L The Congress of the Covfederate States of Americu do i enact, That in all cases, where slaves have been, or may hereaf- .) ter, be impressed under any State law for the use of the Con- 4 federate States, payment shall be made for those lost or destroyed 5 without the default of the owner, in all respects, according to 6 the provisions of the eighth section of the ''act to regulate im- 7 pressments," approved March 26, 1863. AMENDMENT PROPOSED BY COMMITTEE. Sec. 2. Neither this act nor the aforesaid act shall be construed to authorize payments for slaves dying from natural causes, without any fault of the Government, or anv of its otTicers or agents.
