[By Mr. Baldwin, from the Special Committee on the Currency.] j^ BILL To be entitled An Act to organize the Treasury Note Bureau. 1 Section 1. The Congress of the Confederate States of America 2 do enact, That another bureau shall be organized in the Treasury 3 Department, to be known as the Treasury Note Bureau, which 4 shall have charge of the engraving, printing, and preparing of a treasury notes and bonds, and of everything inf'dental thereto. 1 Sec 2. A chief of the said bureau shall be appointed by the 2 President, by and with the advice and consent of the Senate, 3 with the same salary as the other heads of bureaus in the said 4 department, whose duty it shall be to provide the materials 5 necessary for every i-sue of notes or bonds, and to cause the said 6 notes and bonds to be engraved, printed, and prepared for issue, 7 and to sup^rinten 1 and have in charge all- the clerks employ j^d in 8 and about the said bureau, under the direction and control of the 9 Secretary of the Treasury. 1 Sec. 3. The Secretary of the Treasury may appoint a chief 2 2 clerk of the said bureau to reside at Columbia during such time 3 as the engraving and printing may be conducted there, and 4 another chief clerk at Richmond, also two messengers and as 5 many clerks, male and female, as may be necessary to conduct 6 the business of the bureau. The chief clerk at Columbia shall 7 receive a salary of $2,500, and the other clerks and the mes- 8 sengers shall receive the same salaries as are provided by law 9 for the clerks of the same grade at Richmond. 1 Sec. 4. The Secretary of the Treasury shall establish regula- 2 tions for the government and management of the said bureau and 3 for securing such safeguards against counterfeit notes, bonds, 4 or coupons, as he may deem expedient. )ci%
