This Association shall be called the State Educational Association of North Carolina. Art. II. The objects of this Association shall be, to promote the mutual improvement of its members, and to advance the education- al and literary inter* sti tate. Art. III. The- officers of this Association shall consist of a Pres- ident, six vice Presidents, a cprrespondi] iry*, and a Record- ing Secretary, to be elected ai the ri rular annual n nd to serve for one year, or until their sugce sors be chosen. Art. iv. The recording Secretary shall keep a faithful record of the Constitution, By Laws, and proceeding of the Association : he shall preserve such papers as may be committed to his care, and he shall superintend the publication of such documents as the Associa- tion may designate. Sec. 4. And be itfurther > n '■'■ 7 , Th ii it shall be the duty of the superintendent of cqrnm ds for the State, to notify the chair* men of the boards of superintendents of conn , ' 3 and the ex- amining committees, and the president and directors of the literary fund, at least fifteen days in advance of the time and place of each annual meeting of the association, to make an annual address before it sotting forth the condition, wants and prospects of the common school system, to aid in directing its deliberations and action to use- ful purpo.< ctcd with the cam . nd to exert himself to prcvont^tfj litical bias in it - pr iceedim . Sec. C. Beit fur flier enacts 1, That said a relation shall have] lished ui . periodical to be called "The North Carolina Journal of Education," to be conducted by such per- sons, reel 00 such terms as it or its authorized committees may see fit ; and the first named of the board of editors shall be the superin- tendent of common schools for the State, whe shall publish in said journal such of his official decisions as he may deem of general inter- est ; his animal letters of instructions to committees of examination — extracts from his annual report to the Governor — such suggestions as he may deem important, with explanations of the duties of his subordinate officers; and once in every two years, a digest with in- dex and notes of all the laws in force in regard io common schools. Sec. 7. And be it further enacted, That it shall be the duty of the president and directors of the literary fund fc iation^ through its executive committee, the sum of six hundred dollars per annum for four years, beginning with the year 1859, and ending with the year 186.2; Provided, Such appropriation can be made from the literary fund without diminishing the usual distribution for common school purposes, or injuriously interfering with the usual operations of the literary board, or of the common school system ; And provi- ded, also, That the books, accounts and operations of the association are open to the inspection of the Governor of the State ; And this charter may be declared null and void whenever by the proper legal. process, in the authorized tribunal, it shall be proved to have be- come a political, sectional or sectarian society, or to be engaged as a society in propagating doctrines inconsistent with the peace and safety of the State. Sec. 8. And be itjurther enacted, That the president and directors' of the literary fund shall annually appropriate to said society one hundred dollars, to be paid under the direction of the executive com- mittee, in premiums of not more than thirty dollars,nor less than fif- teen each, to common school teachers for essays on such subjects as the association or its authorized committee shall select. Sec. 9. Be it further enacted. That this act shall be in force from and after its ratification. [Ratified the 23rd day of February, 1861. K* J
