Be it enacted hy the Senate and House of Representatives of ths Suspension of State of Louisiana, in General Assemhly convened; That all laws actions for providing for the prescription of actions of debt and damages, and debts, &c. |-Qj. |-]jg prescription of mortgages and privileges to secure the payment of sums of money, and the faithful performance of all fiduciaries and trusts, shall be suspended until one year after the ratification of a treaty of peace between the Confederate States and the United States. Cucnmings, of the Parish of Bossier, Thomas Hunter, mittee, &c. ,,f the Pavieh of Natchitoches, Jasper Gibbs, of the Parish of, Bienville, J. D. Stranther, of the Parish of Winn. William T. Scott, of Harrison County, Texas, and Lawrence Lanpred of the Parish of Rapidos, a Committee appointed by a Convention of Delegates held at Shreveport, on the 22nd of November, from said Parishes, and County styled " Executive Committee," charged with the exe- cution of such works, on the banks and in the Channel of said river, as they may deem adequate to the defense of the same, be and they are hereby authorized and empowered to use such force, and expend such sums of money as may be placed at their disposal by the Police Juries of said Parishes and County, or the States, and the said Committee are authorized to select the points on said River, Powers of and to determine the character of the works to be erected. Be it further enacted^ ^-c, That said Committee shall keep an accurate account of all their receipts and disbursements, and lay the same for all sums received from the State, before the Gen« eral Assembly, and for all sums received from the Parishes, before the parochial authorities thereof, and from the Counties in Texas, before their County Courts; and each of the members of the said Executive Committee, shall be entitled to receive as full compensa- tion for his services, while actually employed, five dollars per day, to be retained out of the fund to be placed at their disposal by said authority. Sec 1 Be it enacted hy the Senate and House of Representatives of the Power given State of Louisiana, in General Assemhly convened; That the Governor to ih« Gover- of jjjg State be, and he is hereby authorized to press into the serv- !mo the public ^^^ ^^ ^^^^ State, for the purpose of constructing fortiScations and service ue- Other works for the public defences, not exceeding at any one time groes, &c., for one half of all the able bodied male slaves from eighteen to fifty certain pur- years of age, belonging to any one person or perpons, or under the poses. charge of any person or persons within the State of Louisiana, to- gether with such utensils and other movables, deemed necessary to work such slaves pro rata ; and the slaves so pressed, shall be vai' ued by sworn appraisers, to be named one by the oflScer charged to make the press, and another by the owner or persona having charge ot such slaves ; and in case of disagreement, the two appraisers to choose an umpire ; and in case of neglect or refusal of the own- er or person having charge of such slaves, then and in that case both appraisers are to be named by the oflBcers, and the utensils and movables are to be appraised in like manner. Be it further enacted, Sj-c, That each private and non-com- missioned officer enlisting in the State service as above provided, shall receive a bounty of Fifty Dollars to be paid at the time of enlistment, and eighty acres of Land not otherwise appropriated ivithin the State of Louisiana at the close of the war, aiad in^thc event the volunteer shall die or bo killed while in the service, hiy heirs shall be entitled to the same. Sec 10. Be it further enacted, S^-c., That the Governor be and he is hereby authorized to receive and muster into the State service any portion of the above enlistment not less than a company. Sec 1L Be it farther enacted, ^-c, That the Governor may estab- lish Camps of Instruction at such places as he may dceiTi necessary in the State, and may appoint one diacreet officer at each Camp of Instruction, who shall be vers(;d in the drill of the Confederate States, whose duty it shall be to receive and muster the men into service, and immediately transmit one of the muster rolls to the Governor, and drill them while in camp. He shall rank as Captain, and shall be dismissed from the camp at the option of the Goi^ernor, or when his duties are at an end. Sec 12. Be it further enacted, ^-c, That nothing in this Act shall be construed so as to prevent the Governor from calling out imme- diately for the public service, all persons subject to military- duty ; Provided that whenever tlie militia, or any part thereof, shall be called for, they shall have the privilege of immediately volunteer- ing, and shall be entitled to receive the bounty provided hy the 9th sect'on of this Act. Skc. 10. Beit further enacted, 4-c., That the commissioned officers of each company shall be, one Captain, one first Lieutenant, one 2d Lieutenant and one Junior 2d Lieutenant. The commissioned officers shall be elected by the men, and the non-commissioned offi- cers shall be appointed by their respective Captains. The non- commissioned ofiiGers shall be five Sergeants and four Corporals. Sec. 11. Beit further enacted, Sfc, That the elections and returns thereof shall be made according to rules to be established by the Military Board ; but before said rules are established, the men may choose their own officers in any manner by which their choice may be fairly manifested, and the returns of such choice or elec- tion shall be immediately forwarded to the Adjutant General, who shall forthwith issue the necessary commissions. Be it further enacted, Sj-c., That the Quarter Masters and all other officers to nvhom it may be necessary that money should be entrusted, shall be required to give such bond and security for the faithful performance of their duties as may be required by the Governor. Be it further enacted, Sfc, That the Military Board may at any time form one or more companies of artillery or cavalry by the consolidation or detachment of infantry companies, the organ- ization of which shall be the samej as that provided by the laws of Artillery and Cavalry of the Confederate States, the com- missioned officers of which shall be appointed by the Governor. Sec. 14. Beit further enacted, Sfc, That the Governor of the State, ■when in the field, shall assign the several Brigadiers General to duty, and in case of his absence from the field that duty shall de- volve upon the Major General. Be it further enacted, ^x., That whenever in the judg- ment of the Commander-in-Chief it shall become necessary to form Battalions, Regiments or Brigades, it shall be their duty to consoli- date the companies for that purpose, taking care to keep together as far as practicable, companies from the same and adjoining par- ishes, and such organizations shall be made iu the same manner as provided by the laws of the Confederate States, except that the Quartermasters shall act as Commissaries and Paymasters. Be it further enacted, t^-c, That the Governor is heveby authorized to call out the militia of the State, or any portion there- of as he may deem necessary and proper, for a time not to exceed six months, or for as much longer as may be necessary, and if he should call for less than the whole number liable to do militia duty in any parish, that the number required shall be raised from the whole number liable by draft of companies ; provided, that troops raised under the provisions of this Act shall not be transferred to the Confederate States. That any person subject to military duty under the provisions of this Act, who shall fail to re- port within ten days after public notice, given by the Enrolling of- ficer, within the limits of wliose beat or jurisdiction he may then find himself, shall be held as a deserter, and by a Court Martial to be ordered by the General commanding the District, shall be tried and punished, if found guilty, according to the articles of war pro- vided for by the Government of the Aamy of the Confederate States. That the act entitled " An Act to reorganize the Militia, approved January 23d, 18G2, and all other Militia Laws of this State, approved previous to the meeting of tlie General Assembly, at its present session, are hereby re-* pealed.
