 To prevent trading with the enemy. 
 
 1 Ski^tion 1 . The Congress of the Confederate States of A7)ierica d» 
 
 2 enactf That no person resident in, or citizen of, the Confederate 
 
 3 States, shall trade or have commercial intercourse witli citizens 
 
 4 of, or residents in, the I'nited States, except in articles exclusively 
 
 5 for the use of the Government of the Confederate States or a 
 
 6 State thereof, under orders from the proper authority. 
 
 1 Sf.c. 2. No person shall bring into the Confederate States any 
 
 2 goods, wares or merchandize, produced in, or brought from, the 
 
 3 United States, or from any point within the enemy's lines, other 
 
 4 thiin such property as belonged to such person before the war, 
 A or the occupation of such point by the enemy, or such property 
 6 as has been captured from the enemy. 
 
 1 Sec. 3. Goods, wares and merchandize, in the foregoing sec- 
 
 2 tion, do not include corn, hay, wheat, meal, flour, hogs, horses,
