Headquarters Army of the Soutb-west ers Army of the South-west, ) Little Rock, Ark., Aug. 1st, 18G2. j The encampment on the Arkansas river, near Crystal Hill> will be known as " Camp Crystal Hill." The following regu- lations are published for its government: I. REGIMENTAL REGULATIONS. I. II OURS OF SERVICE AND ROLL CALL. Reveille 5 a: m., (Roll call.) Drill Half hour thereafter, (Roll call.) Tattoo 8 p. m., (Roll call.) Taps P,V p. m. There will be a drill and recitation of cffhers each day, at such time as may be found most convenient. On Sundays there will be no drills — inspection will be at 8 a. m.; guard mounting immediately after. II. At Reveille and Tattoo, the men will be in ranks when the drum stops beating. A preparatory signal will be beaten five minutes before all other roll calls, at which the men will assemble in their company grounds. Ranks will be formed during the second beating of the drum; when it stops the com- panies will be called to attention, and those who fall in after this will be reported as " late." First Sergeants will commit their rolls to memory, call them promptly, and immediately report to a company officer, one of ichom must be present. Ser- geants will keep a correct list of all " lates" and absentees. III. At Surgeon's call, the sick in camp will assemble in their respective company grounds, and will be marched to the Hos- pital by a non-commissioned officer, one of w T hom will be de- tailed daily for this duty. None will present themselves for treatment, except in this manner, without special permission. The non-commissioned officer will take with him the company sick book, and return it to the First Sergeant, after the Surgeon has made the proper entries therein. IV. At the call for Guard Mounting, the several guard details w r ill assemble in their respective company grounds, and will be carefully inspected, and then marched to the general parade ground by the First Sergeants. Guards will be mounted strictly in accordance with the army regulations. V. The old guard, upon the second day after being relieved, will be the general fatigue party for that day. Its duties will be to cleanse, thoroughly, all the regimental encampment, except the company grounds, and to perform such other labor as may be necessary. A non-commissioned officer and three privates will be detailed daily, by the First Sergeant of each company, as com- pany police, and wall thoroughly cleanse their company ground immediately before guard mounting, and again before dress parade. This detail will be made from the list of .Mates," where there are any, or, if none, from the guard of the pre- ceding day. The commanding officer of each company will inspect his company-grounds immediately after the times above prescribed. At these inspections, the tents will be in perfect order, walls raised, knapsacks properly packed, and bedding neatly folded. The officer of the day will be held responsible for the proper performance of police and fatigue duty, and will report all iailures to the commanding officer. VI. At the signal for parade, each company will be formed on its own company-ground, under arms, and will be thoroughly inspected by its officers. When the music begins playin-Ve companies will be marched, in their proper order, to the Gene- ral Parade. All. Officers will be permitted to pass the chain of sentinel* at any time between reville and retreat; but this will not authorize them to absent themselves from any dutv whatever or to go beyond the sound of the drum, without a special per' mission. VIII. Non-commissioned officers and privates will be per- mitted to pass out of camp, by the Guard Tents, at any time between reveille and retreat; but those who shall absent them- selves from any duty whatever, or go beyond the sound of the drum or be guilty of any misconduct while absent, will, for the first offence, be severely punished; for the second offence they will, in addition, be wholly deprived of this liberty Non-commissioned officers and privates, wishing to absent themselves for a longer period, but not to exceed twel£ honTs must obtain written permission from the captain of thfi, com- pany, approved by the colonel of the regiment. Wi" be extin- XI. The officer of the day will visit the several companies immediately after each Roll-call, and receive the reports of the officers. He will take the names of all absentees, and enter them upon his report. The old and new officers of the day will report at regimental Headquarters daily, immediately after guard-mounting. XII. No gambling, profanity or drunkenness will be tolerated, and no games whatever will be allowed on Sunday. XIII. As the prime object of this encampment is the military instruction of the command, the strictest attention will be exacted of all officers and soldiers to drills, parades and guard duties. No excuse will be accepted for neglect in these par- ticulars. II. GENERAL REGULATIONS. I. Each brigade commander will detail one of the field offi- cers of the several regiments to he field officer of the day for the brigade. Such officer will report at the headquarters of the bri- gade commander immediately after guard mounting, for instruc- tions. He will be required to visit the encampments of the several regiments of the brigade; to look into and report their conditio^, police, discipline, etc.; to visit, inspect, and instruct the picket guards of the brigade, and to exercise general super- vision of the brigade encampment. He will make a report, in writing, to the brigade commander, at the expiration of his tour of duty. II. Each brigade commander will cause a picket guard to.be detailed each day, consisting of two lieutenants, two sergeants, three corporals, and thirty privates. This guard will be mounted at the same hour as the regimental guards, by the brigade adju- tant. It will be posted at such point in front, as the brigade commander shall designate, about one mile irom the encamp- ment. III. The commanding officer of the encampment will cause small cavalry pickets to be placed on all roads leading towards the east and north, and about ten miles from the encampment. IV. A general officer of the day will be detailed daily from the regimental commanders, and will have supervision of all the encampments and picket guards. He will report all irregu- larities to the commanding officer of the encampment, at the expiration of his tour. V. A provost marshal will be appointed by the commanding officer of the encampment, whose duty it will be to take charge of all prisoners who may be retained in custody more than twenty-four hours.
