[By Mr. Garland.] JOIISTT EESOLUTIOISr Of the General Assemhly of the State of Arkansas suggesting certain amendments to the ad of Congress of Ftbiuary 17, 1864, entitled ** An Act to organize forces to serve during the -war." Whereas, The law of the Confederate Congress, of the 17th February, 1864, provides for the exemption of farmers and planters from military service, under certain restrictions? and regulations, Bome of which, under the instructions of the Commissioner, are ex- tremely onerous and detrimental, both to the Government and farmers, particularly, restricting them from the sale, barter or exchange of their articles of produce, or any portion thereof, under any circum- stances, to any persons other than soldiers'" families, thereby prevent- ing them from procuring the absolutely neceasiry articles to carry on their respective farms or plantations, such as salt, iron, and other indispensnble articles, which it is now impossible to procure in the present depreciation of the currency, except by barter and exchange : therefore. Be it resolved by the General Assembly of the S(nt( of Arkansas, That our Senators in the Confederate Congress be instructed, and our Rep- resentatives be requested, to use their best exertions to amend yaid act, 60 as to enable the detailed farmers and pbintors to usd so much of thoir products, by sale, barter or exchange, as may be necessary to procure for their several farms or plantations the necessary quan- tity of salt, iron, &c., under such limitations and n-strictionsas they ihall deem proper and right, to secure to tlic Government and sol- diers' fiuiilies the gre;itest amount of agricultural products.
