RULE 1. Name of the Ccmpany, This Company shall be known and designated as the PAL- METTO RIFLEMEN. RULE 2. Officers. The Officers shall consist of : One Captain, Thrfie Lieutenants^ One Orderly Sergeant, and the requisite number of subalterns. RULE 3. Uaiforin. The Uniform of the Company shall consist of a single breas- ted Frock Coat of black Cloth, with skirts reaching within six inches of the knee. With one row of nine white Palmetto Buttons. Standing collar of French blue cloth, edged with silver Cord and two silver stars in front. Cuffs, Shoulder- Straps and Lappers also of french blue cloth, trimmed with sil- ver Cord. Pants from 1. October to 1. April of black Cloth, with blue stripe and silver Cord. From I. April to 1. Octo- ber, white. Hats and fatigue Cap of such description as is adopted by the Company. Belt of black patent leather with white Palmetto Ciasp. The commissioned Officers to wear silver Epaulettes distin- guished as in the United States Service. The Sergeants also to wear blue Epaulettes with silver fringe. The Orderly Sergeant to have four Chevrons on each arm, angle pointing upwards and a silver star in the angle. The se- cond Sergeant to have four chevrons, the third to have three, the fourth to have two, and the fifth, one chevron. KULE 4. Election of non-commissioned Officers. The Orderly, Sergeants, Secretary and Treasurer shall be elected by ballot, provided the Captain approves the Election. The Corporals and Clerk to be appointed by the Captain. BULE 5. Duty of the Captain. It shall be the duty of the Captain to preside at all meet- ings of the Company. He shall be invested with ample power to preserve order and decorum, and impose fines for the viola- tion of either, not exceeding five Dollars. He shall decide all points of order, which may occur, but any member may appeal from his decision, and if the appeal is sustained by two-thirds of the members present, it shall be reversed- If any member after being called to order disobeys, he shall be fined, and if he persists, he shall be expelled from the room for that meeting. The Captain shall be empowered to call extra meetings for any purpose he may think proper, and shall be obliged to call such meetings, when requested by ten members in writing ; to grant orders on the Treasurer for the lawful disposal of the funds ; to appoint all committees, unless especially resolved by a majority of the members present that they be elected by bal- lot ; to order finable drills at such times as he may desire, pro- vided they do not occur more than once a week. He shall be authorized, should he see fit, to order four extra parades in a year. In the absence of the Captain from the city, previous to his leaving, he must notify the first Lieutenant of his intentionj and the probable time of absence, the senior Oflicer of the Company shall have the same rights, and power which are allowed to the Captain under this system of Rules. ^ C Ci (y. RULE 6. Duty of the Lieutenants. It shall he the duty of the Lieutenants to aet as Vice-Pi*esi- aents, according to tbeir rank. In absence of the Officer in command it shall be the duty of the first Vice-President to take the chair. If there are no Vice-Presidents present, their |>kce shall be supplied by the subalterns according to rank. Ir> absence of all Officers, the niembers (a quorum of 15 mem- bers beisg p^resent) shall choose a President, and Vice Presi. dent pro tern , and proceed to b?2ssiness. Whoever - presides shall have the saneee power a» the Officer in command, when presiding. KULE 7. I>aty cyf the Orderly Sergeants It shall be the duty of the Orderly Sergeaot ta extend the orders of the comnjandiRg Officer as early its possible; to keep a correct list of the members j to atteneJ to the formation of the Company at all parades and drills ; to call the roll,- both be- fore awd afcer parades and drills, and to report all defaulters to the Captain or commaoding Officer within three clays after any parade or drill. EULE 8. Duty of the Sergeia?rt;T^ It shall be the du;ty of the Sergeants to keep ai correct list of the nvembers. In the absence of the Orderly, the senior Sergeant present , will take his place. RULE 9. Duty of the Corporals^ The Company shall be equally devided intc S^quads, each lender the charge of a Corporal, whose duty it shall be to dis- tribute to his squad the orders of the commanding Officer, as soon as received. In case of his inability to attend to this duty on account of sickness, or absence from the city, his du- *ies shall be devided among the other Corporals. Duty of the Secretary. There shall he a Secretary elected at the annual Meeting in April. It shall be his duty to attend all meetings of the Com- pany ; at each regular meeting to read the minutes of the pre- ceeding meetings and keep faithful records of the same. He shall keep a copy of the Rules in which he shall mark all alte- rations that may be made — which copy, together with the Mi- nute book of the Company, he shall bring with him to every meeting; notify applicants for nif^mbership of the result, and if elected, furnish them with a copy of the Rules, and the Order- ly Sergeant with their names, not more than fourty eight hours after their election ; inform any member of his expulsion with- in one week after the meeting ; fu:nish the Chairman of all Comniittees with the names of the members composing the same ; keep a correct roll of the Company, and a written copy of the constitution, in a book provided for that purpose, for the signature of members, and have the same at all meetings, and perform all other duties belonging to his ofTice. In r onsidera- tion of his services he shall be exempt from all annual contri- butions ; and for neglect of duty shall be fined as in Rule 35, RULP] 11. RULE 12. Duty of the Clerk. Tt shall be the duty of the Clerk to reeeive di orders from the commanding Officer, to write them out immediately, and to devide them among the Corporals for distribution among the membei*s. Further, when required by the Committee on Cha- rity, he shall suuimon two members according to the alphabe- tical list, to sit up with the sick member. Any member changing his residence, shall inform the Clerk thereof, and every one neglecting to do so, shall be liable to the same penalty as the Corporal would be for not extending the order. Every order not delivered by the Corporals, must be returned to the Officer in command J.%or neglect of any of the above duties the Clerk shall be li- able to the fines prescribed in ivule 35 ; for the faithful dis- charge of his duty he shall be exempt from annual arrears. RULE 13. Appointment of Committees. At the regular quarterly meeting in April, a Secretary, Trea- surer, and two Stewards shall be choosen and a Clerk appoin- ted to serve for one year. The following Committees also shall be appointed to serve for one year, — viz, a Finanz Committee, and a committee on Charity. Finiince Committee. The Finance Committee shall consist of three members whose duty it shall be, previous to each regular quarterly meeting j strictly to examine the books of the Secretary and Treasurer, note that all the proceedings of the Company have been kept with neatness and correctness ; examine the account of each member, and satisfy the Company, that each amount expended or received, is properly vouched for, and evidence of the same duly registered, and report to the Company at the meeting.- It shall have the privilege of examining the books of the Treasurer at any time, by giving notice to the Treasurer 24 hours previous. RULE 15. Committee on Charity. The Committee on Charity shall consist of five members and shall be appointed annually at the regular quarterly meeting in April — If any member of the Company is sick and wishes assistance he shall inform the above Committee, whose duty it shall be to visit him and to pay him, if entitled to assistance, according to Rule 22, three dollars per week. Should any member require aid for more than four weeks, it shall be the duty of this Committee to report the circumstances to the com- manding OflBcer, who shall determine what further course to pursue. For the above purpose a sum, not exceeding one hun- derd and fifty dollars, shall be kept in the Treasurer's hands, subejct to the Committees orders. Each order shall be signed by a majority of the Committee and shall not exceed the amount of three dollars. Should the invalid desire it, or should the Committee deem it necessary, that some one should sit up with him, they shall notify the Clerk thereof, tvho shall proceed as prescribed in Rule 12. RULE 16. Duty of Committee's. Any person desirous of becoming a member of this Company shall apply by letter [inclosing one dollar and stating his resi- dence] addressed to the ''Officers and members of the Palmet- to Riflemen'^ His letter sh ill be read before the Company at either drill, parade or meeting and unless three members object shali be acted on immediately. If two-thirds of the members present vote in favor of the Candidate, he ahall be elected.— Every newly elected member shall be allowed one month to equip himself, and his contributions shall commence from the time of his election. No one shall be considered a meniber before he has signed the H tiles. RULE 19. K.tpulsion. l)runkeness. The Company may by resolution expel any member, provi- ded three-fourths of those present, vote for the same. Drunk- eness in Uniform or under arnis, shall be punished ith expul- sion, and it shall be the duty of the Orderly Sergeant, to re- port to the Company any member guilty of such an offence, at the next meeting after the commission thereof, Mfhen the Company may excuse him or not, a majority of those present deciding. Any member who, one hour after dismissal, is found in any house of entertainment, or any other public resort in Uniform, shall be fined as prescribed in Rule 85. Every mem- ber who has a regard for the interest and honor of the Compa- ny shall report the olFender to the Orderly Sergeant, whose duty it shall be to give the accused immediate notice thereof, so that he may ofifer his excuse at the next meeting, RULE 20. Regular Meetings. The regular meetings of the Ccjjjpany shall be held on the first Thursday in April, July, October and January. The meeting in April shall be considered the anniversary meeting of the Company. The transaction of bussiness must be in the German Language, aud this latter rule can never be abandoned. liULE 21. Anniversary. The Anniversary of the Company shall be the third Mon- day in April, which shall be celebrated in the manner agreed upon at the meeting immediately preceeding. RULE 22. Non-payment of Arrears. Members not paying their arrears at the time specified in Rule 11 shall in cases of sickness or death, not be entitled to ussistance, and shall also be deprived of the right of advance^ ment to ofliice, nor be entitled to prizes at target practice or to vote at elections. RULE 23. Defective Uniform, The Officer in command shall have the power to prevent any Officer or Private from enterii g the ranks, who appears with soiled or imperfect Uniform ; those so appearing to be subject to the fines prescribed in Rule 35. An}' Member desirous of leaving the Company, must send jn his letter of aesignation at the quarterly meeting, which (if all his arreajs are paid) siiall be received as notice, he must however continue to serve for the time required b}' law (six months) and to pa}- the usual arrears for that time, but is, from the date of his letter, deprived of the right of voting. EULE 26. Neglect of duty of non commissioned Officers. Any non-commissioned Officer who shall neglect to attend four consecutive fineable drills and parades, (four in ail, he having been properly summoned) without a sufficient excuse, shall forfeit his warrant and after one weeks notice the Captain shall order an election to fill the vacancy. RULE 27. Debates and preservation of Order. The members of the Company, are most earnestly rcc^uested, to observe all due respect and courtesy, towards each other during the meetings, to avoid all unkind allusions, or personal remarks, which might possibly offend any one present. Absentees from drills, anniversar}-, extra- and funeral para- des, may offer their excuse to the commanding Officer at atiy time previous to the adjournment of the next quarterly meet- ing, after such default shall have been made* After which, those who have failed to offer excuses, or whose excuses are inadmissible, shall have the fine charged to their account, EULE 29. Muster Ground* The Military Hall shall be the Muster Ground for all para- des and drills, also the place for all meetings and elections. KULE 30. Hour of formation of the Company'. The Company shall be formed at the precise hour specified in the summons. Officers and members appearing on parade after that hour, shall be fined as hereinafter specified in Kule 85. RULE 3L Funerals* On the death of any member within the City, the command- ing Officer for the time being, shall order the Company to at- tend the funeral of the deceased, if agreeable to his friends — If the Company attend in Uniform, a detachement shall be furnished with ammunition to perform military honors at the grave. It shall be left to the dicision of the commanding Offi- cer, wether the Company shall attend in Uniform. Defaulters shall be fined as hereinafter mentioned in Rule 35. In case of death of any member leaving no relatives or will, it shall be the duty of the Company to see, that his estate is properly administered and that every effort is made to discover his relatives and to give them all necessary information RULE 33. Parades and Drills. The regular parades prescribed by law, shall take place on the third Monday of each month, and the Company shall drill at least twelve times during the year. Besides the Officer in command shall have the power to or- der the Company out, for parade or drill, whenever he shall deem necessary. Absentees from drills shall be fined as prescribed in rule 35. RULE 34 Hcnorary Memhei's. Any member resigning from the Company may be elected an honorary member by a vote of three fourths of the members present.
