Upon their report the Conscript Bureau will act, and will grant Buch as appear to be proper and called for, and will refer the remainder to this office for its approval or other action. In these cases, the Quartermaster making the application will adopt such form as the Conscript Officer may pre- scribe, or, if none such be prescribed, will adopt a form similar to that set forth in section 1, taking care, in either case, to accompany the same with such a certificate as will show the necessity for the detail, the time for which it is required, and that diligent efibrt has been made to obtain the services of a person not liable to military duty in the field. 8. Circular No. 26, from the Conscript Bureau, which directs that no furlough shall be allowed to parties pending their applications for a detail, but that they shall be forwarded immediately to Camps of Instruction, has been modified. Quartermasters will note that, by Circular No. 29 from the same Bureau, District Enrolling Officers have been empowered to grant furloughs not exceeding sixty days to parties while their applications are pending, and they will therefore, in cases that may require it, address themselves to such officers. 9. The attention of officers of this Department is specially called to the contents of Circular No. 8, from the Bureau of Conscription, containing general regulations on the subject of details, together with a copy of the act of Congress passed February 17th, 1864, and of General Order No. 26, Adju- tant and Inspector General's Office, governing the same matter. 10. Officers of this Department will be careful to apply for details only when they are absolutely necessary ; and will return the men to their com- mands, or to Camps of Instruction, as soon as their services can be dispensed with, and without delay when they prove inefficient. A report will be made quarterly to this office in form following, containing a list of all the detailed men in the employ of each officer. They will be classified according to occu- pation — as Clerks, Shoemakers, Tailors, Tanners, Laborers, Ac. ; and each class for the convenience of reference, will be arranged in alphabetical order. Detailed men in the service of Contractors will be included in this report, the name of the Contractor being noted.
