opinion, sufficient to support a cl.aim against the Confederate States, nor conform to the directions in General Orders, No. 54. But all claims that arc not supported by testimony, as prescribed in the General Orders just cited, should be reported separately from the others, and as being taken under this order. II. .Requisitions m.ay be made by any commissioner appointed under said act, upon a quartermaster of a post in his district, for a reasonable supply of stationery to enable him to perform his duties, and also for the payment of six advertisements in two newspapers, to bo published in the district, of the time and places at which he may hold his ses- sions. No allowances will be made for clerk hire or counsel fees. III. .The allowances to the commissioners will be paid at the treas- ury, after being audited by the Second Auditor, from the fund for "con- tingent expenses of the army ;" and claims for services under the act IQO by a commissioner will be sent to the Second Auditor properly authen- ticated for allowances. COOPER, Adjutant and Inspeclor-Generak GENERAL ORDERS,") Adjutant and Inspector-General's Office, No. 69. j Richmond, Va., August 27, 1864, *I. .The Bureau of Conscription will cause to be delivered from the proper officers of the bureau to the chief commissary in every state a report containing the names of all persons in the state, with the places of their residence, who have obtained exemptions or details as agricul- turalists, owners, overseers, managers, farmers, planters, or otherwise, as producers of grain or provisions under the fourth paragraph of the tenth section of the military act of the 17th of February, 1864, publish- ed in General Orders, No. 26 (current series), together with a statement of the terms of the contract, the sureties to the same, and with all other pertinent facts relating to the said exemption or detnil. The officers of the Subsistence department, under the direction of the Commissary- greneral and chief commissary of each state, are charged with the col- lection of the meat which any exempt or detailed men may have con- tracted to pay, and to give an acquittance therefor ; also to make what- ever commutations or reductions that may be authorized by the act when- ever the conditions ar§ established that justify the same; and to make all the purchases of the marketable surplus at the prices specified in the act, which the same authorizes to be made on behalf of the government. The said Subsistence department being hereby clothed with authority to represent the government in the enforcement of its claims under the contracts and oblfgations that the act imposes upon the exempts and detailed men described therein. II.. In order that the regulation on the subject of the sale of the marketable surplus of provisions and grain to the government and the families of soldiers in the said act may have execution, the commissa- ries in the different states may be instructed to limit their purchases of grain and provisions of the marketable surplus in any district to some definite proportion, not to exceed one-half, and to leave the re- rmainder for the persons who purchase on behalf of the families of sol- diers. *Ani6n(3etl by General Orders No. 71 (c. s.), paragraph II. 101 III.. AH agents appointed by tho public authorities of any state, countj', or town, to supply food for the families of soldiers, are author- ized to purchase the portion unappropriated by the government for tho object of their trust. The commanders of conscripts or tho chief com- missary of each state or district maj' authenticate the authority of such agents, and persons selling to agents thus authenticated shall be fully warranted to do so. . ^ IV.. The families of soldiers, as described in the said act, are tho families composed of the wife or wife and children of any person who belongs to the army ; the widow or widow and children of any person who died while in the service ; the mother and sisters of any soldier or soldiers in the army, and who resided with them as members in the same familj', or were dependent upon their labor or support; the par- ents or sisters of any person belonging to the army, who resided in tho same family with them and who derived from them support. V. .Officers are authorized to purchase necessary subsistence for their families under this act. VI. .Every exempt and detailed man under this act shall render to the enrolling officer in his district a detailed statement of the market- able surplus produced and sold bj' him, Avith testimony that the sales were to the government or to soldiers' families, which statement shall be sent to the commander of conscripts for tho state, and thereupon satisfaction upon his bond shall be entered. VII.. The act of Congress aforesaid provides : That exemptions in favor of the classes aforesaid shall ftase whenever the farmer, planter, or overseer, shall fail diligently to employ in good faith his own skill, capital, and labor, exclusively in the production of grain and provis- ions, to be sold to the government and tho families of soldiers at prices not exceeding those fixed at the time for lUco articles by the commis- sioners of the state under the Impressment act. It has been represent- ed to tho department that there are instances of persons exempt or detailed under this act \vho pay but little respect to the obligations they have contracted. That they have become speculators in food and provisions ; that they are negligent and careless as to the extent of their productions, and openly affirm that they do not mean to have any sur- plus. The department is required, in all such or similar cases, to revoke the detail, and the performance of this duty is devolved upon the Bu- reau o4 Conscription upon proper testimony being afforded to them or to their officers, to be designated by them to perform this duty. In consequence of the addition of fifty artillery officers for ord- nance duty, by act of Congress approved June 10, 1864, the distribution of grades announced in General Orders, No. 110 (1863), is changed to the following: Five lieutenant-colonels, ten majors, eighty-fivo captains, sixty first lieute'iiants, and forty second lieutenants. II.. These officers, together with such officers of the regular Confed- erate army and field-officers of the provisional artillery as are placed on ordnance duty by the Secretarj' of War, will alone hereafter constitute the corps of officers for ordnance duty. All other officers on ordnance duty are only incidentally ordnance officers, and are liable to be re- placed by the class of officers above enumerated. III.. All officers on ordnance duty will, without delay, report by let- ter to the Chief of Ordnance at Riohmond, stating — first, their rank ; second, date of commission ; third, arm of service; fourth, the state to which they belong ; fifth, date of ass^ument to ordnance duty ; sixth, the authority by which assigned, furnishing date, and, if possible, copy of order of assignlnent. Officers of the regular army will report both their regular and provisional commissions, or commissions conferring temporary rank. IV. .Appointments in the corps of artillery officers for ordnance duty established by acts of Congress approval April 21, 1862, September 16, 1862, and June 10, 1864', will be qjade to the grade of second lieuten- ants, after the usual examinations. Candidates examined prior to the passage of act approved June 10, 1864, may, however, on recommenda- tion, be appointed to grades for which they were recommended, and in which they have been serving under General Orders, No. 12 (1863). v.. The government foundery, blacksmith shops, and laboratory of the ordnance department at Salisbury, North Carolina, will hereafter be known as the " Salisbury Arsenal." By order. S. III.. General Orders, No. 75, 1S63, is hereby repealed. The extra pay of men detailed for duty in the several departments in the field will hereafter bo regulated according to paragraph SS2, Army Regu- lations. IV. .Physicians employed by contract, whoso whole time is given to the pab'ic service, will receive the pay and allowances of assistant su'geons. V. .Paragraph V, General Orders, No. 59, current series, is so amended as to authorize generals commanding reserve forces in the respective states to give orders that will carry transpo'rtatiou. VI.. Officers holding nppointuients in the general staff as assistant adjutants and inspectors-general, quartermasters and assistant quarter- masters, commissaries and assistant commissaries, surgeons and as- sistant surgeons, will report by letter to this oflice, with the least delay p"'acticablc, setting forth their rank, corps, position, and present assign- ment to duty, and by what authority assigned. And changes which may hereafter take place in their assignments will, in like manner, be immediately reported by them totthis office. A non-compliance with this order will snbjoct the otiicer concerned to a discharge from the service. VIII. .Paragraphs III and V, General Orders, No. .34, current scries, are thus amended : If the board find the soldier fit for duty in any department of the service, it will not retire him immediately, but will forward their certifi- cate of disability and the f)rm of retirement, signed by the board, through the head-quarters of the army, to this ofiioe, for its approval. The generals of reserves wij^ hereafter control the enrolling officers, and conduct the business of conscription antl enrolment in their respective states, under the direction of the Secretary of War, through the Conscript bureau. II. .Commandants of conscripts and of camps of instruction will be under the direction of the generals of reserves. III.. As soon as practicable, all officers and men now employed in the enrolling service, whether as enrolling officers, conscript guards, clerks, or otherwise, except such as are retired or assigned to light duty by the medical boards, will be relieved by details from the reserve forces, and sent to the field. 105 * IV. .All applications for exemption and detail will be transmitted, tlirougb the generals of reserves, to the Superintendent of the Bureau of Couseriptiiin for decision. The office of congressional district en- rolling oflScer is .abolished, and communications from local enrolling officers will bo transmitted through the commandants of conscripts to the generals of reserves. An officer m.ay be assigned to duty in each congressional district by the generals of reserves as inspector of conscription. v.. The reports required to be furnished the Bureau of Conscription, by< paragraph X, General Orders, No. 57, Adjutant and Inspector- General's office, current series, .are often defective and incomplete — failing to give the county in which the man resides, whore it is sup-* posed he may be found, or such other information as m.ay lead to his prompt arrest. The attention 'of regimental and company officers is espcekiUy directed to the terms of that order, and their compliance therewith required. Only those men who have deserted or are absent from their comm.ands without proper authority should be reported, and when all men so .absent have been reported, it will be only necessary to report those who subsequently absent themselves, until a return of the action taken by the enrolling officer is received by the officer re- porting such desertion of absence. VI. .P.aragr.aph II, General Orders, No. 67, current series, is amended by striking out the words, " will not be molested without a special order," .and inserting the following language : " Will be allowed to retain it on showing such right." I. .The troops raised under the act of Congress approved February 17, 1864, styled " reserves," constitute a peculiar force, auxiliary to, but in a measure distinct from, the more permanent army, and are ex- clusively under the orders of the general ollicers assigned to their command in the several states, subject to the following modifications : When a commander of active forces requires thfr reserves as rein- forcements, application will be made to the Secretary of War, or di- rectly to the general commanding the reserves ; and when reserves are assigned, in pursuanee of such application, to a district, depart- ment, or army commander, they become, during the period of sueh assignment, subject to his control, to the extent that he alone will direct their military movements, determine all applications for furlough, and be responsible for their being furnished with the necessary sup- plies, equipments, etc.; but questions appertaining to their perma- nent organization into companies, battalions, and regiments, the grant of discharges, details, etc, will at all times be determined by the general commanding reserves. When reserves are assigned to the active forces by the AVar depart- ment, its order will be necessary for their* I'ccall; but when transferred bv the general commanding reserves, he may recall them at his dis- cretion, the orders therefor being transmitted through the commander of the district, department, or army, in which such reserves may be serving ; but, if their detention be deemed by him indispensable, he shall immediately submit the question to this office for the decision of the War department — in the meantime retaining the reserves aiTected by such orders. 107 During the assignment of reserves with the active forces, the com- manding officer will have punctually transmitted to the general com- manding reserves a monthly return of such reserve troops, similar to that rocjuired by paragraph 445, Army Regulations, to be made to tho Adjutant and Inspectur-Gouoral. Whenever reserves are serving with active forces, no discrimination in the issue of rations and supplies of camp equipage between the two classes of troops will be permitted. II. .The following prices, being the average of late schedules cstab- lished by commissioners for the states east of the Mississippi river, with cost of transportation included, will bo charged for su1)sistence stores sold to officers under the .act of February 17, 1864, and amend- ments, in Virginia, North Carolina, South Carolina, Florida, Georgia, Alabama, Mississippi, and East Louisiana, until further orders : Bacon, $2 50 per lb. Fresh beef, 70 cents per lb. Flour, $40 per barrel. Corn meal, $4 50 per bushel of 50 lbs. Rice, 30 cents per lb. Peas, $6 50 per bushel of 60 lbs. Sugar, $.3 per lb. Coffee, $6 per lb. Candles, $3 25 per lb. Soap, $1 per lb. Vinegar, $2 60 per gallon. Molasses, $10 per gallon. Salt, 30 cents per lb. III. .Non-commissioned olRcors and privates are allowed rations for their own use ; but this privilege does not authorize the sale or other disposition of them. III.. All persons called out by this order, who claim exemption on account of physical disability, will be examined by select medical boards after their arrival at the camps of instruction. The attention of ofiiccrs and soldiers is specially directed to the 34th article of Army Regulations, and (xcneral Orders, No. 3 (lSr)3). The rapidly increasing correspondence of the War department demands that their requirements shall hereafter be strictly observed. A viola- tion of them will subject the offender to prompt trial by court-martial. The regulations respecting military correspondence were made after * Sen General Orders No. 81 (c. s.), paragraph II. t See Ocueral Onlors No. SI (c. s. ), paragraph III. See General Orders No. 82, paragraphs I and II, modifying the above order as regards Nitro and Mining bureau. 110 long experience, and arc indispensable to an intelligent aid eflScient discharge of business. The remarks and opinijins of intertoediate commanders upon the subject-matter of each communication are important to the depart- ment, and*in all cases required. Opportunity must, therefore, be aflforded for their expression ; and all communications which are not forwarded through the prescribed channel will be invariably returned, without other action than instructions to bring the party to trial for violation of orders. Letter-paper will be folded in three, and foolscap in four equal folds, parallel with the writing, and indorsed on (he fold corresponding ictth the top of the sheet, thus : Post or Station, and Dato of Letter. Name and Rank of Writer. Analysis of Contents. The indorsements should be carefully made, so as to afford informa- tion of its contents at a glance, and to present only those points which are material and pertinent. This will leave ample space for subse- quent indorsement. Commanders will return for completion all papers not so indorsed. The practice of wrapping communications with mere strips of paper for the purpose of indorsement, owing to their liability to be detacTacd and lost, is prohibited. II.. Issuing commissaries will hereafter require from commissioned officers drawing rations a certificate that the same are for their own use. III. .Upon information received that any commissioned officer or sol- dier has sold the rations drawn by him, he will thereafter not be allow- ed to draw rations, at any one time, for a greater period than three days. IV. .Furloughed officers and men, other than those furloughed from hospitals, will be allowed to draw, at the place where furloughed, rations for the number of days only that are required for their journey. Offi- cers and men furloughed from, hospitals will receive from the hospi* tal commissary such number of rations, for the purpose of reaching their destination, as the surgeon in charge may direct. Furloughed men may be allowed commutation of rations for the time specified, in lieu of rations in kind, if they prefer it. After reaching their destina- tion, sick and wounded furloughed men, not in hospitals, may draw' Ill from the nearest post commissary, rations in kind, or oommutatiou therefor, for tlio period of five days at a time. Each issue made to fur- ^oughcd men, or each payment, if commutation is allowed, will be in- dorsed on the furlough by tbo issuing officer. v.. Boards of examiners in general hospitals arc directed not to fur- ough, or discharge, or recommend for leave of absence, afly soldier or officer who, on his admittance into hospital, could not show proper au- thority for his absence from his command. Oflicers or soldiers ajiply- ing for admission into general hospitals, who arc not provided with proper authority for their absence from thciB commands, will, if able to tra.vcl, not be atlinittcd, but sent back te> their commands. If unable to travel, such cases will be received into hospitals, and their admittance report- ed to their respective commanding ofHeers, and when sufficiently re- covered they will be returned under guard to their commands. All communications to the Secretary of War, or to this office, from the generals commanding reserves, pertaining to the matter of conscriptions, or other duties hitherto devolved on the authorities of conscription, must be addressed through the Superintendent of the Bu- reau of Conscription. I. .Generals commanding reserves in the several states will, without delay, select and send officers, one to each congressional district, em- powered to summons, and, after inspection, forward to the camps of in- struction all persons holding certificates of permanent disability, and such persons assigned to light duty as, in his judgment, appear likely to be adjudged qualified for active service. All such as may, " upon examination, be pronounced, by select medical boards, so qualified, will be assigned to duty in the field. The inspectors of conscription may bo charged with this additional duty in the absence of other suitable officers. II. .Paragraph I, General Orders, No. 77 (current series), is amended by the insertion of "in the service of the government" between the words "employed" and "as artisans," etc. III. .The details of such men, called out by General Orders, No. 77 (current series), as are found by the proper medical boards to be unfit for field service, may be revived, and similar details may be granted to light duty men not heretofore detailed, at the discretion of the generals of reserves. I. .The Chief of the Bureau of Ordnance will, without delay, take measures to place in the field one-fifth of all the men employed in his department (including contractors and their employees, of the classes specified in General Orders, No. 77, A. and I. G. office;(eurrent series). 128 To this end, he will direct the aeveral orticcrs in charge of arsenals, workshops, depots, etc., to turn over to the neajest enrolling officer, by list, showing their ages, occupation, and residence, such proportion of their employees (including contractors and employees under them), of the class above referred to, as will constitute, in the aggregate, one- fifth of the whole number in the said classes, according to returns in his office of September 30, 1864. Duplicates of such li?t will be sent to the general of reserves of the states, and triplicates to the Chief of Ordnance. Three days are allowed for the execution of this order, after its reception at any post or station of the Ordnance department. II. .The Chief of the Nitre and Mining bureau will turn over, in like manner, on similar lists, one-fifth of all men of the classes specified in General Orders, No. 77, employed in iron, lead, copper, and coal mining and in all service appertaining thereto, whether under officers of his bureau, or by contractors. Duplicate and triplicate lists to be furnished as above directed, in the Ordnance bureau,' and will in like manner turn over one-fiftli oi all such men as are employed in the nitre service. The period uf three days, under the same conditions as above men- tioned, are allowed for the execution of this order. III.. The list of persons directed in the foregoing sections to be turned over to the enrolling officer will be prepared at once, on the re- ception of this order, and will be furnished to the said officers" withiit three days, as above described, by the various officers of each of the above bureaus having men under their charge ; and every assist- ance will be rendered by the latter to the enrolling officers to carry out the intention of this orde^ IV.. So much of General Orders, No. 77, as relates to men employed in the two bureaus named .above, is hereby su.spended, and the fore- going order will stand in lieu of all requirements under the former. By order. S. COOPER, Adjutant avd fn«pector-General. OENKRAL ORDERS.") Adjutant and Ixspbctor-Gexeral's OFnOE, No. 83. ) Richmond, Va., November 1, 1864. I.. All soldiers hereafter furloughed at department or army head- quarters, or at hospitals, by reason of disability resulting from wounds or sickness, will rejoin their commands at the expiration of the time 134 originally allowed, unless, in the opinion of the medical examining board, their condition is not such as to permit them to make the jour- ney without serious detriment to their health. All now absent are re- quired to return at the expiration of their present furloughs, except those unable to travel. The certificate required above will be prompt- ly forwarded to the company commanders. II.. Generals commanding reserve forces in the several states are charged with the execution of this order. They will cause to be col- lected and forwarded without delay, to their respective commands, all men who come within the provisions of the preceding paragraph, that they may be discharged, retired, or assigned to active or light duty, as circumstances may justify. III.. Paragraph VII, General Orders No. 48 (current series), is thus amended: Officers of the Quartermaster's department failing to return the sacks in which grain is received from the quartermaster, will be charged three dollars for every one not returned. • IV. .Paragraph I, General Orders, No. 74 (1862), is so modified as to require the enforcement of the Conscript act in the department of South- western Kentucky. V. .Candidates for appointment to the position of military store-keep- er in the Ordnance department will hereafter be .«ubject to such exami- n.ation, prior to appointment, as may be prescribed by the Chief of Ordnance. VI. .Commanders of cavalry regiments or battalions will require companj' commanders to keep a descriptive roll of all horses in their companies, noting all changes which are made amongst them by casual- ties or other causes as they occur. VII. .Every horse borne upon the descriptive roll will be treated a« public property, so long as forage and the forty cents a day are drawn from the government. No soldier will be permitted to ride his horse, except in the discharge of public duty, or to sell or exchange him, ex- cept to secure one more serviceable — such superiority to be determined and certified by the company officers present for duty, and the fact noted upon the descriptive roll. Such sales or exchanges, however, are strictly forbidden between cavalrymen of the same or different com- mands. VIII. .Brigade inspectors, in making inspections, will examine these deBbriptive rolls, observing that they accurately describe the number 125 and distinguishing marks of tho horses. Where thoy discover horses to have been used fur private purposes, or disposed of in violation of orders, they will note the facts upon the inspection report, with the names of tho company commanders permitting it, and of the soldiers BO offending, sending up charges against all, with tho view to their trial by court-martial. IX.. Horses forfeited under the action of General Orders, Nos. 63 [act 26] and 65, Adjutant and Inspertor-Gencral's Office, of 1SC4, may be purchased, after appraisement, for the benefit of owners, by deserv- ing cavalrymen who have lost their hor.ses by the casualties of battle. X- .Inspectors will report on their " inspection reports," for transfer to tho infantry, all men found dismounted through their own careless- ness, or whose horses may have been rendered unserviceable by neglect or hard usage upon other than public service. GENERAL ORDERS,"^ ADJUTANT and Inspector-General's Opficb, No. 84. ) Richmond, November 21, 1864. J • I. .Brigadier-General John.H. Winder is constituted Commissary- General of Prisoners. All officers and men on duty at the several mili- tary prisons are placed under his command. He is charged with the custody of all prisoners of war, and with the discipline and general ad- ministration of such prisoners east of the Mississippi river. His in- structions will issue only from this office. II. .Commandants of posts in the vicinity of these military prisons are made subordinate to Brigadier-General Winder in all matters nec- essary for the security of the prisoners. Department, army, and other commanders are required not to interfere with the prisoners, the prison guard, or the administration of the prisoners. III. .Local and other troops doing duty at the posts herein indi- cated, will bo considered prison guards. If their immediate commander be superior in rank to the commandant of the post at which they are stationed, he will, notwithstanding, detail the prison guard from his command, at the request of the post or prison commander; and the detail, when turned over to the last-named officer, will be under his sole charge and direction. IV.. Detailed soldiers will not be transferred by officers with whom they are upon duty "to other officers, without authority from this office, or from the general commanding the army to which the soldiers be- long. Detailed conscripts will be transferred only by the authority of the* Chief of the Bureau of Conscrijjtion. V. .The telegraph will be used as economically as possible, and mes- sages will not be sent by it without the approval of the coramamling officer present. One of these lists will be forwarded monthly to the Commandant of Conscription in the state to which the slave belongs, and the other to the Superinten- dent of the bureau, each of whom will cause them to be copied in some uniform manner, convenient for reference. II. .When fifty or more slaves shall have been collected at any one station, they will be forwarded, under the charge of discreet men de- tailed from the reserve forces, to such point as the Superintendent of Conseriiition may direct, and turned over to the engineer officer in- structed to receive them, for labor in the engineer and other depart- ments of the service. A copy of the descriptive roll of each slave will accompany his delivery to the engineer officer. III. .The chief engineer of each army or military department will, under the direction of the Engineer bureau, have the general supervi- sion and control of the slaves, and will organize them into gangs of one hundred men each (selecting four of tlie number as foremen ), over whom will be placed a manager and two overseers. Every eight gangs will constitute a section, for which a superintendent will be selected. Three sections will compose a force, over which will be placed a director. Two clerks will be employed cy^ detailed for each director, and one for each superintendent. • IV. .The directors, superintendents, managers, and overseers, will be derailed or selected by the Secretary of War from men qualified by ex- perience in the management of slaves, and who are fitted for the posi- tions by their character for probity, energy, and intelligence. V. .There will be assigned, by orders from this office, a purveyor to each force, and an assistant purveyor to each section, who will provide subsistence, clothing, and other necessary stores, making requisition therefor upon tho Quartermaster and Commissary deptrrtmeuts. These will be bonded agents. In like manner, a medical officer will be assign- ed for each section, who will obtain supplies for the slaves from the Medical department, upon requisition as prescribed for surgeons and assistant surgeons of tho army. Provision returns and requisitions for quartermasters stores will be signed by the manager, and, when ap- proved by the superintendent, the purveyor of the section will make the issue. VI.. The Engineer bureau will detail an officer of the engineer ser- 129 vice for cad) army or department, to organize, inspect, and muster tho gangs, sections, and forces, and to make details of working parties, in such number and for such ohjeets as may be ordered bj- the command- ing general. In this manner details of slaves will be made to perform labor in other departments of the service — it being intended that all such slaves shall be under the management and supervision of the En- gineer department. When slaves are detailed in other departments than the Engineer department, the manager will send with them descrip- tive lists, retaining their names, however, upon his muater-rolls. VII. .Managers will prepare a mnstcr-roll and duplicate muster and paj' rolls of the slaves on the last day of evei-y even mortth. The first will be transmitted to the Chief of the Engineer bureau; the muster and pay rolls to the Quartermaster-General. Each will be forwarded through the superintendents, who will be held responsible for their cor- rectness. Tho ascertained value of each slave will appear upon both the muster-roll and the muster and pay rolls. The rate of pay will bo determined by agreement with the owners, or by appraisement, as pro- vided bj' law. VIII. .The value of tho slave will bo ascertained at the time of im- pressment, after careful medical ex.amination (under rules prescribed by the Surgeon-General), by agreement between the enrolling otficer and- the owner, or by appraisement under the law rcgulatin§» impress- ments, that, in the event of his loss while cmploj'ed by the government, " by the act of the enemy, or by escape to or by death inflicted by tho enemy, or by disease contracted while in any service required of him," his owner may receive his full value from the government. Slaves al- ready impressed and in service, without previous appraisement or as- certainment of hire, or who may hereafter be impressed or received without appraisement or special contract, will be appraised, and their hires will be fixed by boards of disinterested slaveholders, selected and organized by the Engineer bureau. Enrolling oflfiecrs will impress upon owners the proprietj' and advantage of having ^hcir slaves pro- vided with one good new suit of clothing before they are turned over to the government, the value of which will he estimated in the appraise- ment. The loss of a slave from either of the causes enumerated, and tho time and manner of it, will be reported in trijilieate by the manager of the gang to which he belongs, to the Chief of the Engineer bureau. lie ■will, at the same time, liote the casualty upon the next muster-roll. At the expiration of every six months the Quartermaster-Gen- 1*30 eral will send an officer to convenient places in each state, to pay own- ers or their attorneys the hire of their slaves, or, if lost, their appraised or agreed value. X. .Every effort will be made to induce contentment in the slaves. Their discipline will be considerate and mild for minor oflfenccs. Cases of a grave character will be forwarded for the determination and in- structions of the chief engineer of the army or department, who will, in the meantime, prepare and submit for the approval of his command- ing general, a code for the government of managers and others in charge of the slaves. XI.. The commanding general of each army or department will promptly remove and order to the ranks any manager or other em- ployee having the supervision of slaves, who is guilty of cruelty to- ward them, or malfeasance or of malpractice, and will impose such other penalties as the offence would justify, under the 99th Rule and Article of War. In answer to inquiries addressed to this office, in reference to mat- ters of transportation, and to prevent future irregularities, the follow- , ing instructions will bo strictly observed : Transportation will bo furnished as follows, viz : ^ I. .On extension of sick or wounded furlough. II. .To sick or wounded men reporting to their commands, or to medical board to be retired. III'. To men serving in the field as state reserves or militia, when on sick or wounded furlough. IV. .To detailed men, when ordered to report, without pay or allow- ances, to contractors, railroads, etc. v.. To cavalrymen ordered home after fresh horses, and back to their commands, if they fail to procure them. VI. .To members of relief committees or ambulance corps, travelling on public -business, with their stores; but officers of this department will be careful to see that this privilege is not abused. VII.. To men regularly enlisted in an organized command, who are discharged from military service on writ of habeas corpus, by any judge of the district courts of the Confederate States, to their homes. VIII.. To regularly employed matrons and nurses of hospitals, when on sick furlough, approved by the medical director or senior sur- geon of a post, to their homes and back. , IX.. Hospital supplies may bo sent hy mail train, when in small packages, in cases of emergency only, or immediately before or after a battle. 144 X..On the order of Brigadier-General W. M. XI. .Transportation can not be furnished men, or supplies for the treasury or navy, unless upon the order of the head of the department, or his authorized agents — which order must be filed as a voucher for future reference. When officers of the navy are travelling under or- ders, their cases will be acted upon as those of officers of the army, and their papers indorsed accordingly. In furnishing transportation for either of these departments, the personal or freight coupon, or bill of lading and invoice, must bear upon its face, "Charge de- partment," to enable the railroad companies to make out their ac- counts separately against each department. XII.. The Secretary of the Treasury, in his le'tter of September 9, 186i, directs that transportation be furnished only on the order of him- self, the Assistant Secretary, and the chief clerk of the department, and upon the requisition of S. G. Jamison, Esq., Chief of the Treasury Note Bureau, at Columbia, South Carolina. XIII.. The Secretary of the Navy, in his letters of September 7 and 16, directs that transpprtatiou be furnished upon the requisition of the following officers, viz : Richmond, Va. Colonel S. J. XIV. .Paragraph 99fi, Army Regulations, authorizes this department to furnish cabin passage to officers on steamboats, etc. XV.. All orders for transportation, if for supplies, must state that the same are publtr property. If for individuals, the order must show that the party is under proper orders, or on official business. XVI. .Persons and freight must alwciyn he placed upon separate Ortu- pons, to en.able the railroad companies to keep separate accounts. XVII. .When stores, contributions, etc., are sent in charge of a mes- senger or soldier, the coupon should read, e. g. : " One box supplies for 6th S. C. regiment, in charge of John Roberts." To make it a perfect and complete voucher, the messenger or party in charge must give his receipt, on the back of the coupon, to the railroad company, for the package, when the same is delivered to him. The insertion of the mes- senger's name in the freight coupon does not include transportation for him, and the same can not be charged by the railroad company. A separate coupon for the party in charge must be furnished, when en- titled to the same. XVIII. .Horses purchased or impressed tor the use of the army, must not be transported by rail. They must march. So with beef cattle, unless the cars are going empty. XIX. .Reserves or militia arc not entitled to transportation in con- sideration of having furnished a recruit, a temporary substitute, or upon a furlough of indulgence. XX.. It was not intended by paragraph V, General Orders, No. 69, Adjutant and Inspector-General's office, current series, to inhibit transportation to officers under orders from the proper and usual sources, when in charge of troops, prisoners, conscripts, or deserters. XX I.. Paragraph III, General Orders, No. 6.8. modifies General Or- is Hfi ders, No. 59, so far as to allow transportation in kind, and actual ex- penses, to officers and bonded agents who arc coutinuoniti/ engaged in special service, by order of the chief of the bureau to which they be- long, and whose duties require them to travel. The personal expenses in such eases will be allowed in lieu of commutation of fuel, quarters, and rations; and the account must be vouched and paid by the chief of the bureau from which the orders issue. XXII. .Paragraph V, Ger.cral Orders, No. 71, also modifies General Orders, No. 69, so as to au^iorize transportation to olfieers, upon tho orders of the generals commanding reserve forces in the respective states. XXIir..AVhen railroad communication is interrupted, and soldiers can not travel by the route indicated by coupons furnished at other points, it should be changed to the most practicable route t^ their des- tination. The old coupons should be retained, cancelled, and filed, and the register noted accordingly. XXIV.. The coupons furnished soldiers who subsequently die in hospital before using them, should be promptly returned to tho ollicer issuing, by the surgeon in charge. XXV.. Officers of railroads are requested to notify this officer of any irregularities on the part of officers issuing transportation, and espe- cially whether the name of the post is omitted upon coupons, etc. XXVI. .Monthly reports of stores received for transportation and distribution (on Form 4), will not be made in future, unless specially called for, as a system of inspection has been adopted in lieu thereof. XXVII. .Private supplies for officers stationed at posts can not be shipped at government expense. The privilege was only extended to officers and soldiers in the field. XXVIII. .Attention is again called to the improper practice of ship- ping odicers signing their names by proxy, instead of by themselves. All officers iu charge of transportation will obtain the autograph signa- ture of every shipping olfieer at his post, etc., and decline to ship Stores unless upon the proper signature of the officers respectively. XXIX.. Officers in charge of transportation will not furnish it here- after to post officers of the various branches of the government, on 147 . their own requisitions, nor unless they exhibit orders from tbo heads of bureaus, as specified in General Orders, Nos. 59, 63, and 71. XXX. .When trains of one railroad pass over another, carrying sup- plies for the government, the companj- owning Iho train, as well as the company owning the track or road-bed, is entitled to receive transpor- tation coupons — each to receive the share of freight coming to it. These arc familiarly known as "foreign trains." But where railroads biro trains from other comp.anies, to run regularly as a part of their own rolling stock, only one bill of lading or coupon will bo issued. XXXr. .Nothing contained in the Circular of September 15,1864, shall be so construed as to repeal the clauses in the Circulars of Janu- arj' 20 and April 1, 1S64, which require losses by railroad companies to be charged at the iheu mitrkct value. That regulation still remains in full force, and will be strictly observed by all quartermasters.
