 61 IV. The president, treasurer, auditor and superintendent of 
 G2 any railroad company engaged in transportation for the Govern- 
 
 63 ment, and such conductors, engineers and skilled artisans, and 
 
 64 also such other employees, over forty-five years of age, as the 
 
 65 president or superintendent shall certify, on oath, to be indis- 
 
 66 pensable to the efficient operation of such railroad : Provided, 
 
 67 That the number of persons exempted by this act on any rail- 
 
 68 road shall not exceed two per mile for any road less than fifty 
 
 69 miles in length, which owns and keeps in operation its own 
 
 70 machine shops, nor one per mile for any road over fifty miles in 
 
 71 length, and said exempts shall be reported byname and descrip- 
 
 72 tion, with the names of any who may have left the employment 
 
 73 of said company, or who may cease to be indispensable to. the 
 
 74 efficient operation of its road, at least once a month, to the Sec- 
 
 75 retary of War, or such officer as he may designate for that pur- 
 
 76 pose: And provided, further, That such president or superinten- 
 
 77 dent shall, in each such monthly report, certify on oa:h, that no 
 73 person liable to military service has been employed by his com- 
 
 79 pany since the passage of this act, in any position in which it 
 
 80 was practicable to employ one not liable to military service, and

 111 or occupations. It is the intent of Congress that the exemption 
 
 112 hereby declared applies to any person who is - by the 
 
 113 Postmaster General as a miil contractor, according co the law, 
 1 1 J whether such contractor he, at the time, in the army or not; but 
 
 115 hereafter, if the Postmaster General shall accept any mail con- 
 
 116 tractor under the v.ge of forty-five years, such contractor shall 
 
 1 17 not be exempt from military service by reason of such contract. 
 IIS VII. In addition to the foregoing exemptions, the Secretary 
 119 of War, under the direction of the President, may grant exemp- 
 12!) tions or details, en such terms as he may prescribe, to such 
 
 121 farmers, planters or overseers, as he may be satisfied will be 
 
 122 more useful to the country in the pursuits of agriculture than 
 
 123 in the military service, lie may also exempt or detail, upon 
 
 124 such terms as he may prescribe, such other persons as he may be 
 
 125 satisfied ought to be exempted or detailed on account of public 
 
 126 necessity, justice or equity, and he may revoke such orders of
