[By Mr. Dargan.] _^ BILL To be entitled An Act to prohibit (Quartermasters and others from speculating. 1 Section 1 . The Congress of the Confederate States of America do 2 enact, That no Quartermaster, Assistant (Quartermaster, Com- 3 missary, Transportation Agent of the Government, or any one 4 connected with their offices as agent or employees, or who may o be engaged in performing any duty incident to the office of Quar- 6 termaster. Commissary or Transportation xigent, shall be engaged 7 in speculating or trading in any article of food or clothing, salt, 8 medicines, military stores, or any article whatever, necessary for 9 the army, and the prosecution of the war, whether specially 10 named above or not, on his own account, or conjointly with 11 another, or be in any wise interested in speculatinir or trading in 12 such articles. 1 Sec. 2. If any one shall violate any provisions of the 1st sec- 2 tion of this Act, lie shall be liable to indictment, and on convic- 3 tion, shall be fined not less than five thousond dollars, and itn- 4 prisoned not less than one year, at the discretion of the jury 5 trying the cause.
