BILL To be entitled An Act to provide for holding elections for repiesenta- tatives in tlic Congress of the Confederate States, in States occupied by the forces of the enemy. 1 Section 1. The Corigress of the Confederate States of America do 2 enact, That in any State in which more than half the Congressional o Districts are at this time within the lines of the public enemy, or 4 occupied and held by them, or in which the Governor thereof, by 5 proclamation, phall hereafter declare that more than half of such 6 districts, are so held, at a time preceding an election for repro- 7 sentatives in the Congress of the Confederate States, not 8 exceeding sixty days, and not less than forty days before the 9 same, then such election shall be by general ticket for such State, 10 and each voter shall be entitled to vote one ticket, containing the 1 1 names of one person from each Congressional District in such 12 State, and the person in each district receiving the greatest 2 13 number of votes of the whole vote of tlie State, shall be coin- 14 missioned as representative by the Governor of such State in the 15 manner now in use in such State. 1 Sec. 2. In such State now occupied as aforesaid, or within the 2 lines of the enemy, sh;ill bo held on the first Wednesday of 3 November next, and every two years thereafter during the war. 1 Sec. 4. In the event t' at any such State has by law provided 2 for holding such election under the circumstances herein specified. 3 either by temporary acts which has expired, or by acts now in 4 force, such election shall be h-idd according to the provisions of 5 such temporary or permanent act.
