In 1888 the missionary field of Orange Presbytery was a bout twice as large as the entire Missionary territory of the other four Presbyteries in the Synod of North Carolina. Much good work w as done by this Mother Presbytery; and the earnest explorations disclosed many inviting open doors for larger needed work in saving immortal sonls. Oppressed by the unequal burden, at its session in Rocky Mount in October, 1888, Orauge Presbytery sent a ''Memorial/,' to the Synod pleading for relief, and sug- gesting several possible methods. conv kxtiox. (\. and adopted a Recom- mendation to Synod, proposing* the organization of a new Presbytery of the eastern portion of Orange. After- considerable debate over this paper in the succeeding meetings of the Pres- byteries, the Committee's Recommen- dations were slightly changed, and then presented to the Svnod at its session n Charlotte, N. Synod then took the following action: 1.— That the portion of Orange Pres- bytery lyjncr enst of the Western bound- ary* of Granville and of Wake eonnties, be erected into a new Presbytery, to he ealled the Presbytery of and that Synod pledge to said Preshv- terv the ti ne of one Evangelist for six months in each year for five years, and $500 a year for its General Home Mis- sion work for the same period, 2. — That Golflsboro he transferred from Wilmington Presbytery, ami that portion of ('raven count \ south of Trent River be transferred to Wilming- ton so that the Southern boundary of the new Presbyter* shall he as follows: Along the Southern hoiibdarv of Wake and of .Johnston counties to the Nense river; thence along the Nense to the Northern boundary of Jones county; t hence along t he Northern l»onndar\ of Jones county to Trent River; tin-nee 6 alone; the Trent to the Neuse, and along the Neuse, to the Ocean. Fowle, was appointed by Synod to formulate and recommend the order of procedure in constituting the new Presbvterv, and they presented the following paper, Which was adopted. 1— That the new Presbytery be called the Presbytery of Albemarle, composed of the following ministers: viz; Robt, Burweil, D. 13.; George W, Fer- rili; .]. M. Atkinson, D. D; L. C. Vass, D. D; J. S; Warkins, D. D; J. N. H. Summer- ell; S. H. Isler; Alexander Sprunt; Can- Moore, R; P. Pell; J. B. Swann; J. C. McMullen and W. D. Morton— 13. And comprising the following churches: Oakland, Raleigh First Church, Raleigh Second Church, Louisburg, Henderson, Oxford, Geneva, Oak Hill, Shiloh. Grassy Creek, Nut Bush. Warrenton, Tarboro, Nahalah, Rocky Mount, Wilson, New- hern, La Grange, Littleton. Washing- ton, Goldsboro, and Cann Memorial— 22. 2— That this Presbytery he directed to hold its first meeting in Goldsboro, N. 0. on Wednesday, November 20l h, 1889, at 7.30 p. m., and that Rev. Dr. Atkinson, with Dr. Vass as alternate, preach the opening sermon, and act as Moderator until a Moderator be chosen. BOUNDARY. The boundary lines of the Albemarle Presbytery are as follows: On the North: The State line from the Atlantic Ocean to the Western border of Granville county. On the West: The Western bounda- ries of Granville and Wake counties. On the South: The Southern border of Wake county, and along the South- ern and Eastern borders of Johnston county to the Neuse River, and thence along t lie Neuse River, through Wayne and Lenoir counties, to the Northern boundary of Jones county, and that Northern border to the Trent Elver, 8 theme along the Trent River to the Nense river, and along the N^use to the ( )cea n . On the East: The Atlantic Ocean. COUNTIES. Greene, Hali tax, Hertford, Hvde, Johnston. Lenoir. Martin, Nash, Northampton. Pamlico. Pasquotank Perquimans, Pitt, Tyrrell, Vance, Wake, Warren, Washington. Wayne, and Wilson. At the Constitution of Albemarle Presbytery, there was no Presbx terian organization in any of the following seventeen, of the counties above named, viz: tfertie. Camden, Chowan, Currituck, Dare, Fra lklin*, Gates, Greene; Hert- ford, Hyde, Martin, Northampton, Pam- lico, Perquimans, Pitt, Tyrrell, and Washington. * Loutohurg is in FranKlin County, out the church ex- isted only in name. Government and Standing Orders. RULE 1. The Rules of Parliamentary Order, adopted by our General Assembly, are herebv adopted as Standing Rules for the government of this Presbytery. RULE 2. A two-thirds vote of all members pres- ent, shall be required to suspend, a mend, or abolish a Standing Rule. RULE. At the Stated Meetings of the Presby- tery, each day's session shall be opened with iifteen minutes Devotional Kxer- cises, except on days when public wor- ship has been appointed, then all but the opening prayer may be omitted. RI LE 4. Whenever a Minister of this Presbytery is removed by death, a committee snail 44 be appointed to prepare a sketch of his life and character, which shall, after ap- proval, be recorded in a book of Bio- graphical Sketches, kept for that pur- pose by the Historian. RULE 5 Commissioners to the General Assem- bly shall be nominated at least one day before their election. And in obedience to the General Assembly, Presbytery en- joins upon its Commissioners to remain in attendance upon the sessions of the body, till its final adjournment. rule 6. The Naratives sent by the churches to the Spring* Meetings of the Presbytery, shall be carefully examined bv the Com- mittee on the Narative, who shall en- dorse upon them their criticisms, and the Naratives and th< j Criticisms shall be read in open Session, and if Presbyter} 7 approve the endorsements, they shall be returned to thechur-hes. that the criti- cisms may be read to the respective con- gregations. 45 SECTION 11. PRE SB YTERIA L OFFICERS. Moderator. RULE 7. In choosing a Moderator, the persons to be vot"d for shall first he nominated. After the nominations are all made, the Roll is to be called by the Stated Clerk, and no person is to be voted for unless he has been previously nominated. A plurality of the votes shall decide the election. rule 8. At each stated meeting, the Moderator shall call on all ministers absent from the previous meetings^ to state their reasons for non-attendance. The rea- sons assigned shall be deemed satisfac- tory, unless a motion be made to the contrary. Churches not represented at t>e previ- ous meeting, shall also be called upon to answer if the appointees rendered satis- factory reasons to their session for ab- sence. 4(5 The Moderator's call shall be contin- ued in each case, from meeting' to meet- ing-, until reply he made. PERMANENT OFFICERS. RULE 9. The Permanent Officers of the Presby- tery shall be a Stated Clerk and a Treas- urer, who shall be elected at the Spring- Meeting, and hold office for three years. Stated Clerk. RULE 10. The Stated Clerk shall keep a full and fair record of the proceedings of Presby- tery, and submit the same annually to the Synod for review. rule 11. He shall forward to the Stated Clerk of the deneral Assembly, and to the Stated Clerk of the Synod, such reports as are required by the same, and or- dered bv Presbytery, at least 10 days, if possible, before the stated meetings of Assembly and Synod. 47 RULE 12. At leant one week previous to eaeii Stated Meeting of Presbytery, he shall send toeach Minister and Church Session n i-opv of the Docket of Business, pre- pared according to the Form herein pre scribed. rule 18. The Stated Clerk shall keep constantly on hand a supply of all such blanks as may he necessary to make Sessional Reports to the Presbytery and Presby- terial Reports to the General Assembly. He shall send to each Church Session t he necessa ry printed blanks for all Re- ports required from them, at least three weeks before the meeting of Presbytery. On these blanks, he shall indicate the amounts expected from each church for those causes that ha ve been apportioned, and a No the Presbytenal Assessment. RULE 14. He shall cause the Minutes of each meeting of the Presbytery to be pub- lished, with such exceptions as a ma- 48 jorit-3 of tht; Presbytery may direct, as soon as practicable, after the adjourn- ment. When the Minutes are printed in pamphlet form, he shall send a copy of the same to each Minister in the Pres- bytery, to the Ruling Elders, to the ". reasurer and to the " Presbyterial His- torical Society" for preservation-, RULE 15. He shall prepare a list of all injunc- tions laid upon Ministers, Sessions and Churches, and inform the parties of the same, and the Roll shall be called at the next Stated Meeting of the Presbytery, to ascertain whether the injunctions have been obeyed. Any Minister, Session, or Church not obedient, or neglecting to lespond, shall give satisfactory reason, or be liable to censure. RULE 16. He shall publish a notice of the time and place of the next Stated Meeting of Presbytery, four weeks before the time 40 of meeting, and he shall have charge o* the business of making arrangements with the various transportation com- panies ,for reduced rates *"o all who at- tend the meeting of the Presbytery. RULE 17. He shall report the failure to comply with the Standing Rules of the Presby- tery, of any who are subject thereto. rule 18. It shall be the duty of the Stated Clerk to endorse the action of the Pres- bytery on all papers sent to it, and re- turn them to the proper persons. rule 19. He phall keep on hand a suitable num- ber o 4 copies of the Manual of Presby- tery. rule 20. His salary shnll be fifty ($50.00) dol- lars per annum, payable semi-annually [April 15th and October 15th] and in addition his necessary expenses incurred iu obeying the injunctions of Presbytery 50 RULE 21. The Treasurer shall receive and acknowledge all assessments of the Churches for the Presbyterial Fund, also all ronfri but ions to the benevolent schemes ofcthe church; and he shall for- ward the latter to the proper Commit- tees, unless otherwise directed by Pres- bytery, not later than the 28th day of each month. RULE 22. The Presbytery shall raise annually by assessment on t he churches, a u Pres- byteriHi Fund." From this Fund the Treasurer shall pay : (1.) This Presbytery's annual assess- ment for the Contingent Fund of ^he General Assembly, $10.00 (2.) Quota of the Presbytery to the Contingent Fund of the Synod. $25.00 (&.) Also for whatever other purposes the Presbytery may order. RULE 23. The Treasurer shall write to each de- linquent church, and inform it o F the amount of its debt, and request early payment. rule 24. At each Spring Meeting, he shall give a complete list of nil the churches, which have paid their Presbyterial Assess- ment, also those w ho have failed to do so, and another list of those who have failed to menl the Presbyterial appor- 52 tionments for the different benevolent causes of the church. rule 25. He shall present his books and vouchers for examination at each Sprine; Meeting of Presbytery, by an Auditing- Committee, and a report of the state of the Treasury at every Stated meeting of the Presbytery. rule 26. His shall be twenty-five ($25.00) dol- lars per annum. SECTION HI. PRESBYTERIAL AGENTS, COMMITTEES AND TRUSTEES. I. Presbjteiial Agents. RULE 27. This Presbytery will conduct the in, terests of Education, Home Missions- Foreign Missions, Sabbath Schools, Pub< ligation and Col portage, Bible Cause- Sabbath Observance, Colored Evangel- istic Work, Manses and Orphans' Home, by Agents, who shall be Correspond- ng Members of the Assembly's Com- 53 ni it tees on their respective causes; and they shall make their reports in writing to the Presbytery — the first, second, fourth, sixth, seventh in the Spring; the third, fifth, eighth, ninth and tenth in Fall. RULE 28- These Agents shall endeavor by cor- respondence with the churches, and in other ways, to awaken deeper interest in the causes committed to their charge. rule 29. These various agents are authorized to draw upon the Treasurer, for an amount sufficient to pay their necessary expenses. RULE 80. The Presbyterial Agents and Trustees and the Examining Committees (except the Committee to examine on Experi- mental religion), shall be elected at the Fall Meeting of Presbytery, to serve three years. 54 1. Agent of Education. RULE 31. This Presbytery will conduct the cause of Education bv an Agent, who shall act under the General Assembly's plan, and in concert with the Assem- bly's Committee. RULE 32. The Assent shall be charged with the overflight of all unlicensed candidates under the care of the Presbytery. He shall keep himself informed of their de- portment, diligence and progress, re- ligious as well as literary— by corres- pondence with the Professors of the School. College, or Seminary; and by judicious inquiry of Ministers. Elders; or other suitable persons, endeavor to as- certain their profitableness for the Min- istry, while engaged in teaching, Mis- sion work. Colportage, or such like oc- cupations, during their intervals of liter- cry study. He is required also to recommend the continuance of every candidate, who is 55 a beneficiary, as such, or not, according to his judgment. He shall report an- nually, at the Spring- Meeting, in full, of all this matter of their superintendence, and at the Fall Meeting, shall furnish Presbytery with any needful informa- tion. RULE 38. All applications for aid by candidates under the care of the Agent of Education, who shall have power to decide the mat- ter in the interim of Presbytery. 2. Agent of Home Missions. RULE 34. This Agent shall have under his charge: 1. Sustentation proper, or Home Mis- sion . 2. The Relief of Disabled Ministers, and Families of deceased Ministers. 3. Church Extension and Erection. 4. The nomination of Supplies fo va- cant churches, in the proportion of two Sabbaths between the Stated Meetings oi Presbytery, from Ministers and Lieen- 56 tiates, giving their whole time to one charge, and one Sabbath each from such «is serve two or more churches. 5. Evangelistic Work. 6. The stimulating- every Church and Mission Station to systematic and libe- ral contributions to these several causes. rule 35. All vacant Churches or Missionary fields, and unoccupied Ministers and Licentiates, belonging to this Presby- tery, shall promptly report to the Agent, who shall use his utmost endeavors to secure supplies or pastors for the former, and remunerative and useful employ- ment for the latter; and in the interior of Presbytery's meetings, the Agent may sanction arrangements "pro tem- pore." rule 36. The Agent shall keep a record of the business transacted by him as the Agent of the Presbytery, and shall submit this record to the Presbytery at the regular Spring meetings of Presbytery. 57 RULE 37 He shall receive twenty-five ($25.00) dollars per annum, from the Presbyterial Fund for his services, and all necessary expenses in addition thereto. RULE 38. At each Spring Meeting of the Presby- tery, a public meeting shall be held in the interests of Home Missions, and a collection taken up in its behalf. 3. Agent of Sabbath Softools. RULE 39. It shall be the duty of the Agent of Sabbath Schools of this Presbytery, to arrange for the holding of a Sabbath School Teachers' Institute, at least once a year, to which each Sabbath School shall appoint at least one Delegate, and all Ministers, Elders, and Sabbath School Teachers, who will attend, shall also be recognized as Delegates. RULE 40. It shall be the duty of the session of each church in the Presbvtery, to organ- f)S ize and maintain at least one Mission Sabbath School within its hounds, if practicable. 4. A gout of Foreign Missions. RULE 41 . It shall l>e the dutv of the Agent of Foreign Missions to se-ure by corres- pondence or otherwise, a contribution from every church in the Presbytery, and to stimulate the churches to organ- ized and systematic efforts to increase their gifts to this important cause. rule 42. He shall plan annually a systematic visitation to all the churches wi+bin the bounds of the Presbytery, by the breth- ren of the Presbytery in the interests of Foreign Missions. rule 43. He shall faithfully report to Presbv- tery once a year, the contributions of the churches to Foreign Missions, and the methods and agencies by which the churches raise their contributions to this cause. RULE 44. He shall arrange for a popular meet- ing in r he interest of this cause at the Fall meeting of Presbytery, when a col- lection shall also I e taken up. 5. Agent of Colportage. RULE 45. To the Agent of Colportage or Publi- cation shall be referred all applications for Sunday School supplies and church Literature. He shall by all available means emphasize the importance of this cause in church aggressiveness, and seek to stimulate the interest of the people in it, commensurate with its importance. rule 40. He shall have control of all colport- age work, the oversight and control of all Presbyterial Colporteurs, and to him they shall render their reports. rule 47. He shall ha ve general oversight of the claims and interests of The North Caro- lina Presbyterian, and shall use all dil- igence for its circulation, 60 6. Agent of Colored Evangelization. RULE 48. The Agent o! Colored Evangelization shall act in correspondence with the As- sembly's Committee, in the transaction of the business relating to this work. ri le 49. He shall endea vor to stimulate inter- est among- the churches in this cause with special reference to the establish- ment of Colored Sabbath Schools, the preaching of the Gospel whenever op- portunity offers, and also to the collec- tion of funds for the whole work under- taken by our Assembly in this cause. RULE 50. He shall endeavor with the aid of the Presbyterv, to discover young colored men who may be considered suitable candidates for Tuskaboosa Institute, and to put them in correspondence with the Assemblv's Agent, RULE 51. He shall make a report at the Fall meeting of Presbytery, covering the needs of the work, the opp >rtunities for work, ami the work already <1 > le. Agent for Orphans' Home. RULE 52. It shall he the duty of the Agent for the Orphans' Home to correspond with the Superintendent of the Orphans' Home, ascertain its condition and wants, and report to each Fall meeting of Presbytery. To disseminate among the churches by circulars, personal ad- dress or other w'se information concern- ing the Home. RULE 53. To secure the appointment of Agents or Committees in each congregation, whose duty it shall bs to secure contri- butions in money or material for the Home, and to correspond and advise with the several pastors, sessions and congregational com nut-tees. RULE 54. It shall be the duty of the Agents of the remaining causes to be dilligent in endeavoring to arouse and to maintain (J2 an interest in these objects, in whatever manner may commend itself to their judgment, and to report to Presbytery annually what has been attempted, and what has been accomplished. II. TRUSTEES 1. Of Presbytery. RULE 55. Presbytery shall elect a 'Board of Trustees of Albemarle Presbytery," which Board shall be composed of three persons, who shall be officers of the Presbyterian church in good and regular standing*. They shall hold *in trust for the Presbytery all property in church lots, buildings. &c, not otherwise se- cured, and all legacies which may be devised, and all property otherwise given to the Presbyterv in behalf of charitable and other objects under its control. rule 56. This Presbytery shall also elect th° number of Trustees to Davidson College, tu which it is entitled. 63 RULE y i . These Trustees shall report at each Kail meeting of Presbytery, touching the interests; committed to their keeping, ill. COMMITTEES. 7. Assessments and Apportionments. RULE 58. The Staled Clerk, Treasurer and Agent of Home Missions, shall be a "Permanent Committee on Assessments and Apportionments." It shall be their duty to examine from time to time the schedule of Apportionments, and As- sessments to th Presbyterial Fund, to recommend increase or reduction, to fix amounts on new churches, subject al- ways to the approval of Presbytery. 2. Examining Committees. RULE 59. 1. There Shall be five Committees on the Examination of candidates. The first shall be filled by the Moderator of t he current session. The whole Presby- tery shall be distributed upon the other four 'Co remittees, and when Presbytery 64 is in session, and there are candidates to he examinee], the Moderator shall, for the time being-, fill all vacancies, and shall appoint at least one Ruling Elder upon each Committee. 2. To prepare a narrative for the General Assembly from the written' re- ports of the churches. 3. To examine and report -'oil the Re- ports of the Sessions on Sessional Duties. 4. fq prepare a Report f >r the Gene- ra] Assembly, and to examine and re port on the Reports of Sessions on Sys- tematic Beneficence: (a) noting the omission of any collection ordered by the General Assembly, (b) Examming reasons, assigned for the omission, and recommending judgment thereon, ap- proving or disapproving; and the judg- -,L M , meuts, when adopted by the Presbytery, shall be endorsed by thecomtnittee upon the Reports, and returned to the re- spective churches. • 5. Evangelistic Labor. RULE 62. The Evangelist's attention shall be given first to any meant churches in his field, and then to new and inviting points in destitute parts. It is recommended that such Evangelists (a) hold at least once a year protract- ed servicesatat his various preach uig places, and especially and more frequently, at the more promising* points. (b) That he organize weekly Prayer meetings and Sabbath Schools wherever practicable. (c) That he aequaing himself thor- oughly with the condition and needs of his field, with the persons and families therein; and by his so- cial and Christian intelligence, by the distribution of Bibles and re- ligious books and tracts, by the cir 'illation of church p ipers and proper doctrinal literature, and by any other judicious means within G9 his reach, to endeavor to dissemi- nate the knowledge and spread the influence of Scriptural Religion and the Gospel of our Lord Jesus Christ. (d.) And he shall make a full report in writing of his labors, and the prospects of doing good in his field, to the Presbytery at each Spring Meeting, and a verbal re- port, covering the same ground, at the fall meeting Kt'LE 63. Where ever possible, and especially when laboring by direction of the Agent of Home Missions, in any vacant field, he shall take up a collection for the Home Mission cause, and turn over all such collections to the treasurer of Pi esby tery . rule 64. Any Mission Church served by an Evangelist, persistently refusing or neg- lecting to contribute to the Home Mis- sion cause, shall forfeit all claim to the 70 special benefits which this plan is de- signed to secure. kule 65. Any vacancy occurring- in the Evan- gelist's office between the meetings of Presbytery, may be temporarily filled bv the Agent of Home Missions SECTION V. Pastors unci Stated Supplies. RULE 66. Presbytery will not constitute the Pas- toral relation, or that of Stated Supply, in anv of its churches in arrears for min- isterial services already rendered, unless satisfactory reasons are given. RULE 67. Ministers and churhes have no right t*> change the conditions of a ('all or Supply, approved of Presbytery, with- out Presbytery's permission, and no such alteration will be recognized by Presbytery. ftllLE 68. This Presbytery asserts and maintains 71 its authority over the anomalous rela- tion of Stated Supply. It can be formed only by consent of the Presbytery, and it can be continued only by a new ap- plication to the Presby tery at the Spring' Meeting, or in the interim, it may be formed or continued by the Agent of Home Missions, subject to the endorse- ment of Presbytery. The relation of Stated Supply shall, in all cases, termi- nate on the 31st of March each year. SECTION VI. Licentiates. RULE 69. When a candidate for the Ministry is licensed to preach the Gospel, the Pres- bytery shall present him with a copy of the Holy Scriptures, and the Stated Clerk shall endorse the fact therein. RULES 70. All Licentiates under the care of Pres- bytery, shall be assigned suitable fields of labor, and they are required to be 12 present at least once a year, and to give an account of their work. If a Licentiate is necessarily absent from a Stated Meeting, he shall send his reason therefor, and a written report of the manner in which he has been occu- pied. Bn» if he absent himself without report or excuse for two years from the meetings of Presbytery, his license shall be recalled. SECTION VII. Candidates. RULE 71. Candidates for the Ministry, applying to be taken under the care of the Pres- bytery, (except those presenting a cer- tificate of dismission from another Presbytery), shall present satisfactory information in writing from the Pastor and Session of the church of which they are members. 1. As to their repitation in their church for piety, good sense, prudence, and humility. 2. As to any physical infirmities or ?3 excentrici ies, likely to mar their useful- ness us Ministers of Christ. 3. As to their financial condition. 4. As to the willingness of their church to aid especially in their education, if help be required. iu le 72. Candidates shall be examined, in open Presbytery bv the Moderator, on Ex- perimental Religion, and their motives for seeking the Gospel Ministry. This examination shall be full and thorough. At its conclusion, any member shall have the light to ask additional ques- tions. After being thus examined, the appli- cants shall retire and the Presbytery shall deliberate and vote upon his re ception. This may be in private Session, if desirable. BULB 73. During their vacations, candidates shall be encouraged by the Agent of Ed ucation to engage in sorn° active Col 74 portage, or suitable mission, or Sabbath School work. rule 74. All applications for aid shall be made through the Agent of Education* But no candidate shall receive aid, until he has placed himself uuder the care of the Presbytery. rule 75. A.11 candidates shall be under the over- sight of the Agent of Education, and shall correspond with him, giving- him information as to their studies, work, prospects, and growth in religious life and consecration. They shall write at least twice during the year; i. e., ten days before each' Spriugand Fall Meet- ing of Presbytery. rule 76. A copy of the above rules shall be placed by the Agent of Education, in the hands of each candidate under our care. 75 SECTION VIII. Church Sessions. RULE 77. The Representative who first takes his seat as member, whether Principal or Alternate, shall ordinarily .sit in all the adjourned meetings of the court, follow- ing the regular Stated Meeting. In the case of an adjourned meeting of the Presbytery during the Session of the Synod, the Session should specially ap- point the Representative Elder in the Synod, m sit also as a member of the Presbytery, unless he be already a mem- ber of the Presbytery, by enrollment at its last Stated Meeting. rule 78. The Session shall hold its delegates to a strict accountability for their regular and punctual attendance on the church courts, and shall censure them for a fail- ure, on insufficient grounds, to dis- charge this duty, RULE 79. Each church is required to forward 7« annually to the Presbytery, at the Spring- Meeting, a written narative of the state of Religion in the bounds of the Congregation, which shrill be read to the Presbytery, and then placed in the hands of a committee, to prepare a nar- ative for the General Assembly and for Synod. In this narative shall be embraced the following subjects, with such additional matter as the Session may deem im- portant or proper, to show the spiritual growth or decline of the church, viz: 1. Sabbath Services, and Prayer Meetings, and the usual attendance; and what public worship is held in the church in t he absence of the Pastor. 2. Official work and visitation in the congregation by Pastor and Elders. 3. Observance of the Sabbath. 4. Family worship by officers and people. 5. Prevalenceof intern pera nee, worldly amusements, and other forms of sin. 6. Monthly Concert of Prayer for Mis- sions, Bible Classes and Sabbath Schools. 77 7. Cod versions to the church by pro- fession of faith. 8. Systematic and regular contribu- tions for the various benevolent schemes of the church as conducted by the Gene- ral Assembly and the Presbytery, and reasons for any failures to contribute. 9. Religious newspapers taken. 10. Religious instruction of the colored people. 11. If vacant, what efforts and abil- ity to fill the vacancy? kule 80. Clerks of Session shall promptly ffll out the blanks sent by the Stated "Clerk of the Presbytery, and after their adop- tion by the Session, shall at once for- ward them to the Stated Clerk, in time for Presbvter\\ rule 82. The narative, Sabbath School Report, and Statistical Reports, shall be re- corded in the minutes of the Session, and read to the congregation. RULE 83. In each case where a church reports a F ailure to pay punctually its minister the salary promised, the church so fail- ing, shall be summoned to appear by its Representatives or Commissioners, be- fore Presbytery, and show cause for such failure. 70 RULE 84. Every church shall transmit promptly to the Treasurer of the Presbytery, all monies collected for the benevolent causes, as ordered by the General As- sembly and Presbytery, as tne Treas- urer of Presbytery must forward the various sums to their respective desti- nations by the t wen tv -eighth of em h month. kt le 85. The traveling expenses of Installation Committees shall ordinarily be borne by th j church served. Removal and Dismissions. RULE 86. 1. Sessions shall give their careful at- tention to the provisions of the Book of Discipline, Chap, xv, P. 2, 3, 4, repre- senting the transfer of non-resident mem- bers, and they shall always report the whole number of resident communicants to the Presbytery, and not merely the number residing at tne time m i i bounds of the Congregation. SO 2. Certificates of Dismission to pa- rents, in ust include the names of all their baptized children removing with them. 3. When parents are received on cer- tificate, the names of all their baptized children, shall be entered on the Roll of Baptized non-communicating members 4. A baptized non-communicant, re- moving from the bounds of his church, to reside within the bounds of another, shall be furnished by his Session with a certificate of his relationship, and his name shall be transferred accordingly. 5. When a member is r ceived on cer- tificate, the fact of his reception should be reported by the Clerk to the Session dismissing him. rule 87. All appointments to office in the Sab- bath School shall be made by the Ses- sion, or subject to its approval. / ocket. rule 88. The Presbvtery recommends that Ses- 81 sions use the following, or like Docket' or order of business, at each meeting 1 and that the Moderator call over the items in regular order, viz: 1. Prayer by the Moderator. 2. Minutes of preceding meeting read and approved. 3. Excuses of absentees from last meeting heard. 4. Unfinished business considered. 5. Are any af our people sick? or needing attention? 6. Are any concerned about their spiritual condition? 7. Any present to be received by ex- amination ot by certificate? 8. Are any members walking disor- derly? 9. Are there any sta angers to be visited? 10, What means may we use for ex- tending the cause of Christ? 12. What Elders have made visits, and how many? .13. New Business. 82 14. Minutes read and corrected. 15. Motion to adjourn adopted. 16. Closing prayer by a member of the Session. Miscellaneous. RULE 89. When a special meeting- of Presbytery shall be called, the expenses of a quorum at leasf, shall be defrayed by the parties in whose interests the meeting was called. RULE 90. Wnenever a minister of this Presbytery is removed by death, a committee shall be appointed to prepare a sketch of his life and character, which shall, after ap- proval, be recorded in a book of Biogra- phical Sketches, kept for that purpose by the Historian.
