 To the Presidents of the Bail Foads in the Confederate States, 
 
 With a view to economy, and to prevent the wear and tear of the rolling 
 stock as well as the roads themselves, it is suggested to the Presidents of 
 the Rail Roads in the Confederate States, that they establish an uniform 
 Schedule, fixing the running speed on their respective roads, at a rate not 
 to exceed fifteen miles an hour.
